What was the initial cause of the delay? Did the school give a reason?
They didn’t actually say at first, after delaying till December they later said they will start issuing CAS from January 4th. Now they are saying their compliance team is working on it.

Biometrics- 31st December (priority)
Decision mail- 6th January 2020
Collection mail- 12th January 2020

You are very right about the high international fees associated with Social work in most UK schools but below are a few with reasonably cheap tuitions for the program:
University of Sunderland - 6,600/YR
University of Derby - 14,700 for the two years. To be paid in the first year
Liverpool Hope University - 5,700/YR

You can check these schools out and choose based on your preferences. All the best.
