LordMecuzy: Post See new posts Conversation Dr Joe Abah @DrJoeAbah Advisers and assistants are personal staff of the President. NASS allows the President to have a number, I think 15. They are not subject to screening. They don’t have a budget head and usually don’t control any resources. Special Advisers are the most senior. Almost equivalent status to Ministers (there are no Senior Special Advisers). People like the Chief Economic Adviser to the President and the National Security Adviser are effectively SAs, just like the SA on Ease of Doing Business. Their salaries are about the same as those of Ministers and DGs. Next are Senior Special Assistants to the President. Sometimes, these also head functions, such as the SSAP on MDGs/SDGs but this is a bit rare. They earn slightly less but not by much. Then there are Special Assistants, which are slightly more junior and earn a bit less, I think. The President can send them to support any Minister, particularly the ones with some technical expertise. Then there are Personal Assistants below those. These are all political people. Openly politically partisan. Why does the President need them? He can’t do everything by himself. It was good that NASS limited the number to 15, I think, because they are paid from the treasury. Many SSAPs and Special Assistants cruise Ministries and agencies looking for money and relevance and telling people what the President wants or doesn’t want, whether or not he sent them.
