No amount of planing can save Lagos when it comes to flooding, because it is seated below sea level. Over 50% of its land are reclaimed.

In fact, all your points are invalid, the problem Lagos has is with the drains and public waste disposal. The drains are too shallow. Netherland is a country below sea level and they found a solution to their problem. They built a lot of water channels, canals and dykes. So if Lagos is indeed serious about tackling flooding, let them follow the Dutchs footsteps.

Attached are pictures if water tunnels in the US. Compare it with what we have in Lagos.
The difference is clear.

You mentioned the bold as if it's 2 naira forgetting the precarious financial state Nigeria is in and the woeful governance structure. Some things are just impossible in Nigeria.

I can almost bet you that there's no one single city in the US that will not experience some kind of flooding on some roads with the kind of rain that has been falling for about 24 hrs. It might not be as bad as Lagos, but a vast majority of them will still have some roads flooded.

These words cannot be said enough. Nigeria is a very backward and dirty country. Some countries with in the tropics which had malaria problems have been able to eradicate the mosquito plague partly by doing away with open drainage.
