yes like Mandora rightly pointed out. Alliance is a very good place for someone with little or no knowledge of French to learn both speaking and writing of the language. Alliance Francaise has branches in many states in Nigeria: Owerri, Jos, Kaduna, Kano, Port Harcourt, Lagos . Just the few I know. They also run a diploma course. All the best as you join us in the knowledge of French.

Dutch is a bit easy to learn than french. but one thing with learning of a new language is interest. so if you are interested in french, you enroll with alliance francais, a french cultural center that allows the learning of french language and culture. It has centers in some cities in Nigeria: Port Harcourt, Jos, Kaduna, Lagos, Owerri, just the few i know. there is also a french school in Badagry. All the best.

I dont know if it is that of the contract stuff. if it is , then they have not started anything.
 they want to put everthing in place before they commence; cos this is thier first time ever to contract staff. so dont loose hope. they are still on it.
