Well i wouldn't say inveigled,because when you see something that could defile ones image,you rather flew away from it.Before the cankerworm ate deeply into our judiciary system,attitude and orientation of those in the system encouraged  the  activities of such precarious thing.So it is better to say :why did our judiciary lure itself into torpidity?
