Controversial pirate channel, Radio Biafra, has again resumed transmission, despite the Federal Government’s claim that it had jammed the station’s signals. The Federal Government had on July 14 announced that it jammed the transmission signals of the radio station, which was operating illegally from an unknown location. Our correspondent observed that the channel had not been transmitting on the FM 104.7 band, on which its signals was received in Enugu, since July. However, it was observed on Saturday that the station, which was monitored from 8pm to 9pm, had resumed transmission on the same 104.7 FM band, from which it transmitted before it went off air. Listeners were invited to call in from various parts of the South-East, and from outside the country. The station was still transmitting as of the time of filing this report. More protests and indignation have continued to trail the decision of the Babcock University, Ilishan Remo, Ogun State, to increase its tuition. Citing harsh economic realities, authorities at the university had, at a meeting held with representatives of parents and students’ bodies on Monday, announced a new tuition regime for fresh and returning students for the 2015/2016 academic session. It was gathered that while Law students who were paying N870,000 (with two meals a day), have now been mandated to pay N1.5m; medical students who were paying N2m per session, now have to pay N3m. It was also gathered that components of the school fees included accommodation, tuition, feeding and other sundry charges. However, students and parents have greeted the news with objections and disapprovals on the social media. A stakeholder, who attended the meeting, told our correspondent on the condition of anonymity that what the university proposed as tuition was higher than what was released. While lamenting the plight of some parents, whom the source said were from states that have not paid salaries in months, the source also alleged that majority of the beneficiaries of the funds instituted by the Association of Babcock Students Union were members of the Seventh Day Adventist Church. Babcock University is owned by the church. “We understand that the economy is bad. But there are states where salaries have not been paid for months. Majority of the students who applied for the funds instituted to support indigent students who cannot complete their tuitions were members of the Seventh Day Adventist Church. The school ended the third week of April and now we have this last minute announcement,” said the source. A parent, Mrs. Toun Aderele, whose daughter is a Law student, also decried the timing of the announcement. She asked the school to reverse the decision. “My daughter is studying Law at the university and I paid N870,000 last session. We opted for two meals per day plan because she was always having early morning lectures. The previous information was that the fees have been increased to N917,000. But as at yesterday, (Tuesday), we understood that there was a meeting where the fees have been increased to N1.5m, less than two weeks before resumption. We are not in support and the students are counting on us because they are handicapped, ’’ she said. However, in a telephone interview with our correspondent on Wednesday, the university’s Director of Marketing and Communications, Mr. Joshua Sulaiman, told our correspondent that the decision to review tuition was done with input from representatives of the university’s students and parents. He added that authorities at the institution were left with no option but to increase the tuition following the harsh operating environment in the country. “For five years, the university had not increased tuition in any way. This is the first time we are making some adjustments. Just look at the economic reality in our country. The cost of services is going up. Some months ago, a dollar exchanged for N197, the unofficial rate right now is N220. I don’t even know which bank will sell dollars or pounds to you right now. That is why the Federal Government summoned the Central Bank of Nigerian over the inflationary trend. The Federal Government is also battling with it, ’’ he said. Sulaiman also denounced protesting parents and students, hinting that they might not be genuine stakeholders in the university’s affairs. “In a twist however, executives of the Parents Consultative Forum and the Association of the Babcock Student Union, have dissociated themselves from the outcome of the meeting. While the Treasurer of the PCF, Mr. Sunday Adedokun, who was said to be at the meeting, told our correspondent that he was not in a position to comment on the issue. Another member who attended the meeting, Dr. Abiodun Osiyemi, told our correspondent on the telephone that attendees were not aware of the agendum until they got to the meeting. “I want you to have it on record that we are not the university. The Parents’ Council is not responsible for the fixing and determining of tuition. We were only informed of what they wanted to do. To say there was no resolution will be wrong, but to say that parents and students went to fix a fee will not be right. They had a plan, and when we got there we got to know what it was all about. Yes, they did invite us and we have no right to say they should not do what they wanted to do, ’’ he said. Meanwhile, the President, ABSU, Kako Mavalla, has urged students to maintain a peaceful protest. “Everybody knows the economy is bad. We are doing our best to represent the interest of the students. THE All Progressives Congress on Sunday alleged that about $56bn (N11.02tn) was looted during the administration of former President Goodluck Jonathan and that the Buhari government needed to recover the funds to fulfill the change promised by the APC. In the breakdown by the ruling party, it said $6bn (1.2tn, at the rate of N197 to dollar) was stolen by some of Jonathan’s ministers and that 160 million barrels of crude worth $13.9bn (N2.74tn) were lost between 2009 and 2012 while $13bn (N2.56tn) in NLNG dividends was mostly unaccounted for. The National Publicity Secretary of the APC, Alhaji Lai Mohammed, said this in a statement on Sunday. Mohammed’s statement read in part, “Some instances of the looting are as follows: N3.8tn out of the N8.1tn earned from crude oil (2012-2015) withheld by NNPC; $2.1bn (N413.7bn) from Excess Crude Account unaccounted for; Department of Petroleum Resources’ unremitted N109.7bn royalty from oil firms. “Others are: $6bn (1.2tn) allegedly looted by some ministers of the last administration; 160 million barrels of crude worth $13.9bn (N2.74tn) lost between 2009 and 2012; $15m (N2.96bn) from the botched arms deal yet to be returned to Nigeria; $13bn (N2.56tn) in NLNG dividends mostly unaccounted for; N30bn rice waiver; and N183bn unaccounted for at the NDDC.” The APC consequently lashed out at those telling President Muhammadu Buhari not to waste time probing the Jonathan administration. The statement seems to be in reaction to a statement by the National Peace Committee, which reportedly told Buhari that probing the past administration was not a substitute for governance. The APC, however, said there was no way the Buhari government could effectively take off if it did not recover some of the trillions stolen under Jonathan and that the party’s promise of change was based on the assumption that it would recover some stolen funds. The statement added, “It is absolutely gratifying that Nigerians are vehemently opposed to the few who would rather have the government of the day turn a blind eye to the looted funds and, in their words, carry on with the process of governance. “Truly, what sort of governance can go on if the billions of naira in a few hands are not recovered? In the first instance, the government needs every kobo of the funds it can muster to bring about the change it has promised Nigerians. “Secondly, leaving such hair-raising funds in the hands of the few looters is dangerous, because they can use the funds to destabilise any government. In fact, no one will be surprised if the looters use their dirty funds to sponsor public demonstrations against the government’s determination to recover the funds. ‘’Thirdly, allowing those who privatised the commonwealth to get away is offering a thumbs-up for looting. No responsible government will do that.” The party said that those who stole had embarked on an increasingly-bold campaign to discredit the government of the day and sabotage the funds’ recovery process, using newspaper columnists, ‘talking heads’ and otherwise respectable opinion leaders. The APC submitted that it was necessary to remind Nigerians of the “massive looting of the treasury” that took place in the past few years, so the citizens could better appreciate the seriousness of the issue at stake. The party said the listed “missing” funds constituted just a tip of the iceberg, adding, ‘’The level of looting that went on in other sectors is better imagined, hence the need for all Nigerians to rally around the Buhari administration to recover the loots, bring the looters to justice and to put in place measures to prevent such looting in the future.” But the Peoples Democratic Party, in its reaction on Sunday, said the figures released by the APC were imaginary. The party’s National Publicity Secretary, Chief Olisa Metuh, in a statement, described Mohammed’s statement as “reckless, irresponsible and highly provocative.” Metuh said, “In trying to escalate their stock-in-trade of lies, wild allegations and falsehood, the APC failed to understand that their baseless fabrications are capable of throwing an unsuspecting nation into chaos. “The spate of fabrications by Lai Mohammed has become a sickening source of worry for well-meaning Nigerians, including those in his party.” The PDP spokesperson called on Buhari and the APC, as a party, to call their spokesman to order before he plunges the country into crisis with wild and unsubstantiated claims. Deputy Governor of Borno State, Zannah Umar Mustapha, has died in Yola, the Adamawa State capital. Though no ailment was reported, the state government, which expressed “shock and disbelief” at the deputy governor’s death, said Mustapha was in Yola to represent the state government at the convocation of the Modibbo Adama University of Science and Technology, Yola. A statement by the Secretary to the Borno State Government, Alhaji Usman Shuwa, on Saturday, added that the deceased was also scheduled to visit Borno State indigenes, who are quartered in the Internally Displaced Persons camps in Yola. The statement by Shuwa read, “It is with deep sense of utter shock and disbelief but with complete submission to the will of the Almighty Allah that the Borno State Government hereby announces the passing away of His Excellency, Alhaji Zannah Umar Mustapha, the Deputy Governor of Borno State. “He died in his sleep this morning(Saturday) in Yola, Adamawa State, where he was to represent Borno State Government at the convocation ceremony of Modibbo Adama University of Science and Technology, Yola. “He was also scheduled to follow up on his earlier visit to Yola, in connection with the welfare of Borno State citizens internally displaced as a result of the Boko Haram insurgency. “His is remains would be brought to Maiduguri for funeral at the Government House, Maiduguri at 4pm today, Saturday, August 15, 2015.
