Yes Dangote jad sole cement import license because he took advantage of the import substitution policy of govt. The policy stated that for you to retain your import license, you have to build production capacity in Nigerian. What favourable policy exactly. Be specific please. I have been very specific with all my fact's with dates etc . As I recall, others also bought cement plants from the technical committee on privatization then.

When Dangote had licences for re bagging cement, others like Ibeto also had same licence. The country can sell the crude to Dangote at a highly reduced price so he in turn sells to Nigerians at reduced price. Forex not involved in this case and nothing like subsidy in addition.
