@Markab, Good morning and many thanks for your perspectives. However, i'd like to politely counter you point with regards to funds requirement . Whilst we all agree that providing a bank statement is extremely important, please note that our reference with regards to the amount the VO would like to see should be based on what is stated on CIC website. On CIC website, it is stated that a full time international student desirous of having his/her spouse in Canada should show additional minimum funds of $4,000 cad to cover living expenses for 12 months. For any additional child, $3,000 cad is required (Quebec requires slightly more). So what this then means is that, as an international student, in addition to your $10,000 living expenses for one year, you are required to show additional $4,000 and $3,000 for your accompanying spouse and child (as applicable). Now this is for just ONE YEAR. So the funds you are to show for your accompanying dependents should be in ine with the above and the length of your program. However, it is always wiser to show more funds. Again it is important to note here that, when calculating the required funds for accompanying dependents, LICO is not used. LICO is usually applied for those applying through EE. I would also suggest that people should do well to put up a very logical letter of explanation to back up their applications. My humble opinion. Please for those that recently applied for sowp via paper route, have you been able to link you application to your online CIC profile? I've not been able to link my wife's app but have successfully linked my child's application. When completing the 'Application for work permit made outside Canada' form, there's a section for your name (family name and given names) and another section to capture your maiden name as well as given names. Although the validated form of course picks the family and given names provided as stated on your international passport, could the other maiden name stated in the section provided for it be the reason for one's inability to link the form? Please assist with some steps that have worked for you Thanks a lot. We blessed people! . |

paparazzi1987: I understand. I think it's an error on the part of the VO that processed the application. The reference point with regards to additional available funds for accompanying dependents of a full time international student is 4k cad and 3k cad minimum (per year) for spouse (sowp) and dependent child respectively. As clearly stated on CIC website. Not LICO. Well maybe there's something else the VO saw. Like you mentioned, when your pgwp comes out, you may reapply with all the required documents. Do that first. Whilst I understand the VO's point, I believe that this situation depicts a host trying to apply for his/her spouse (SOWP) and dependent child (status as applicable). In other words, both spouse and child are accompanying dependents of a full time international student. And usually, as stated on CIC website, a full time international student desirous of bringing over his/her spouse and child to Canada is required to show minimum additional funds of 4k (spouse) cad and 3k (per dependent child). That includes the international student's already established 10k cad living expenses plus tuition for atleast one year. My question and where I struggle to understand in this instance (whilst I understand all other points raised by the VO for this applicant), is that please why should the VO refer to LICO (in this instance 37,650 cad for a family of 3 wanting to live in other provinces other than Quebec)? LICO is usually referenced for PR applicants or family sponsorship applicants (in this case the PA is already on PR status or a citizen). Please if you have more clarity, i'd love to learn. mcobex: @mcobex Good morning. You need to understand that the circular from CBN was clear as to the frequency of each limit. The circular clearly stated 15k usd or its equivalent per term/semester. Not 15k usd or its equivalent per year. So assuming you have 2 semesters in a year, that's 30k usd or its equivalent. A simple letter of explanation in addition to the documents earlier mentioned will really suffice. I will be very surprised if the CBN comes out to issue any letter to an individual. It's important you politely draw the VO's attention to this through your simple letter of explanation. It's not as if you are saying anything wrong because you're being truthful. Such that if they decide to contact the CBN, they'll know that you are right. Plus the CBN website is there to verify the circulars. The commercial bank that issued you the letter can also be verified if they so desire. |

mcobex: Good evening. I had mention this before. CBN as at today cannot issue individuals such a letter because they do not have any banking relationship with individuals. The CBN deals directly with banks and as such issues directives/circulars to guide their operations. Get the latest 2 circulars from CBN to banks on foreign exchange transactions. You can find them on the CBN website. Regardless of the limit of 15k usd (which is even per semester), it is your best option and will suffice for the purpose as demanded by CIC. This has worked for other people outside this forum. In addition, visit your commercial bank and request for a letter of reference. This letter affirms your financial strength and also states the current balance in your account. Standard practice! Plead with the bank as well to incorporate a statement in the same letter stating that the funds that they have quoted as being in your account can be transferred/exported abroad for the purpose of foreign tuition payment and other personal expenses via form A and personal travel allowance transactions IN LINE WITH THE CENTRAL BANK OF NIGERIA'S POLICY ON FOREIGN EXCHANGE TRANSACTIONS. Attach this letter of reference and the 2 CBN circulars with a cover letter written by you to provide more clarity. This is your best shot and has worked for other people outside here. adiukuonyebuchi: Hello Eraytee. First and foremost, you know that this request for additional information was sent to about one or two persons on this platform. It does not mean that it's really a new dimension from CIC as some people outside this platform have received TRVs recently without this additional request. Again, request for additional information is not a difficult thing to obtain safe the CBN letter which is not possible as CBN does not issue such letters to individuals considering that the individual does not have any relationship with CBN and vice versa. CBN deals with Banks directly as such the circular to Banks in this regard will suffice. To your question, it's important for people to understand the power of letter of explanation. So for such an individual that has already paid tuition and upkeep for one year, please put up a letter of explanation alongside evidence of your payments and then send all to CIC. You can still obtain a Bank Letter of Reference that will show that you still have the funds deposited in your account. Include all. It therefore means that you have done your part and let God perfect the rest. 1 Like |

Austinpee4: You're so correct! I believe the Bank Letter of Reference will be very helpful and to a large extent meet the VO's requirement. Some banks though have standard response templates. Either ways, I believe that the content of the bank reference letter would help. Or if the applicant has a canadian bank account, then the bank statement will be fine too. |

Eraytee: Hello Eraytee. I think r4blessing has already posted the content of the letter. This is a request for additional information. And if you look at what r4blessing posted as the content, so you need to determine which of the three options provided (Canadian bank account or bank draft In favour of the institution or written assurance from your local bank in Nigeria confirming that the funds are in deposit plus a letter from CBN that you can export this amount) you can satisfy. The last option (written assurance from your bank in addition to a confirmation from the CBN that the said funds can be exported/transfered abroad) seems more realistic to achieve. Again, this last option did not specify that you get an updated bank account from your local bank rather a written assurance (letter). You can request for a 'Bank Letter of Reference/Confirmation of Financial Statement. This letter which can be addressed to CIC talks about your financial strength, character, any obligation you have to bank (indebted or not), your current balance, average daily balance and period you've had your balance in the Bank. Now some banks have a standard template and have the limit to which they can disclose. This letter will very much suffice for the written assurance requested by CIC. On CBN written assurance that you can export the amount stated as available balance in the letter issued by your bank as described above, please go to CBN website and get the circulars sent to all banks which mandates banks to process foreign tuition/school fees payment within 48 hours and also sell PTA to travellers. This shows that the funds can be exported (pay your foreign tuition and living expenses - since it stated that customers can access PTA). I know someone that recently received same request for additional information alongside instruction to proceed on medicals. Like I earlier mentioned guys, I think it's not so difficult a request to process if you understand it along the lines I have provided given that as it applies to your local bank, the individual in question was not asked to provide an updated bank statement but a written assurance (letter). I think it shows that the VO is progressing with the application since it came with a medical mail and would need that additional information alongside your medical result to issue you a study visa. Kheyindae: My thinking is that if you included yourself as a sponsor and did mention that you have Tbills which clearly shows that your account was debited for the Tbills to be invested on your behalf, now if the maturity date had passed or very near, they VO may require that written assurance just to confirm the balance in order to determine if that Tbills value has now dropped in your account which they believe should be more accessible to you once in your account. Some may argue that they already submitted proof of treasury bill investment. But think deeply and draw inferences from this new dimension from VOs. obaxlove: Good morning Obaxlove, I wish you all the best in your application. I think you need to be specific in addressing the VO's rrequest if it applies to you. If the VO wanted an updated bank statement, the VO would have specifically mentioned that. But the VO was very clear, "please provide a written assurance of funds in deposit from your bank". Once you request got your bank confirmation letter to reflect you available balance, this not only suffices for what is termed 'written assurance' but also shows you have the money. If you noticed there are other options, one of which was very clear and mentioned a Canadian bank account. The other 'bank draft'. |

You know if they had wanted another bank statement they would have specifically requested for an updated bank statement. Let me ask, did you declare some of your funds in Fixed deposit and Treasury bills? And have the maturity dates for these investments passed?.But again, they understand what the forex situation is in Nigeria hence they just require an evidence from CBN to show that you can actually export the funds abroad which is where those circulars come in. 1 Like |

What I'd rather suggest is that, for those that have already paid their tuition, please include your tuition receipt in addition to the letters (bank confitmation letter and CBN circulars) requested by the VO. Eraytee: Good morning Eraytee. I'm really sorry that I do not have a copy. However, I do know that all Nigerian banks issue a 'Bank Confirmation Letter' at a small fee. The content is standardized for each bank; meaning Zenith Bank for example, has a standard template. The level of disclosure in this letter is quite limited to probably your bank details and the period you've operated the account. However, since CIC has sent a few requests to some applicants for a 'written assurance of your funds', you can request from your bank to include the available funds in your account as most banks do not alter the body of the letter except the area that contains your details which is where they can capture your available bank balance. This will then suffice as a written assurance since it now captures your balance. A bank confirmation letter normally is used to demonstrate that the customer is well known to the bank and can fulfil his/her financial obligations to a third party. It is however not a guarantee for payment. Please I hope this helps. 4 Likes |

r4blessing: Hello r4blessing, you need to approach your bank for a confirmation letter addressed to CIC. Although it's usually standardized for most banks. I mean like a template. You need to kindly request that your bank includes the current available balance in your account. For the letter from CBN, there isn't such letter. All you need do is to get CBN circulars on the new forex policy which also mandates banks to process PTA and foreign tuition payment within 48 hours. You can get the circulars from the CBN website. However, you need to be clear on what the message from CIC states. Did the VO request for a confirmation in terms of an updated bank statement or a written assurance confirming funds in your account?
