Can anyone help me to understand why the following documents expire??

- Driver's license
Is it that after one year I'll need to go for another training or coaching or what??

- Other car papers (except insurance) that needs renewal

I've been wondering about this for a while now so I thought I should seek for more knowledge on this or is it just a revenue venture for the federal government??

Please master Gazzuzz and enlightened folks, I need you to help me understand this better.
