Politics / Senate Moves To Approve E-Voting For Future Polls by showbest: 4:30am On Nov 20, 2019
The Senate has begun a fresh electoral reform which has mandated the Independent National Electoral Commission (INEC) to adopt the much-awaited electronic voting method for future polls.
The lawmakers also compelled INEC to operate an electronic database into which all results in an election should be transmitted. A bill to amend the Electoral Act 2010 through which the reform would be achieved has already been published in an official gazette and debate on its general principles may begin on the floor of the Senate during the week.

A copy of the bill exclusively obtained by The Guardian also stipulates that data of accredited voters must be transmitted to the central data base upon the conclusion of the accreditation of voters which would be done through the use of the card reader.



“At the end of accreditation of voters, the presiding officer shall transmit the voter accreditation data by secure mobile electronic communication to the central database of the commission kept at the national headquarters of the commission.

“Any presiding officer who contravenes this provision shall be liable, on conviction, to a minimum of imprisonment of at least five years without an option of fine,” the bill also stipulates.

It prevents INEC from shutting down the central data base until all petitions arising from the elections are determined by a tribunal or court.

“In respect of data of accreditation of voters, including polling unit results, for an election, the commission shall not shut down its central database kept at its national headquarters until all election petitions and appeals pertaining to that election are heard and determined by a tribunal or court.”

On the specific provisions for the adoption of the central database, the bill, which is being sponsored by the Deputy President of the Senate, Ovie Omo-Agege and Abubakar Kyari (APC, Borno State), seeks amendment of section 65 of the Electoral Act 2010 by introducing a “National Electronic Register of Election Results.”

It states: “The commission shall compile, maintain and update on a continuous basis, a register of election results to be known as the National Electronic Register of Election Results which shall be a database of election results from each polling unit, including collated results of each election conducted by the commission.

“National Electronic Register of Election Results shall be kept by the commission at its national headquarters and any person or political party may obtain from the commission, on payment of reasonable fees as may be determined by the commission, a certified true copy of any election result kept in the National Electronic Register of Election Results for the federation, a state, local government, area council, ward or polling unit, as the case may be and the certified true copy may be in printed or electronic format.”

On electronic voting, the Electoral Reform Bill seeks amendment of section 52 (2) of the 2010 Electoral Act and introduced a new provision stating that “the commission may adopt electronic voting or any other method of voting in any election it conducts as it may deem fit.”


It was learned that many lawmakers are not comfortable with the additional clause which permits INEC to use any other method it deems fit and may delete that option during the consideration of the bill.

The current law completely prohibits the use of electronic voting as it states: “The use of the electronic voting machine, for the time being, is prohibited.”

The reform bill has also slashed the nomination fees charged by political parties. Presidential aspirants are to pay not more than N10 million while governorship aspirants are to pay N5million.

Specifically, the bill states: “For the purpose of nomination of candidates for election, the total fees, charges, dues and any payment howsoever named imposed by a political party on an aspirant shall not exceed: N150,000 for a ward councillorship aspirant in the FCT; N250,000 for an area councilchairmanship aspirant in the FCT; N500,000 for a house of assembly aspirant; N1,000,000 for a House of Representatives aspirant; N2,000,000 for a senatorial aspirant; N5,000,000 for a Governorship aspirant; and N10,000,000 for a presidential aspirant.”

The Bukola Saraki-led National Assembly had attempted the electoral reform but failed to get the presidential approval at the end. The bill sought to strengthen internal democracy, reduce the cost of politics, widen political participation and the conduct of free fair and credible elections through technological innovations and an electronic database.

However, there were concerns raised over the enforceability of some of its provisions.

President Muhammadu Buhari, in refusing to sign that bill, had said: “I am declining assent to the bill principally because I am concerned that passing a new electoral bill this far into the electoral process for the 2019 general elections, which commenced under the 2015 Electoral Act, could create some uncertainty about the applicable legislation to govern the process.

“Any real or apparent change to the rules this close to the election may provide an opportunity for disruption and confusion in respect of which law governs the electoral process.”

Mr John Mahama, Former President of Ghana on Tuesday appealed to the Nigeria Government to open up her border so that economic activities can resume in West Africa.

Mahama made the plea while delivering the 7th Anniversary Lecture, Investiture into The Realnews Hall of Fame and The unveiling of the Book: Pathways to Political and Economic Development of Africa in Lagos.

The News Agency of Nigeria reports the title of the lecture is `Beyond Politics: An Economic Narrative for West Africa’.

Mahama said as a former Chairman of the Economic Community of West Africa States, and Authority of Heads of State and Government, he had an abiding interest in the progress of ECOWAS and its people.

He noted that it was not by accident that Nigeria was home to the headquarters of the ECOWAS and the largest economy in West Africa.

A 19-year-old prophet at 12 Apostolic Faith Mission Church drowned on Sunday morning during a baptism ceremony while trying to save a congregant who had slipped into the water.

ZimEye reports that Gift Dube, who was in Form Three at Amhlophe High School in Bulawayo, had moments earlier, prophesied that someone was going to die in the water on the day. He drowned in the presence of his mother who is also a member of the same church.

The tragedy occurred in a sewer-filled stream that runs into Khami Dam. In an interview at home in the Old Purnula suburb yesterday, the deceased’s mother, Mrs Thobekile Dube, said her son died a painful death.

Mrs Dube said his son had prophesied that if congregants were not vigilant in prayer someone was going to die. “He was an evangelist in the church and a prophet who used to guide us during church proceedings.We had gone there for the baptism of three new converts.
He led the prayer session until he said each and every one of us should find their place where they should pray alone, telling God what is in their hearts. He also warned that the waters had dark spirits hence they should pray because someone could remain (die) in the water?” said Mrs Dube.

She said as he was praying, one of his cousins slipped into the water and Gift drowned while attempting to rescue him. Mrs Dube said other church members fell in a trance and only recovered when Gift had drowned.

“The boy whom my son tried to rescue was saved by another congregant who threw a stick towards him and ordered him to grab it while she pulled.

It’s not dear what happened before that, it’s as if we had lost our memories. I saw my son drowning in the water with his arms stretched open. That’s how he drowned?’ said Mrs Dube. “What is shocking to me even up to now is that the police sub-aqua unit retrieved him from the shallow end of the stream. His body was still upright instead of floating sideways.

His feet were still warm as if he was still alive. Police even suggested that I rub him under the feet. He had no water in his stomach, the only visible change is that he was now dark on his forehead.

My son was gone just like that?’ Bulawayo police spokesperson Chief Inspector Precious Simango said: “We received a report whereby a 19-year-old boy who was doing Form Three at Amhlophe High School drowned during a church service.

He was a prophet and was in the company of church members intending to conduct a baptism ceremony. He was the first to get into the water intending to anoint it and while in the water he lost control and drowned instantly?’

She warned members of the public against risking their lives in water bodies. “We are saddened about such carelessness and we urge religious leaders to ensure they do not endanger the lives of people in water sources.

Now that the rainy season has started, members of the public should desist from attempting to get into water sources for whatever reason as they risk drowning especially if not monitored by professionals?’ she added.
