In terms of achievements, please look at the trophy statistics again before you talk. Kanu has more trophies than Mikel. The only thing he won that Kanu didn't win is Afcon. You see, comrade Zakka, from the way I see things, Mr DG is powerless in this issue, I strongly believe that if it is within his powers, he would pay the arrears. Like you rightly mentioned in your writeup, the NYSC does not pay it's members directly, it is the Accountant General of the Federation, through the CBN. The only time NYSC pays it's members is the one they pay in camp. Subsequent payments are done directly from Abuja. Let me give you an instance why I said this arrears thing is beyond the DG. Recall that sometime in October, the Minister of Youth Sports and National Development (YSND), through his twitter account told the whole world that Youth Corps members will benefit from the new national minimum wage. But he quickly added that the DG will give further info on that after he (DG) gets full briefing from the Minister of Finance. Truth is it is only the Minister of Finance that can release the funds for the arrears to be paid and I believe from what the Minister Of Finance told the DG, the arrears were not captured in the 2020 budget. That was what prompted the NYSC to issue the disclaimer on the Payment of arrears by the NYSC. I strongly feel the way forward is litigation, because the body language of the FG is not encouraging. It is unfortunate they are treating the corps members this way. Maybe because their is no union to fight for them. That is why we need strong institutions in Nigeria, and not strong men. Let me tell you the truth. Prior to PMB becoming President (I'm talking as far back as 2003), I used to think if he becomes President, Nigeria will become one of the best nations of the world; why, because i felt he was the "strongest man" then in Nigeria, and that would automatically lead to a better Nation. Imagine if the system was working well, nobody needs to tell the Minister of Finance or the budget office to include issues such as arrears in the budget. Pensioners do not have to wait till the second week of the month to get paid. Let me "burst your brain". Are you aware that as at today (2/03/2020), Ex Nitel and Mtel pensioners have not been paid pensions of January and February? Are you also aware that as at today too, NYSC members have not been paid their allowances? Yet people are not been punished for these things. Impunity keeps going on everywhere in Nigeria. Nigeria's problem is not having a strong leader. Our generation should go further by pushing for functional systems in Nigeria, rather than depending on one individual to salvage our nation. With very strong institutions and an average leader, Nigeria can be great again. OBJ saw the vision and introduced SERVICOM during his tenure, but it died after Yaradua came on board. So i think for now, the only language Govt will listen to on this matter is going to court. I wish the likes of Femi Falana can take up issues like this to court on behalf of thousands of these youths. I remember listening to his lecture on the 3rd anniversary of Gov. Akeredolu, and he said State Government's are entitled to some percentage of the Abacha lots being recovered all over the world today, and that he was ready to offer free legal services to the NGF to sue the Federal Govt and get their own share of the loot. Let him as well offer free legal services for these corps members to get their arrears. The FG has the money, it is there, let them pay it. 2 Likes |

The last two writers before me are typical Nigerians, it is people like you guys that will never put efforts to see that the right thing is done, when it is suppose to be done. How can you, for Christ sake say that the arrears is "free money". How can you also say they should forget about it. For your information, payment of that money is a LAW. It was SIGNED in April, 2019. Thus all workers under the Federal Govt and others, set up by a law, like the NYSC, should be paid the adjusted allowance from April 2019. What is free about the money? I'm really disappointed at your choice of words. In 2011, when the Goodluck administration increased the allowance of the NYSC, about 4 months arrears was paid. Nobody is asking for any free money anywhere. What the writer is asking is for the Federal Government to pay what these guys have worked for. It is their sweat and their right, they deserve it. I think it's time we started speaking in such a manner that will make government sit up and do what they are suppose to do. When has it become a crime to ask what is duly yours? Do you even know why govt decided to begin the implementation of the new allowance in 2020? Incase you don't know, I will tell you. After the minimum wage was signed into law in April 2019, it was expected that negotiations will begin with organized labour for consequential adjustments of salaries for workers who earn more than the 30K minimum wage. That thing dragged until October 2019, after labour threatened govt it will go on strike if govt doesn't act fast. At that point in time, their was no provision for an increased salaries in the 2019 budget, likewise, corps members couldn't have received their new allowance cos it was not captured in the 2019 budget. It was not that the money was not available, but it had to be budgeted for. So govt decieded to include it in the 2020 budget so that as soon as the president signed the budget into law, payment will begin. And since the Federal government was keen in restoring the january-december budget, President Buhari signed the budget in December 2019. That was what made the payment of 33k in January. If the budget hadn't been signed up till now, the nysc guys will still be collecting 19800. If govt was even serious, it would have sent a supplementary budget to the NASS for approval on the wages. So my guys, let's change our thinking towards this country and make our leaders more accountable. The arrears is their right and not so called free money, and as such, it should be paid to all those, who were serving when the law was signed to December 2019. 4 Likes |

Fucklove:yes, you are right about corps members not on a consolidated salary structure. But I want you to understand that according to the NYSC act, corps members are entitled to at least the minimum wage at that given time, with a little transportation top up on it. For now, that top up is 10% of the minimum wage, which is N1800. Plus that allowance is on a sliding scale, that is anytime there is a review of a minimum wage, that of corps members is reviewed too, in line with what is obtainable at that particular time. That is what is causing the whole hullabaloo now. The FG said they couldn't pay corps members last year cos the new allowance was not captured in the 2019 budget (I don't know why they did not send a supplementary budget to the National Assembly oo), but that it will be captured in the 2020 budget and that as soon as the budget was signed into law, payment will commence. When the minister made this statement in December, 2019, the budget hadn't been signed. But a few days later, PMB signed the budget, in the spirit of beginning the new financial year on the 1st of January, 2020. So officially, the new financial year has begun. Mind you the budget once signed by the President becomes a law. The ministry of finance therefore has no excuses not to begin implementation. If the minister of finance do not begin the implementation this month, then i don't see why she should continue in that capacity. 5 Likes |

The rest was just a statement of how civil servants got their new salaries and arrears in December. So stop the false news. Boyliberty:in as much as I want the allowee to be 33K, that story is not true. The DG has not, and I repeat has not in any fora said anything about allowee being 33K. This particular statement was what he said last year November, where he echoed the minister of youth and sports message to corps members in Lagos, that once the 2020 budget is signed into law by the President, implementation of new allowee will begin. That story is not totally correct as there has never been a time the DG said implementation will begin January. If the writer of that story is truthful enough, he/she should state the forum the DG said that and when. In as much as all of us want the 33k, we should stop peddling false info please. |

Leauwizzy:don't mind the bad belle. The office of the Accountant General of the federation is responsible for the payment of salaries to anybody working for the Federal government. So I don't know what agency he is talking about. Besides, I wonder which agency of government is not competent for Christ sake?!. Summary: budget 2020 has been signed into law, the ministry of finance has no excuse whatsoever not to begin implementation. But the issue here is no one knows how much precisely cos neither the DG, the minstry of finance nor the minister of youth and sports development is coming up with any figures. I remember during Goodluck, the then DG, Gen. Tsiga stated it as soon as the then president approved, how much will be paid, how many months arrears will be paid and all that. Enwhen:my brother, its not true. NMS is only a secondary school o. And last time I checked the Nysc act, Nysc is only meant for graduates of higher institutions.
