By Adeyemi Adepetun Standards Organisation of Nigeria (SON) is set to work with the Phones and Allied Product Dealers (PAPDAN), at the Ikeja Computer Village to curb the influx of sub-standard mobile products in the country. This is just as the Standards Organisation of Nigeria (SON), gave importers 30 days window to commence proper registration of their IT products with SON. This was the peak of discussions at a stakeholder meeting held at the Information Technology market, to create awareness on the importance of electronic product registration. Speaking at the forum, the Director-General of SON, Osita Aboloma, said there has recently been influx of substandard phones, computers and accessories into Nigeria, and that SON has received several complaints on not only on influx of substandard products but also the phenomena of cloning and counterfeiting. Aboloma, who was represented by the Director, Product Certification, SON, Tersso Orngudwem, said the need to ensure standardisation across all segments of the economy is in line with the recent Executive Order by the Federal Government. SON has been mandated to ensure strict compliance to quality of products where phones and accessories are enlisted whether produced locally or imported into the Nigerian market. “Smartphones are communication necessity that has revolutionised the way we communicate in the world but we are all aware of proliferation of substandard phones and accessories in the country and Nigeria is growing under the yoke of these products in terms of human and material losses “These products and others in the sector have direct impact on the socio-political life of the country but have high risk if not manufactured to desired standard specifications; hence they are classified by SON as life-endangering products. “Therefore, my visit to the Computer Village today on an interactive session on standardisation and quality of regulation, through e-products registration in this case, could not have come at a better time than now,” he said. Apart from ensuring the standard of the products, Aboloma also said “SON also has to ensure that consumers have value for money spent on the mobile devices.” Aboloma said the resultant effect of using substandard IT products is unquantifiable, just as inherent danger usually put to the health of buyers and users of the products portending a grave danger to life and properties. Aboloma, therefore, mandated PAPDA and other trade union leaders to ensure that “all your members importing phones, computers and accessories to, within one month period from today (September 15), commence the process of e-product registration of all their phones/accessories, as part of our regulatory responsibility in order to enable SON to determine the product status have product database for traceability.” He said after the end of the grace period, full enforcement will commence, and persons who fail to register will face the full wrath of law as prescribed in the SON Act 14, 2015. “All importers of branded phones must, within, this period liaise with product registration nit to work out the modalities of factories inspection by SON officials in those countries where these phones and accessories are manufactured to ascertain and certify the qualities of these communication equipment and gadgets before shipping them into the country,” he said. Meanwhile, PAPDA President, Godfrey Hyke Nwosu, while commending SON for having had a good working relationship with PAPDA in the last six years, said the session was organised to further provide a forum for its members to ask questions directly from SOM officials on any issues bordering on their business. He added that phone dealers were committed to consolidating the relationship towards sanitising the market of variables not supported by the country’s laws. “Working with SON, we would always ensure that IT traders off quality products that will be of high standard within Nigeria, and international specifications to our customers in order to guarantee value for money and add value to the Nigerian economy,” he said. |

By Femi Adekoya The Bank of Industry (BoI) has partnered DAI- Market Development in the Niger Delta (MADE) and the Leather Product Manufacturers, to drive leather production in Nigeria. Indeed, the Development Finance Institution (DFI) noted that the leather industry has the capacity to drive economic growth as well as creating job opportunities for Nigeria’s teeming unemployed youths The Managing Director, BoI, Investment and Trust Company (ITC), Betsy Obaseki, explained that as a DFI, its mandate is to stimulate and drive industrial development across the country, pointing out that it had identified the Aba cluster as a potential hub to drive leather production in Nigeria. Obaseki during the Memorandum of Understanding (MoU) signing ceremony between DAI- Market Development in the Niger Delta (MADE) and BoI-Investment and Trust Company (ITC), a subsidiary of the BoI, added that the cluster has the capacity to take Nigeria to a higher level of enterprise in terms of finished leather goods. According to her, the partnership would see artisans in finished leather goods get access to N500, 000 working capital and N10 million for purchasing equipment to improve their quality and productivity. In her words: “We are happy to partner them by giving them all the financial advisory and funding support and because of the existing potential that this cluster, it is going to grow and improve the quality of the products. They are already doing 20,000 pairs of shoe daily and if we support them, we expect they can do a lot more to satisfy the Nigerian market and even export to Europe. They are already exporting to West African countries and we are very confident that Nigeria tends to benefit enormously from this partnership. “If we improve on their quality and productivity, there will be no need to spend our hard earned foreign exchange on quality products we can produce here. We are developing capacity here and also improving the quality of locally made goods and this is sure to happen with the Aba cluster,” he said. Also, the Intervention Manager, MADE Dr. Abimbola Adeyinka, said the partnership was to address issues bothering on access to finance that had impacted the degree of production, skill, quality and scale of the industry, saying that BOI is key to transforming the finished leather industry in Nigeria. “This is a very significant achievement and it would definitely support the businesses with the small holders in the Aba leather cluster and definitely improve the export gains for the federal government,” he said. He pointed out that MADE has been working with the Aba leather cluster to stimulate private sector and enterprise growth for small scale enterprises within the cluster whose businesses is about finished leather production. The president, Leather Products Manufacturers Association of Abia State, Mazi Okechukwu Williams, explained that the partnership is a milestone event critical for industrial development in Nigeria, pointing out that the DFI has been magnanimous enough to go into a collaboration that would impact positively on the finished leather goods in Abia State. “The bank is going to provide capacity development, access to finance to purchase equipment and working capital for the industry. With this partnership, the finished leather products in Nigeria will be greatly impacted positively, because for a very long time, we have been having issues with finishing and we thought the best thing to do is to get advanced technology into the system. This partnership will help us improve our productivity to boost the industry,” he added.He commended MADE and BOI for the collaboration, saying that developing the cluster is a step in the right direction for industrial development. “The finished leather goods industry is a very huge market, because the products are marketable products capable of attracting the much needed foreign exchange for Nigeria,” he averred. |

The multiple data capturing and registration exercises in the country are costing government billions of naira which, according to stakeholders, amount to duplication and waste of human and financial resources. These exercises include the voters’ registration through the Independent National Electoral Commission (INEC); Bank Verification Number (BVN) through the financial institutions; international passport registration through the Nigerian Immigration Service (NIS); registration of Subscribers Identification Module (SIM) through the Mobile Network Operators (MNOs) and the Nigerian Communications Commission (NCC); Driver’s Licence through the Federal Road Safety Commission (FRSC) and lately the National Identity Number and Electronic Identification Card through the National Identity Management Commission (NIMC). It was learnt that the National Population Commission (NPC) is also warming up for another data capturing should it get the nod to go ahead with its planned 2018 census.Attempt by police authorities to introduce another biometric capturing last year for use by the security agents had to be stopped by a court following public outcry against the exercise. A senior executive in one of the new generation banks told The Guardian anonymously that banks spent close to N45 billion on the BVN registrations.Since February 14, 2014 when BVN was launched by the Central Bank of Nigeria (CBN) through the Bankers’ Committee in collaboration with all banks in the country and February 2017, about 51.7 million accounts have been registered. Within the last five years, the NCC and the MNOs spent over N46.1 billion on SIM registrations, which also included biometric capturing. Specifically, while NCC spent about N6.1 billion, the GSM operators, including MTN, Globacom, Airtel and 9mobile (Etisalat) jointly spent about N40 billion. On September 28, 2011, the Federal Executive Council under former President Goodluck Jonathan had okayed N30.66 billion to NIMC to embark on the provision of an electronic national identity card for all Nigerians of 18 years old and above in the first phase of the exercise.The then Minister of Information, Labaran Maku, at the end of the meeting, explained that the e-national identity would assist Nigeria tackle some security issues as well as solve so many challenges of statistics in various sectors of the economy. According to a report, in 2015, the INEC spent about N87 billion on voters’ registration and other data-capturing activities.To a telecoms expert, Kehinde Aluko, the seeming confusion arising from the uncoordinated biometric collection and storage should be resolved in favour of a single useful database. Aluko urged NIMC to collaborate with NPC and other agencies involved in data collection in accelerating the harmonisation of the various databases currently existing in silos in the country.In an interaction with journalists, the President, Nigeria Computer Society (NCS), Prof. Shola Aderounmu, said current multifarious databases in the country created general inconveniences to citizens, who repeatedly have to queue long hours for registration. The President, Association of Telecommunications Companies of Nigeria (ATCON), Olusola Teniola, in an interview with the Guardian, noted that the multiple exercises indicate a lack of a data template required to capture the different types of information sought by each agency and company in the case of BVN and SIM registrations. |

By Clara Nwachukwu If inherent potential is properly harnessed as a business and economic enterprise, tourism in Nigeria can grow up to 38 per cent and contribute as much as N1.56trillion by 2025, according to the Nigerian Tourism Development Corporation (NTDC). The growth projection is based on a recent report, by the Institute of Directors (IoD) Nigeria, which forecast an increase in contribution from tourism and hospitality to economic progress put at about N962.7billion in 2015. Tuning tourism to business is part of the diversification pan of the Federal Government to move the sector away from mere domestic leisure activity to a money-spinning international investment concern as in many developed countries, many of which depend heavily on income from the sub-sect. This will attract more visits to Nigeria, and enhance the industry’s contribution to the nation’s gross domestic product (GDP), currently put at 1.7 per cent. The Director General, NTDC, Folorunsho Coker, in an interaction with select journalists at the weekend, said the Corporation is working towards making this projection a reality under his watch, and has instituted a number of action plans to achieve the target. Among such actions, he said, is the launch of a National Tourism Development Fund (NTDF), under a public-private joint initiative that will also include international donors and agencies.Coker envisages that the Tourism fund will “empower a business development team to manage and optimise internally generated revenue.” Nigeria already has a National Tourism Master Plan (NTMP), which was developed on its request by the United Nations World Tourism Organisation, in which its former Secretary General, Francesco Frangialli, believed will enhance the country’s economic benefits. He said the NTMP will “enhance the economic benefits of tourism through sustainable, people-oriented development policies, which would spread the benefits of tourism to all parts of the country and all layers of society, thereby greatly contributing to the eradication of poverty and the upliftment of Nigeria and its people.” Underscoring its importance, Coker noted that tourism is worth about $7.9trillion or 10 per cent of the global GDP, of which Africa accounts for only five per cent of the sum. Furthermore, he said the sector earns $1.4trillion in foreign exchange, contributes 10 per cent of the world’s trade, 30 per cent of export service, and employs 292million people direct and indirect.In line with the above, he disclosed that the Corporation has begun the process of reviewing current enabling legislation including the NTDC Act No.81 of 1992 and all existing tourism laws, licensing rates and fees. It also plans to review the National Water Transportation Policy, and seek the support of National Inland Waterways Authority (NIWA), to promote, support and monitor tourism on the waterways.Coker also said the agency intends to interact with stakeholders in the industry; develop a periodic E-ZINE, to disseminate information about the industry to the public; ensure ease of entry and exit Nigeria through prompt visa issuance; embark on familiarisation tour of all tourist sites in the six geo-political zones. Additionally, it will organise and host tourism exhibitions to mark the World Tourism Day. He said these are imperative because, “Tourism is an activity of increasing social and economic performance, which involves the movement of people from one point to the other in search of fun, business, adventure, religion, culture and political exchanges.” “It is the fastest route to development and economic growth in the 21st Century,” he added. To achieve more mileage, Coker said the NTDC will request for all national tourism assets be handed over for rehabilitation into qualitative and functional world class entities, while also converting available federal infrastructure and open spaces to contemporary tourism grounds. |

'How Recession has led to closure of bank accounts -CBN' By Adeyemi Adepetun The Central Bank of Nigeria (CBN) has expressed worry about the drop in the country’s financial inclusion growth rate.It claimed that several bank accounts had become dormant owing to lack of disposable income. CBN’s Deputy Director, Banking and Payment System, Musa Itopa Jimoh, who spoke in Lagos yesterday as a panelist at the Interswitch-organised connect conference, said the challenge cuts across the whole country, “but has become more prevalent in North-East and North West regions of the country.” Jimoh stated that the major issue fuelling the drop in financial inclusion growth rate had been the poor economic situation in the country, stressing that because people are no more earning income as they used to, “so many people are now unable to keep funding their accounts and this has resulted in them (accounts) becoming dormant. Several accounts have become dormant in the country.” He also blamed the drop in North-East and North-West to the poor security situation in those regions, saying: “Many of the financial institutions have closed down offices because of fear of insurgency. People are equally not going to bank for safety reasons. So, all these and many others impacted on the growth of financial inclusion in Nigeria.” According to him, the CBN had targeted reduction in financial inclusion by 20 per cent in 2020, “however, if by 2017 we have not even reached 25 per cent, the possibility of meeting the set target in three years’ time look very dicey. This is the reason we are calling for a collaborative efforts to drive financial growth in the country.” The Chief Executive Officer, Interswitch, Mitchel Elegbe, who stated that Nigeria must come out and innovate if it must measure up, said the huge population in the country may not give room for proper provisions, “reason it has become important for us to innovate as a nation.” Also, Dr. Omolara Akanji, Director, Sterling Bank and former Director, Trade and Exchange, CBN, urged focus on digitisation, stressing that it has huge economic impact. She said that digitisation creates jobs and that studies have shown that a 10 per cent increase in the digitisation process leads to 1.02 per cent drop in unemployment rate. |
