Hello, I have someone who has OND (3 years part time) and HND ( 2 years) certificates, are these certificates accepted and if so what will it be evaluated as? Just bsc or does it qualify for two or more

Did your friend stay in India for 6 months or more in the last 10 years? If yes, a PCC is compulsory, as I understand it. I don't think the application will progress without the PCC, explaining the "overstay" without a PCC wouldn't cut it, in my view. See what IRCC says below....perhaps get a lawyer and explore what must be done to get a PCC.

In very rare cases, we may accept both a letter of explanation and proof that shows you made your best effort to get a police certificate on time.

You can upload this in the country-specific police certificate field of your document checklist. Examples of proof: a confirmation receipt, a payment receipt, a delivery notice, a tracking number.

I do not think she will be required to reenter the pool. It wouldn't change her score. This journey is not for the faint hearted. It can be tiring.
