Restructure the country immediately let every state use the money they generate to develop their state dismissed the senators and national assembles members let them go and hustle, only few representative is needed from each state and it must be a per time work, I will reform police each state with their only police. The police will be professionalised, more science oriented graduates with be recruited and trained for more intellectual and confident officer.
There 'll insurance for all rank of officers, better barracks with healthcare facilities and education endowment for children of officers who died in active service.
Fire service will be professionalised and better equipped for quality service.
National assembly will be part time and their remuneration will be like less than those Drs, Nurses and other healthcare workers.
There 'll severe punishment for public service fraud.

Whoever leads Nigeria next, if there is a next time, needs to invest in securing the borders. Securing the borders is an imperative, whatever the price, whatever the opportunity cost. Listen to no contrary advice; be influenced by no sentimental talk or foreign appeals to the contrary. Without border control, given the primitive mental nurture of neighbouring African nations, no national plan will work out. Next Nigerian leader needs to do something about social media, monitor or and be vigilant for Troll Houses implemented on African soil by foreign powers. Nigeria needs to reform the Military and security services including the judiciary. Nigeria schools need to leave behind the Western, European or Asian models and create a new form of schooling based on projecting what form education needs to take in order to provide workforce fit for purpose in the approaching quantum, space and artificial intelligence decades.

The above is not my prognosis answer to the Topic question but some of the things such a president needs to consider. I have my own ideas what I’d do were I president but this would fill volumes.

Nigeria needs Upper, lower and Traditional leaders legislative houses. Nigeria probably needs a Board of Rulers not President and vice presidents. This means that Nigerians will no longer vote nationally but states only. You vote for President and Vice president of states. Vice presidents governs state President goes to represent state in the Board of Presidents. Since Nigeria is made up of 36 states, 36 representatives in the Board of Presidents would be too much so some tinkering is required but you get the general idea. Board of Presidents would go some way to reducing ethnic sense of marginalisation. How this affects political parties too can be worked out
