If we want to neutralize the threat of guntrucks & VBIEDs and prevent the overusing of bases by this terrorist, then we need to invest heavily in grenade launchers(not RPG). Mostly underbarrell grenade launchers and a reasonable quantity of revolver-type grenade launchers like the Russian RG-6.
Then for base protection; mortars and automatic grenade launchers.

It won't cost much, it can be rapidly deployed and it will also remove the overdependecy on air support.
We cannot be fighting this people with only assault riffles and expect them to be fearfull of the army. RPG-7 is too inaccurate beyond 100m and useless against this type of threat.
