Kenya we have decent pyramid - we have maybe 50K plus pre-schools - that transition to about 35K primary schools - that transition to 15K secondary schools - that transition to thousands of village polythetic - thousands of TIVET colleges/teachers/nursing/etc - and then hundreds university - (who enroll more than 0.5M students)

That is why we have 100% primary to secondary transition.

Ghana Gross Enrollment - as of 2013

Primary to Junior High - 82%
Junior to SS - 36% -
College - 2.7%

Kenya as I know

Primary to High school - 99%
High school to University - 25% - roughly 125,000 students out of 480K qualify to join university under public scholarship

High school to TIVET/TTCs/MTC - take cares of nearly the rest of them.

It simple maths 14,000 divide 800.
The ratio is 1 senior high school - should admit all kids in 18 junior high schools.

Kenya is first in Africa to achieve universal primary to secondary transition.
We don't have junior high school thing - Kids stays in primary for 8yrs - not six
And then they go to high school for 4yrs
And university for 4yrs.

8-4-4 system like in Canada.

And we are now onto another system that is like 3-3-3-2-3 something crazy like that under Competence Based Learning

Here in Ghana, we run a meritocracy system, you must pass a national exams to get to senior high school.
