Yes it can. Not from my experience though but sometime back, someone posted about a delay due to previous US visa refusal.Try going through the thread maybe you'ld find some information.

The reason they say don't use Super priority if you had "long story refusals"especially for Tier 4 Pbs is because 95% surety is that you won't get a decision in 24hours like the Standard Super Priority and 60% still get called for Interview on Phone or via skye to make things straight forward.
So it does not really make any sense to pay that much and still get to do the long wait and interview that most wanted to shun.

No doubt they still need to do their background checks and all but the percentages you are quoting may be wrong and misleading unless you have documented statistics to back that up.
Besides myself, I have a friend who got her decision within the 24hr SPV timeline after a previous tier4 refusal..no phone call/interview as well.
I am stressing that every application is accessed individually. Once the mistakes are sorted out, no cause for concern. There are registered agents that can help with that.
In some cases, credibility interviews are another way to find something a person was too shallow about or didn't express clearly unfortunately.
Not to discourage anyone going through the standard route but 'desperate situations call for desperate measures'.

Having any previous refusal makes UKVI do a thorough check and yours was just few months ago.
They just want to dig deep I would say.
And you shouldn't have used Super Priority in that case, its even stated by them that anyone with a previous refusal need not use Priority and Super Priority value added services.

Super priority could be useful after previous refusals mostly because of the credibility interview that is omitted. All that's needed is to submit all the required documents correctly.

Yes, they wrote that it is advised not to use it after a refusal but that applies when you are particular about the urgency of getting the visa. For me, extra few days wait is not a problem provided he/she gets the visa this time.

Mind you, I'm responding to this to encourage someone and because SPV (tier4) got me my visa after 3 previous refusals for visit visa.

*disclaimer: The circumstances of my application were totally different the 4th time. So like they say.. they assess every application individually.

then she like look up at the camera and introduce yourself, them I looked up and like hello there (waving the camera),am Gideon...then she like your full name,which I told,I said my age ,then she like your full date of birth...am like aunty u guys want to kill me here with a smiling face, she just strong face ,I continued then I said my address,then she like uncle you can sit...
sorry for all the stress...
she then told me something amazing....
she said I have been here since few minutes before eight then why am I just doing my biometrics.... I was stunned and asked how do u know?.....she said we see almost all things round the premises,then I explained how I almost cancelled to get a refund... she boldly told me I would have done it to reduce their work.....then she told me to sit upright for my visa photo....then am like my hair is rough ,I had to go out like twice to adjust my self....did my finger print,snapped my passport PIC.... then as I was about leaving she told me to press d green button close to the entrance....Now there were 3 buttons at the entrance..... green,red,couldn't see d last one,
d green button had Good ,the red had average but I cldnt see d last one cos I was a bit rushing to leave the room.

Congratulations on getting your visa with all the hurdles you had to cross in a short time.
You weren't interviewed though. The experience you described is the standard procedure for biometrics. Remember, those Abuja and Lagos offices are just submission centres. The interview proper is also organized in the centre via an on-screen skype interview (with their natives.)
Also, for those who are wondering, They now ask to press the green button (good) to show you are satisfied with their service before you exit the centre. (However, any anyone can press the yellow(average) or even red (bad)depending on how he/she personally rates the service)
Its just for survey purposes and won't affect the application.
