Approach the school for a 'To whom it may concern' letter. But ma, if you graduated in 2016, certificate should be ready.

My department was late in sending our results to exams and records before this year's convocation. When I went to collect the certificate myself, I was told without convocation, no certificate. The next convocation is next year

The processing time is 20 days after receipt of all documents/verification. Expect it a day or two before.
