You are right,it does mean they do not sin,but the fear of God ,makes them do the right thing for each other and be patriotic to their Nation.
In America they swear the oath with the Bible.
But in Nigeria we swear the oath to religion, ethnicity, region or otherwise.

I left out the "doesn't believe in God" cause it's practically baseless. But then you fired back that that's the crux of your question cause God can't possibly approve or disapprove of anything if the people don't even believe in him. And I'm telling you that means your entire question is based on a wrong assumption cause Canada is not a country that does it believe in God. That fact invalidates the entire logic of your question and cannot be tossed aside to move on as your obviously struggling to.
