Lagos presents biggest ever budget proposed by a Nigerian state Premium Times: News Premium Times: News 5 hours ago The Lagos State governor, Akinwunmi Ambode, on Tuesday presented the 2017 budget proposal of N813 billion to the House of Assembly, assuring that the budget would be judiciously implemented to continue the infrastructural renewal and the enhancement of Lagos as one of the foremost tourism and investment destination in Africa. Mr. Ambode, who tagged the budget “The Golden Jubilee Budget” as it coincides with the State’s 50th Anniversary, said it would focus on physical infrastructure, while social sectors especially health, education, youth and social development would get adequate attention. “In the course of the 2017 Financial Year, we shall carry out fundamental reforms on all our modes of transportation – Roads, Water and the Walkways. In this wise, a Public Transport Infrastructure Bond will be issued in the course of the year,” Mr. Ambode said. “The State Government will embark on the Urbanisation of the Marina axis, Waterways Channelization, establishment of more Parks and Gardens as well as the Community Sports Centres and Stadiums in different locations across the State.” The 2017 budget saw an increase by N150 billion from the 2016 budget. The budget is also the biggest for any Nigerian state ever. Giving the key components of the budget, Governor Ambode said recurrent expenditure would gulp N300. 535 billion while N512.464 billion would be dedicated to capital expenditure, representing a Capital/Recurrent ratio of 63 percent to 37 percent. According to the governor, road construction, rehabilitation and maintenance would be one of the key focuses of the budget, adding that efforts would be geared towards roads that will open up the hinterlands, improve connectivity in the State and reduce travel time. He listed some of the road projects to include Murtala Mohammed International Airport Road from Oshodi, Agric-Isawo-Owotu-Arepo Road in Ikorodu, Igbe-Igbogbo Phase II- Bola Tinubu Way in Ikorodu, Ijegun Imore Phase II Amuwo in Ojo axis, Oke-Oso-Araga-Poka in Epe, Epe-Poka-Mojoda in the Epe axis and the completion of the Abule-Egba, Ajah and Pen Cinema flyovers. The governor also said that within the course of the budget implementation, his administration would enter into a Public Private Partnership (PPP) to execute some road projects including Oke Oso-Itoikin dualisation Project in the Epe axis, Okokomaiko-Seme Road Project in Badagry axis and Ikorodu-Agbowa-Itoikin-Ijebu Ode Road Project in Ikorodu axis, just as he disclosed that the Phase II of the 114 Local Government Roads project as well as the construction of the Fourth Mainland Bridge would also kick off in 2017. “We will fully implement the Medical Health Insurance Scheme and deploy e-Health/ e-insurance Health Service solutions; and complete the on-going upgrading and extension work in the State General Hospitals and Ayinke House in Ikeja. Work will commence on our Medical Park in the 2017 fiscal year,” Mr. Ambode said. On the revenue expected from federal allocation, the governor said a conservative approach was taken owing to the falling oil prices, which according to him, was about $41.98per barrel at the time of finalising the budget. He, however, expressed optimism that the state would get an increase in Federal allocation through the 13 percent derivation from Oil and Gas in 2017. “In view of our financing gap, we shall continue to sustain deficit financing in the short-to-medium term; enhance revenue growth throughout the year on several initiatives including automation and efficient revenue administration,” the governor said. Giving a sectoral breakdown of the 2017 Budget Estimates, Commissioner for Finance, Akinyemi Ashade, said the governor earmarked N205.85 billion for General Public Services representing 25.32 percent of the budget, N36.43 billion to Public Order and Safety, representing 4.48 percent, while Economic Affairs received a lion share of N295.84 billion representing 36.39 percent. In other sectors, the commissioner said Environment got N56.31 billion, representing 6.93 percent, Health got N57.29 billion representing 7.05 percent, while Education got N92.4 billion representing 11.37 percent of the budget. The Commissioner also said the budget would be funded from a total revenue estimate of N642.849billion while the balance of N170.150billion would be funded through a N100bn Bond Issuance program and a combination of internal and external loans. Receiving the Budget, Speaker of the House, Mudashiru Obasa, commended Mr. Ambode for keeping faith with the 2016 budget in the area of implementation, adding that Lagos has witnessed a quantum leap in the last one year. Mr. Obasa, while assuring the governor that members of the House would give the 2017 fiscal document due diligence for the benefit of Lagosians, called on the Ministries Departments and Agencies (MDAs) to furnish the House with all the necessary documents to enable it fast-track the budget approval process. The Lagos Speaker also seized the occasion to call on the Senate to reconsider the Special Status Bill for Lagos State, saying there was no better time to accord the State such recognition. |

A suicide bomber has killed four security officers and injured five others near one of Islam's holiest sites in the Saudi city of Medina, according to the interior ministry. The bomber detonated his explosives after being stopped outside the Prophet's Mosque, a statement said. The mosque is the burial place of the Prophet Muhammad and Medina the second-holiest city in Islam after Mecca. Suicide blasts also struck two other Saudi cities on Monday. That an attack happened in Medina at such a place is likely to leave Muslims around the world aghast, BBC World Service's Middle East editor, Alan Johnston, says. Suspicion is likely to fall on so-called Islamic State (IS), he adds. Al-Arabiya gave a different account of the incident, saying the bomber had targeted the security officers by pretending he wanted to break his Ramadan fast with them. Qari Ziyaad Patel, 36, from South Africa, who was in the mosque, told the Associated Press news agency people had at first thought it was the sound of the cannon fire that marks the breaking of fast. The ground shook, he said, adding: "The vibrations were very strong. It sounded like a building imploded." Earlier, at least one explosion rocked Qatif, an eastern city which is home to many minority Shia Muslims. The blast appeared to target a Shia mosque. The attacker was killed but no other casualties were reported. A suspected suicide bomber also died after detonating a device near the US consulate in the city of Jeddah. Two security officers were slightly injured as they tackled the man, but no-one else was hurt. No-one has yet said they were behind any of the attacks. They come with the holy month of Ramadan drawing to a close and ahead of the Eid al-Fitr holiday. Saudi Arabia has been the target of attacks by IS over the past two years. In June, the interior ministry said there had been 26 "terror attacks" in the kingdom in that time. A series of deadly attacks worldwide were either claimed by, or blamed on, IS over the past week: A suicide gun and bomb attack targeted Istanbul airport on 28 June, killing 45 people. Lagos State Governor, Akinwunmi Ambode, on Thursday presented the Year 2016 Budget proposal of N665.588billion to the House of Assembly, with a pledge that his administration would not only implement the budget faithfully, but also ensure that it worked in the best interest of Lagosians. The governor, who christened the 2016 budget “The Peoples Budget”, said it was an improvement of 26 percent over the budgets of 2014 and 2015 respectively which stood at N489.6 Billion individually. “The increase will enable our government to focus on the present challenges of security, traffic gridlock resolution including physical and social infrastructural development which has thrown up new challenges quite different from what we used to experience and have always known”, he said. He said the 2016 budget, which is the first full budget of the present administration, would promote massive investment in security, transport and traffic management, physical and social infrastructural development and enhance job creation. He said the intention of his government was to use the 2016 budget to strategically build new infrastructure, as well as maintain existing ones, adding that wealth and employment creation would also receive adequate attention in the course of the year. Giving a breakdown of the budget figures, Governor Ambode put the recurrent expenditure at N278,909bn while capital expenditure stands at N383,678bn, explaining that the capital to recurrent ratio is 58:42 as against 51:49 in 2014 and 2015. Governor Ambode also put the total revenue estimate for 2016 fiscal year at N542.873Billion, saying the balance of N119.714billion would be funded through deficit financing constituting 0.41 percent of the state GDP, based on 2016 budget alone and a cumulative debt to GDP ratio of about three percent. On the size of the budget, the governor earmarked N120,508,571,598 for General Public Services representing 18.19 percent; N28,559,021,841 to Public Order and Safety, representing 4.31 percent; while Economic Affairs received a lion share of N211,043,408,183, representing 31.85 percent. In other sectors, Environment got 8.1 percent of the budget totalling N53,043,599,505; Housing and Community Amenities, got N62,713,091,867 representing 9.46 percent; Health got N64,677,679,096 representing 9.76 percent while Recreation, Culture and Religion has N4,636,917,054 which is 0.70 percent of the budget. Education sector also received N113,379,337,664, representing 17.11 percent of the budget while Social Protection got N4,025,980,116, which is 0.61 of the budget. Governor Ambode said due to the falling oil prices, the budget was pegged at $38 dollar per barrel, saying it was in line with maintaining a conservative approach in estimating the Federal allocation for 2016. “Fiscal Federalism and according Lagos a Special Status will benefit the State as we implore the Federal Government to look into this as soon as possible. As you are aware, the Federal Government still owes Lagos State over N50billion expended on federal roads in Lagos state. We look forward to an early refund to enable us utilize the fund on other infrastructure that require attention”, the governor said. Explaining some of the highlights of the budget, Governor Ambode said the state government would commence the A-Meal- a-Day Programme in the state Public Primary Schools with effect from next year, adding that it would be done in collaboration with the Federal Government who would provide 60 percent of the funding, while the State Government matches it with 40 percent. “This programme promises not only to improve the daily nutrition of our children, it will also create an economy of its own, with opportunities for job creation, income generation, poverty alleviation, and so on,” the Chief Press Secretary to the Governor, Habib Haruna, quoted Mr. Ambode as saying. “I am happy to inform you that in 2016 we will develop our e-Curriculum, leading to the distribution of Ibile Tablets to students in our public schools. This revolution, at the Secondary School level, will set a new standard in our educational system, and further enhance the knowledge of our children to enable them compete effectively with their peers in developed countries”, the governor said. On security, Governor Ambode, while acknowledging that it was a major challenge confronting the state within the first few months of his administration, said the government adopted a multifaceted approach at tackling this challenge, just as he pledged to continue to support the security agencies in 2016. On road infrastructure, the governor said one of the assignments his administration had embarked upon was to regularly inspect the state of the roads to ascertain their conditions and ensure that they are motorable, assuring that while ongoing projects would be given priority in the course of the year, new roads would be constructed across the length and breadth of the state. Receiving the budget, the Speaker of the House, Mudashiru Obasa, commended the governor for procuring security equipment to combat insecurity in the state, just as he assured that the budget proposal would be meticulously looked into by the House. Dignitaries present at the event include former speakers of the House of Assembly including Adeyemi Ikuforiji, Olorunnimbe Mamora, Jokotola Pelumi, national assembly members, members of the State Executive Council, traditional rulers, religious leaders, among others. Perhaps it’s time to be a little more careful with how you use social media. Social media is already influencing job search in some countries but in the coming year, your social media posts may influence your US visa application. According to the the Wall Street Journal, the US Department of Homeland Security is already set to put into place protocols to examine how visa applicants use the social media. This means your posts on Facebook, Twitter and other social networks may get your visa application approved or denied. Under this new policy, checking an applicant’s posts on Facebook and Twitter may become standard for visa application. This is obviously driven by the recent San Bernardino shooting where one of the attackers had already made use of social media to express her support for extremism. Most of these social media posts were made before she even applied for the US visa and a simple background check on social media activities probably would’ve prevented her entry to the US in the first place. A statement sent to Business Insider by the Department of State Security said: “ In fact, over the last year, under Secretary Johnson’s leadership, the Department initiated three pilot programs to specifically incorporate appropriate social media review into its vetting of applicants for certain immigration benefits. The Department is actively considering additional ways to incorporate the use of social media review in its various vetting programs. There isn’t much much information on this right now and the DHS is keeping a lid on how the plan is going to be carried out but given the present situation, getting into the US is going to be a lot harder. What you consider a normal Facebook post might raise a red flag. As an individual, perhaps it’s time to be more careful on social media. Your posts on Facebook and Twitter may later affect you.
