The Ekiti State Governor, Ayo Fayose, has described himself as “the real change.” The catchword ‘Change’ was what the All Progressives Congress, APC, sold to Nigerians in the build up to the 2015 general election, which is believed to have contributed to the party clinching victory at the polls. Fayose, a fierce critic of the APC, appropriated the catchword on Wednesday when he hosted teachers at the Oluyemi Kayode stadium in Ado-Ekiti, the state capital. At the event meant to commemorate the World Teachers’ Day, he displayed a poster bearing the inscription: ‘Fayose The Real Change’. Fayose donated N50 million to the teachers , saying the gift was in recognition of the sound performance of the state in the just-released NECO results. Ekiti state had the best result in the country. He ordered that the money be shared equally among all of the teachers irrespective of grade and status, and directed the state accountant-general to ensure that each of the beneficiaries received his or her own share on or before Friday. Fayose said the gesture was aimed at spurring the teachers on to greater achievements in the years ahead. He urged all the teachers to further ensure that their students perform well in both NECO and WAEC in subsequent years by keeping the flag flying. Aside the cash gift, two teachers adjudged to be the best in the outgoing year, at secondary and primary levels, were given brand new KIA RIO cars. Two runners-up received N200,000 each, while two teachers who came third got N100,000 each. “I am doing all of these because Ekiti’s name has been brought under world focus once again, and it is my wish that our current academic feat be repeated over and over again, after all to whom much is given, much is expected,” he said. As part of efforts to decongest the Nigerian Prisons, the Federal Executive Council, FEC, on Wednesday approved N3.5 billion for the procurement of 320 operational vehicles to convey prison inmates to courts. This is targeted at reducing the population of prisoners which currently stands at 65,000 with 70 per cent of them awaiting trial largely due to lack of vehicles to convey them to court. Briefing journalists after the Federal Executive Council meeting chaired by President Muhammadu Buhari, the Minister of Interior, Abdulrahman Dambazau, said the vehicles will be sourced from local manufacturers, assemblers and vendors within Nigeria, in line with government policy to promote made in Nigeria goods and create employment opportunities for the youth. Mr. Dambazau who briefed reporters after the Council meeting said the approval of the procurement was also part of efforts to strengthen the criminal justice system. “For a very long time, the prison system has suffered due to lack of operational vehicles. And as such, quite a number of prisoners remain in prisons longer than necessary because they do not have the opportunity to be conveyed to the courts.” The interior minister added that the essence of procuring the vehicles was to ensure that the prison authorities were well equipped to transport the inmates to 5,022 courts across the country. The Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri, has said that Nigeria spends about $22bn a year on importation of food. Lokpobiri made this known on Saturday at a town hall meeting in Yenagoa, Bayelsa State. He said the development had led to the astronomical rise in price of rice and other commodities, stressing that if Nigerians failed to produce some of the items being imported, before December the price of rice would skyrocket to N40,000 a bag. He said there was a projection that by 2050, Nigeria’s population would be 450 million, wondering what would happen then if the people could not feed themselves now. Lokpobiri said, “For your information, we spend about $22bn a year importing food into Nigeria. We know how many more dollars … and that is why you see the price of rice going up. “Price of rice was N12,000 some months ago, but it is now about N26,000 and if we don’t start producing, by December it could be N40,000. “Rice matures in three months. So, this is a wake up call for Bayelsa people to take the four farms we have seriously. The federal government has four farms in the state in our records. The average land you see in Bayelsa can grow rice, so the colonial masters were not wrong in their assessment when they said Niger Delta could feed not only Nigeria but the entire West Africa sub-region. “Unfortunately, agriculture till today, is not a priority of the Niger Delta as far as the state governments are concerned because of oil.” He said the states in the Niger Delta had yet to give priority to agriculture the way the North-West states such as Kebbi, Jigawa, Kano as well as other states like Lagos, Ebonyi, Anambra, have prioritised it. They want to be like me, and that is not possible. “Government should grant more incentives to the entrepreneurs. In June 1999, I told President Olusegun Obasanjo how to solve the power sector by doing something differently. We brought people and they promised to fix the power problem up to 75 percent. Afflicted by a mirage of national problems, Nigerians expected quick-fixes to the miseries of the nation as payback for the “change” canvassed and they massively supported on the banner of opposition APC. Nigerians have held strongly to this covenant pact of “change” with the President. In the past months, President Buhari has taken steps to solve these national maladies, known to Nigerians and the entire world. Already, some measure of attestable success have been recorded in areas like insecurity, anti-corruption war, and fiscal discipline in government business, (Treasury Single Account), bailout funds to salary indebted states, rail and roads projects among others, despite dwindling national resources. But recent commentaries from some Nigerians in the media on the Buhari presidency have been quite unimpressive. Others have gone to the extent of passing a verdict of incompetence on him, icing it with calls for his resignation. READ ALSO: “Buhari at the moment may be alive but he is no longer living” These pungent anti-government feelings, as even confessed by Buhari are understandable. However, in the haste to crucify Buhari by these dissatisfied Nigerians, on the dais of urgent expectations of accomplishments within time frames, (set out by these same critics), there is an obvious, anxious over-pricing of the cake that strips it of any fancy. This clique of Nigerians forget easily the democratic bottlenecks inherent in the system. They also prefer not to understand that some supportive organs of government are peopled by renegade personalities who do not necessarily share in the spirit and vision of Buhari’s “change agenda.” More to it, the convenience to overlook their own lapses in the small places they head, the sum total of which is the silent pulling of the strings of anti-change against the center, is hardly measured. At market places, in bus stops, private homes, public or private offices and everywhere, Nigerians reaffirm the oath in infamy. They blissfully ignore the exhibition of positive virtues of patriotism to one’s country, but expect that Buhari shadows should loom everywhere in the land to reprimand them. Differently put, Nigerians erroneously thought Buhari is the man to do everything for them, while they slumber and wake up to wine because the President rode unto power on the highest puritan pedestal. To say the least, they expect to see in Buhari a Zombie, standing erect before a dry cleaner, with a horse whip to cane him for dubious acts. They think, he must be present in every church or mosque on Sundays and Fridays to stop the clergy in indulging in acts that are suspect and injurious to national image and progress. Buhari in the estimation of these critics must be the Senate President or Speaker of the House of Reps to preside over plenary sessions and, so the country should not be told such nauseating tales of budget padding or delay in its passage by the legislature. The president by the reckoning of some Nigerians should split himself in a dozen images to head all the MDAs in the country. By this fantasy, they feel chief executives would not engage in nepotism or other corrupt acts. That they still find Buhari the upright and incorruptible man in public office today, as he was 30 years ago is not commendable. And it’s a vow that it must not be appreciated. Recently, Buhari almost tearfully lamented why fate never made his second coming as Nigeria’s leader on a dictatorship platform. His message was decoded as only that platform would have ensured the speedy actions of government. But no nation drives a successful change simply on account of the puritanism and solo trip of the leader. Everyone in his remote corner of the country must believe and contribute his little energy and integrity to it before it works. Criticisms of a government are good, but imbibing the tenets the critics expect of the leader is better. Having assessed the Nigerian temperament, which often tilt towards the bad and the ugly, President Buhari has come to the inevitable conclusion that Nigerians need a fundamental reorientation. This has become imperative because from ordinary Nigerians to the elite, the mentality and perception of life in negativity is similar. But it stuns how citizens expect progress from a country they have blatantly denied the essentials of this progress. WAI subscribed to brute military force and fiat, CWI is its civilian equivalent, but rather mild, persuasive and prone more to pricking the conscience of sane and progressive minds in the democratic leadership engagement. Nigerians must comprehend that they may lament from now to eternity, but nothing would change, unless, the school boy believes that stealing the text books of his classmates is a sin against God, humanity and the nation. A corps member serving in Minna, Mr Musa Bello, has designed a road safety awareness and distress call centre mobile application that can be downloaded on the play store. At the launch of the application on Wednesday in Minna, Bello said that the application would display the location of the caller so that emergency managers could come to his or her aid faster. The corps member, who is serving with the Nigeria Television Authority, said that the project was part of his Community Development Service (CDS). “I developed this application as part of my personal CDS; it can be used to call all emergency phone numbers. “The numbers we have now on the app are the national emergency numbers: those of the police, Red Cross, fire service, National Emergency Management Agency and National Youth Service Corps (NYSC) in Niger State,” Bello said. He said that the initiative would make it easier for people to reach out to relevant authorities in emergency situations. “‘The reason I designed this app is that, in some cases, when accidents occur, people find it difficult to get across to relevant agencies for help. “There was a day I was travelling and an accident occurred; I had to start calling a friend for FRSC toll-free distress numbers. “But with apps like this, you can easily call and it will even display your location for them to see and come to your aid,” he added. Bello also said that the application contained safety and rescue tips for children, adding that the application would be simple to use. In her remarks, the Niger State NYSC Co-ordinator, Mrs Bolade Loto, hailed Bello for the initiative. Loto, who was represented by Mr Michael Macaulay, urged corps members to execute projects that would meet the needs of their host communities. Also speaking, a special marshal, Hajiya Maryam Abdulsalam, commended the innovation, and hoped that it would go a long way to save lives. Uwazuruike in a statement by the group’s Director of Information, Chris Mocha, said Igbos’ continuous claim to Nigeria meant adopting slavery, corruption, poverty, marginalisation, inequality and instability. Nwokedi, who is the immediate past Chairman, Anambra State Council of Traditional Rulers, however, urged Nigerians to support to the President to complete his current tenure. Speaking with Vanguard, the traditional ruler said, “President Buhari has no programme. He had only one ambition. He wanted to be President and by the grace of God he is now the President. “There is one adage which says that, ‘When a child wakes up in the night, he is looking for something. And when he sees it he will go back to sleep’. “The economy is not just bad but very bad. We have no alternative than to support him for the remaining years he has to spend. “The economy is very bad and Buhari should give way for somebody who has plan to come and take care of the economy. What I mean is that Buhari has no programme. “He has got what he has been awake to get, which is to be president of Nigeria, and after his four years he should give way for somebody who has programme to come in and restructure Nigeria economically and geographically.” On what other programmes should the government put in place after the current diversification and fiscal policies, it claimed will be used to resuscitate the ailing economy, Nwokedi said, “Ask him, what programme does he have? A pilgrim heading to Medina, Saudi Arabia, to perform the annual pilgrimage has tested positive to narcotic ingestion at the Nnamdi Azikiwe International Airport, Abuja, the National Drug Law Enforcement Agency said in a statement Friday. Basira Binuyo, 55, was arrested during the outward screening of passengers on an Emirate flight to Medina through Dubai. “She has so far excreted 76 pellets of drugs that tested positive for cocaine,” said Hamisu Lawan, NDLEA commander at the Abuja airport. “Meanwhile, she is still under observation until the drugs are completely expelled.” Mrs. Binuyo hails from Irepodun local government area of Kwara State and is married with three children. Mrs. Binuyo, a trader at Dosumu market, Lagos, was quoted as saying she needed money to expand her business. “I wanted to expand my cosmetic business but I have no money,”she said. “My sponsor offered to foot my expenses to Saudi on pilgrimage. I was excited until I was asked to take drugs along. “I wanted to decline but considering the offer of a million naira, I accepted. I swallowed the drugs in Lagos and took flight to Abuja on my way to Medina but I was caught in the process.” Binuyo Basira Iyabo The NDLEA said it also intercepted Henry Okpalanem, a 37-year-old father of three, at the Murtala Muhammed International Airport, Lagos, who had inserted seven wraps of cocaine weighing 355 grammes into his anus. Both suspects were going to Saudi Arabia and China respectively where drug trafficking is punishable by death. Mr. Okpalanem was apprehended during an outward screening of passengers on an Ethiopian Airline flight to Hong Kong, China through Addis Ababa. Ahmadu Garba, NDLEA commander at the Lagos airport, said the suspect, who hails from Imo State, holds a dual citizenship of Nigeria and Mali. “The name on his passport is Diara Sauduo while his Nigerian name is Okpalanem Henry,” said Mr. Garba. “The case is under investigation.” The NDLEA said the suspect did not show any remorse upon his arrest. “I know that there is capital punishment for drug trafficking in China but I was optimistic of safe passage,” Mr. Okpalanem had told NDLEA investigators. “Unfortunately, I was caught with only seven wraps. Abuja – The Minister of Information and Culture, Alhaji Lai Mohammed, has allayed the fears of Nigerians over the National Bureau of Statistic’s data which indicates that the country is on economic recession. The Minister, on Friday in Abuja, said that the Federal Government is on top of the situation. “What I can assure you is that we are on top of the situation and we are confident that the second half of the year will be better than the previous. “Some of the things that impacted on this first two quarters were the acute fall in the price of crude oil,” he said. Mohammed said that the development was not new to the government, adding that measures were being taken to reverse the trend. “One thing we cannot take away from this government is that it is open, honest and will not keep Nigerians in the dark. “About a month ago, the Minister of Finance actually told all of us that we are already technically in recession. “Recession is not an event, it is a process. We knew more than five years ago that the country is heading towards recession because the structure of our economy is faulty. “Faulty in the sense that for many years we have relied in one product, crude oil,” he said. The minister said the crash in the cost of crude oil and the activities of militants in the Niger Delta region which brought down production were largely responsible for the situation. He explained that “because of the crash in the cost of crude oil, we lost about 60 per cent of our earnings. He said: “Crude oil that used to sell for about 100 dollars per barrel, today we are hovering between 40 and 45 dollars per barrel. “The 2016 budget projected 2.2 million barrels per day at 38 dollars. But because of the activities of the militants in the Niger Delta region, we are down to 1.2 to 1.4 million per barrels a day. “We have lost about one third of production capacity. “Combine all these together we are heading for recession especially when there is no reserve to cushion the effects.” Besides, the minister said the nation’s economy was driven by consumption and not by investment or production. He therefore appealed to Nigerians to curb their appetite particularly for foreign goods and patronise made-in-Nigeria products. He said that government on its part would continue to provide incentives to encourage manufacturers and ensure that the cost of doing business is competitive. Mohammed noted that the NBC report was not all gloomy as the nation recorded growth in agriculture and in the solid minerals sectors. “Even in the face of the deficit, we made growth in agriculture which records 4.5 per cent growth and solid minerals which records 3.9 per cent growth. “On the good side again is that we can see in agriculture that we have surplus in agriculture produce and what is of concern to us is how to mop up this. “The report also indicates that in the area of investments, we are higher even than what it was in 2010,” he said. Vice President Yemi Osinbajo on Thursday said that the Nigeria Police Force is among the best globally. He made the remark while laying the foundation for the construction of the Crime and Incident Data Base Centre at the Force Headquarters in Abuja. According to him, the Nigerian Police personnel, from many instances worldwide, are better trained and equipped than their counterparts in other countries. But he promised that the government will continue to support it achieve more successes, nationally and globally. He said: “The Nigeria Police is one of the very best that we have anywhere in the world and I say so because I have worked with law enforcement agents for many years. I have served in the United Nations special operations in the justice sector like the UN Mission in Somalia for about a year and I saw Police Forces from everywhere across the world. “The Nigeria Police was there too and everybody admitted that they were possibly the most effective on ground there in Somalia. They were effective because they were better trained, better educated than every other Police Force that was there, besides, they were well equipped by the UN,” he added. The Vice President commended the establishment of a Crime and Incident Data Base Centre for the Police, adding that Nigeria was ready for smart policing. The Centre, he said, will go a long way in helping the Police address crime using technology. “The direction that we should be going is smart policing. Policing that is technology serving and based more on common sense and technology than just manually doing everything. “I think one of the most important things that this Crime Data Base Centre will do is to equip the Police, to be able to do the kind of investigation that is required to cope with crime today,” he said. He urged the Police to collaborate with other data processing agencies in the country in order to fully utilize the Centre. Speaking earlier, the Acting Inspector General of Police, Mr Ibrahim Idris said the data base centre will further equip the police in its quest to rid the country of criminals. According to him, the project is estimated to cost over N16 billion. “This project is costing about N16 billion but this is the first phase. The federal government has been supporting us to modernise the Police Force, to ensure that we move in tandem with modern strategies in policing. The Nigerian Army has declared that the proposed Federal Government’s swap of abducted Chibok girls for captured Boko Haram insurgents should not be seen as a sign weakness or failure. Speaking in Yola, the theatre Commander, Operation Lafiya Dole, Maj. Gen Lucky Irabor, said the Army is resolved to reclaim Boko Haram stronghold, Sambisa Forest and end their reign. Irabor said President Muhammadu Buhari should be commended for his decision to negotiate the release of the missing schoolgirls, stressing that Buhari is also the President of the captured insurgents. The Seriki of the Ekiti State Chapter of the Jamu Nate Fulbe Association of Nigeria, an umbrella body for herdsmen based in the state, Alhaji Ahmadu Mahmoud, has appealed to the State Governor, Ayodele Fayose, to amend the anti-grazing law to allow herdsmen carry light weapons. Recall that Fayose had on Monday signed the prohibition of cattle and other ruminants grazing bill, 2016 into Law. The law prevents free grazing of cattle in the state and carrying of firearms by herdsmen as well restriction of grazing period to between 7am and 6pm. The new law also prescribed six months jail term without option of fine to any herdsman, who defaults. But reacting to the new law, in Ado-Ekiti, the state capital, Mahmoud explained that amending the law will allow herdsmen to can carry light weapons in order to ward off attacks from criminals. He noted that the outright banning of night movement for herdsmen will create more confusion and make their work more difficult. According to Mahoud, “We agree with the Governor on the grazing period of between 7am and 6pm, but we should be allowed to carry lesser arms and relocate at night. “How can somebody who wants to carry his cattle numbering hundreds from Ekiti to places like Lokoja, Ibadan or Ilorin moves during the day? These places are densely populated and it will create traffic congestion and confusion everywhere. With 2019 elections less than two and half years away, a former chairman of the National Human Rights Commission, Chidi Odinkalu, on Wednesday raised the alarm over the level of preparation for the poll. Mr. Odinkalu, who was speaking in Abuja at a town hall meeting and presentation of the findings of a post- 2015 elections research conducted by ActionAid Nigeria, said going ahead without proper preparation may result in crisis and deaths. Although he acknowledged that the Independent National Electoral Commission (INEC) recorded some gains in 2015 elections, Mr. Odinkalu said 2019 may be different. “Today, the executive has gone into lax mode; judiciary has become lawless; National Assembly is lacking in credibility; INEC is troubled; politicians have gone unruly. Government says it has no money to run the economy. Every element that made 2015 is currently missing,” he said. “There is absolutely no reason why the executive should allow the number of vacancies we have in INEC to be. By next month, INEC will have 28 vacancies among RECs (Resident Electoral Commissioners) and seven commissioners. The Executive is carrying on as if this normal. It isn’t. “Citizens are carrying on like: ‘We will tweet it on social media’. We should do more than that, because our country is at stake. The way we are carrying on, 2015 is history; 2019 may not happen, if we don’t reset. We‘ve got to take our country very seriously. There will be no elections in 2019. “I’m sorry to sound alarmist. But, continuing the way we are going, we will not be able to have elections in 2019. If it happens, there would be too many broken heads and dead people.” Lamenting the role of the judiciary, Mr. Odinkalu, a lawyer, frowned at the corruption in the profession, particularly on recent rulings on electoral cases in the country. “The judiciary has gone rogue and destroyed everything that was supposed to guarantee fairness in the 2015 elections,” he said. “Judges are speaking from too many sides of their mouth. There are no underlying principles. “Judges come out with decisions they know are manifestly bought, and the profession is saying nothing. Citizens are behaving like it is normal for 20 judges to come out with 20 different orders on the same subject matter from different parts of the country. “The jurisprudence on the PVC is irresponsible. When a country appropriates for a measure, and has it backed by law and voted for by the citizens, the judiciary cannot outlaw it the way the judiciary dealt with the PVC (permanent voters card). The judiciary reacted to the PVC in a way that effectively licensed electoral violence,” he said. The executive director, Policy & Legal Advocacy Center, Clement Nwankwo, in his presentation, agreed with Mr. Odinkalu, expressing sadness at the existing vacancies in INEC.
