Which immigration consultant is it and where is his office?

The issue is none of us can confidently say if the PGD and HND will be assessed as equal to an Australian Bachelor degree. Hence, very difficult to give a concrete and non-misleading advice.

If you have the money, you can only find out by taking the risk of assessment.

Secondary school teacher look more like you do now.
It is a Skill 1 occupation but i.e a Bachelor degree is required or 5yrs experience. But you can send an email to the assessing authority on overseasquals@aitsl.edu.au. explain your qualifications and present occupation and see what their response is.
You can also read more on their website- http://www.aitsl.edu.au/assessment-for-migration.

There might also be other options for your Biochemistry.

An immigration consultant (NWI) said my PGD in Education after my HND is equivalent to a First Degree in Education, and coupled with my 3yrs+ experience in teaching, i qualify for skilled migration as a teacher.
I am kinda confused, because i dont really think the agent that called me even understood my qualifications.
The email i sent to the assessing body did not get a reply.

I have HND in Biochemistry and a PGD in Education
I have a 3yrs+ plus experience teaching Basic Science and Biology in a secondary school.
I am interested in moving to Australia for work.
I am in urgent need of expert advice.

Your qualification will be assessed by the body responsible for the occupation you nominate. Check the SOL and CSOL list for occupation that matches your skill. The assessing authority is right in front of it on the list.

If your school offered you admission without IELTS then you should be fine with immigration. Ielts is just an avenue the Australian govt. make money from foreigners.
With the bank statement you can include one if you have a lot of funds in it otherwise ignore it.
In the Financial Capacity Requirements; these is for your perusal.

You need to have enough money that is genuinely available to you, to pay for your course fees, and travel and living costs for you and your accompanying family members while you are in Australia.

You might need to provide evidence of your financial capacity with your visa application. Check the Document Checklist Tool below to find out what evidence you need to provide.
If you do not provide this evidence with your application or when asked by an officer, your visa application could be refused.
If you do not need to provide evidence with your application, we have discretion to ask you for this during the application process.

Just make sure you have a bank statement available in case your case-officer ask for one.

I have only been to Perth once and that was in 2013. Things are little expensive at that time compared to other parts of Australia reason was because of the mining boom. Anyways, you know exactly what you are looking for.
