The video below shows a 70-step process of simply dunking a basketball. The process comprises what is known as a Rube Goldberg machine - a complex contraption that employs a chain reaction to perform a simple task. If you can survive the video to the end, then you can understand what 'Bureaucratic Bottlenecks' are.

That is the typical example of bureaucratic bottlenecks - the lengthy sequence of required but disposable steps you must go through to get business done in a particular place. It is commonly used in Nigerian corporate scenarios. Ease of doing business has been extremely low in Nigeria for decades.

Where is Nigeria at the Ease-of-Doing-Business Ranking?

The overall cost of doing business in Nigeria is too high - a combination of the time-cost, manpower cost and financial cost, unnecessarily exorbitant. Presently, the country is ranked 131 on the Ease-of-doing-business ranking according to a World Bank website.

This was one of the problems that the Federal Government VP President Yemi Osinbajo attempted to dislodge in his brief stint as acting president. It became cheaper to register a business at the Corporate Affairs Commission and the commission's website was also redesigned to make it easier to get information and lodge requests.

The World Bank website notes that Nigeria is one of 10 countries that implemented massive ease-of-doing-business reforms and recorded the most notable improvements. These 10 countries were responsible for 1/5th of global Ease-of-doing-business reforms in 2018/2019.

Between 2019 and 2020, Nigeria also gained an overall 3.5% in Ease-of-Doing-Business score. An aspect like 'Dealing with construction permits' gained a significant 14.6% increase year on year. Getting electricity even improved by 4.8%.

One can only hope that the Federal Government does not make laws that could damage these records. Recent agitations from the citizens could pressurize them to adopt political measures that could frustrate gains made. An example is the rumoured Social Media bill allegedly proposed by key members of the Buhari administration.

Nigerian States?

States in Nigeria seeking to attract FDI have also prioritized making it easier for prospective businessmen to get information, carry out their researches, acquire administrative and operational licenses. Lagos and Abuja lead in this regard, but an example worth analysing is further south. The Akwa Ibom State Government's aggressive push towards drawing in Foreign investment gave birth to the Governor's setting up of an FDI office.

The Commissioner of Information, Ini Ememobong, when asked during a recent Investment chat online by BPDI, Stratagem 1.0, mentioned that any investor coming into Akwa Ibom can get every information he needs sitting in one position at the FDI office. How true this is may be contested by people who have independent first-hand experience. But the State did fly up the list of preferred FDI destinations in Nigeria - up to 2nd position.

Make it easier to do business in your climate and money will flow in better. Interestingly, despite the efforts of the State Government, Akwa Ibom still ranks near the bottom on the ratings for Ease-of-doing-business. Northern states like Kaduna, Niger, Kano, on the other hand, are doing very well on the ranking.

A quick explanation for the disparity between Akwa Ibom's rating for Ease-of-Doing-Business and attractiveness for FDI is that while FDI is from overseas, Ease-of-Doing-Business is measured based on the experience of local firms.

Among Nigerian states, Akwa Ibom ranks at;

21 for Starting a business

18 for dealing with construction permits

26 for registering property

24 for enforcing contracts

Bureaucratic Bottlenecks feature more in the Nigerian civil service where technology has hardly been adopted. In that sector, the preferred mode of work is traditional and human-dependent with obvious obsolescence of technology.

Information is still stored in paper files stacked into large shelves in damp rooms with air heavy with dust and fine particles.

We (Jabborro PR) have begun discussions towards helping several of these Government agencies in Nigeria adopt a more secure data protection and preservation using Amazon Web Service (AWS) for which we hold a license. But word reaching us from people familiar with the Akwa Ibom system has it that we will be resisted.


It appears, expectedly, that the civil servants would feel threatened by incoming technology that seeks to make things easier in their offices. They prefer information stored on paper so that no one's job is threatened. But if fire, for example, breaks out, these files become quick fuel; everything goes up in flames with neither an efficient fire fighting service available nor an adequate recovery plan in place.



How Costly is Making Things Easier?



An example of a comical loss: exhibits and the suit filed against former Lagos Governor Bola Ahmed Tinubu were burnt up along with the Igbosere High Court in the wake of the #EndSARS protests in Lagos. Consequently, the former Governor became both target of the protesters' fury after they were attacked in Lagos as well as a beneficiary of the arson that followed.

Investigations and court proceedings will hence be delayed following this incident. According to one of the Lawyers involved in the case, Tade Ipadeola; "We may have to file the case afresh..."

Back to Uyo when hoodlums broke into important businesses in the aftermath of the same #EndSARS protests and looted valuables, burning offices in their wake, most of the affected establishments lost paper receipts and other physical records. Would they adopt a technologically advanced method of record-keeping hence? Even if pre-emptively? It remains to be seen. But their losses are unimaginable.

If any of these businesses would ever get primed to receive incoming equity, they would need those same records now burnt up. Your receipts and invoices, for example, are crucial during valuation. If you cannot get accurate valuation, you turn back the interests of capitalists.

Recovering from a calamity that wipes away your data can be costlier than saving those information where it can never be destroyed using cloud services - as an example. In the same way, technology that enables ease-of-doing-business is cheaper than the outcome of discouraging prospective investors through lethargic, lengthy, Rube Goldberg-esque processes.

Offline marketing often seems like a risky proposition for e-commerce companies. Today, everything is tracked, measured, analyzed, and organized. Clicks are counted, and page views are neatly displayed on spreadsheets.


To put money behind a marketing channel where results are difficult to track seems strange, or even foolish.

Yet I’d argue that offline marketing channels have plenty of potential in the digital age. While you can’t get immediate stats on the exact number of clicks and conversions, as you would with a Facebook ad, these efforts can be just as effective. You simply have to invest the proper amount of time and resources.

You also want to be open to trying new channels because you don’t really know what’s going to work until you give it a shot. It's best to be agnostic when it comes to the digital/non-digital divide.

If you take a consistent and patient approach when trying new offline channels, you’ll almost certainly end up finding some that work for you.

Here’s what to know when considering offline options:

The lead times are incredibly long, so plan well in advance.

I can sit down at my computer right now and have a new Facebook ad up and running in five minutes—tops.

Because of that, digital marketing tends to work like a faucet. You turn it on when you need it, and when you're done, you turn it off. It’s simple and doesn’t tie up resources any longer than necessary.

Offline marketing is different. You have to create a budget and commit assets months in advance.

For instance, if you decide to do direct mail, you may have a two or three month lead time between designing a catalog and the moment it starts showing up in mailboxes. Even podcasts or satellite radio generally require you to buy advertisements a quarter in advance. Under those circumstances, you can’t really take an ad from concept to reality in one day, and then quickly shut it down if it isn’t working.


I think that’s why so many startups initially shy away from options like direct mail, satellite radio, or even television. Digital marketing just isn’t as much of a commitment. When you’re still relatively small, it’s harder to predict how you want to portray your brand in two months.

But that doesn’t mean it’s impossible to try these channels when you’re still small. You just have to use what you’ve learned elsewhere to inform your efforts.

Leverage what’s successful in one channel, and use it as a jumping point for another.

Every channel has its own quirks and unique properties that can take time to figure out. But you’ll find that many of them have some overlap, and you can use those similarities to help you create a solid strategy for the new channel.

When you start with a new offline channel, try using one or two things that have been working for you in another medium as a starting point.

My team at ThirdLove did this when we first decided to make the jump to TV commercials. We took some of our best-performing Facebook ads and used that as a basis for content creation for our TV commercials. We created two different commercials—and one performed really well. The others didn’t.

It was a learning experience, but we had a successful one. By starting with some video content that worked online, we were able to test the new channel, get feedback on our efforts, and evolve as we continued forward.

The willingness to evolve is what makes the difference between success and failure in a new medium.

Go all-in on one or two channels—but be willing to iterate.

You won’t know for sure which mediums have potential right off the bat.

I once told a venture capitalist we were about to start advertising on podcasts, and his reaction was pure incredulity. He didn’t even know what podcasts were. (This was in 2015 before they took off and became incredibly popular). Yet podcasts have been one of our most influential marketing methods over the years.

Start by allocating a few percentage points of your marketing spend to the offline channels you want to begin testing. Keep in mind you won’t be able to test everything at once. So, prioritize one or two channels and really commit to them and experiment.

If you spread yourself too thin across a variety of mediums, you’re not going to get a good read on what will work for you, because you won’t have invested the time and resources to get good output from any one channel.

Give your new channels a chance to gain traction and be open to iterating. Six months to a year is long enough to understand whether or not the medium will work for your business.

If you give it enough time and stay open to testing, offline marketing has plenty of potentials—even for younger companies. You just have to make a commitment, follow through with it, and experiment to find what works for your business.

Nigerians - at least the ones who follow gospel music - are hard on Forbes. A notable name amongst the unhappy reactions is Victor Oladokun. He is a world-renown media personality also known for his Christian faith and dual-racial background.

I thought to weigh in on this angst because I am equally of the gospel background, although a practicing comms professional.

My Thinking
We should not take offense at the heading of the Forbes article. That is clearly the work of Michael W Smith's tremendous PR strategy team.

His marketing team obviously does not list Nigeria and Nigerians among their market targets. This is why their captioning doesn't name Sinach or anyone else as the author of the song. But in the body itself, credit is duly given.

And for some reason, Michael Smith hasn't featured in Nigeria - one key 21st-century stopover for the universe's lead worshipers.

How Far 'Way Maker' Has Gone
Now, with 'Way Maker', Sinach has written the earth's most-watched, most played Gospel song of this century. While the Forbes article commended Michael Smith for more than 19 million views on YouTube, it did not realize that Sinach's original version (which, by the way, was shot beside a river in my hometown of Uyo), had garnered more than 150M views in 4 years. She has had more than 16M views in 3 years on a live video of the same song.

- Leeland's version of the song has had 27M views in 9 months.

- Paul Mclure's version had 18M in 8 months.

- Stephany Gretzinger had 20M in 4 months.

What Sinach has done by writing this one song has pushed the Nigerian gospel music brand farther than any other region has gone in recent years.

Heaven must be at a standstill for Sinach every time for this masterpiece of a worship song.

But where it matters most amongst earth's distribution of consumption neighborhoods, Sinach is not as recognized. It will take serial, several, consistent, deliberate professional PR efforts to break that barrier for her and many other gospel leaders following.

I am talking about the business world, the secular music fan bases of the world, the pools of agnostics in important places, the actual 'world' Jesus longs to reach.

But Sinach has done a lot. No other Christian artiste from Africa has gone as far as she has in this decade and the last.

But even if you can't reach everywhere, being featured on a global business portal with high authority like Forbes, is a worthwhile pursuit.

This is what the likes of Michael Smith have firmly in grasp. These people know what 'media relations' and 'media buying' (for example) are and why they need their mom, Public Relations. Isn't that why their marketing teams could secure the support of mainstream media writers and editors at will?

If you're a gospel music leader and you do not understand the modest but most powerful marketing variable called Public Relations, that is the reason you simply cannot 'go into the world' and command attention deep in there. Being African is not the reason for our typical results.

This too is why our own songs fly easily when foreign artistes replay them.

Notice that when we do 'go into the world' with usual evangelism methods, we always return with the familiar harvest - the already church-ed whom we found outside or even in other churches. This is in almost all evangelism cases, putting it modestly.

So,

Who will fetch the Easterners?
How about core academia?
When will we bring in Forbes' audience?

Does anybody recall the names, Ravi Zacharias? This man - God bless his soul - knew how to command the attention of the starkest unbeliever even as a man of God and engage them intellectually. It is possible! We can reach the deepest parts of skeptic earth with the music of the gospel.

And we can do this with proficient Public Relations strategies.

There are wild crises awaiting any govt backed or led Covid19 Vaccination in the world. Mention the word and see the reaction.


Nigeria is not expected to buy into another developing country's curative measures for popular and infamous reasons.

As with HIV, no Western country will censor a cure. So, poorly led Nigeria will not even consider a cure.

It means they will herd everyone to a compulsory vaccine, by the books of WHO and/or the West. That is the only destiny left for this pandemic.

Physical distancing is doing a good job, but reinfection remains a possibility. Ask Paulo Dybala.

Whether the vaccines are deadly or life-saving we do not know, cannot tell until millions have been vaccinated.

But this is where Public Relations professionals come in. Leaderships of countries should seek out the right hands in every unit of professional service needed for this war. And that includes the Communication sector.

They should be engaged to lead.


The strategy would look something like;

1. Research extensively and deeply into the science, politics, and even business of Covid19 vaccines.

2. Gather as much information as the public needs, break them in piece-meal, and head to the various media and human communities.

3. Conduct Q and A sessions. Select influencers based on credibility and suitability, not popularity.

Regarding influencers,

In Nigeria, for example, convincing ONE Pastor Chris Oyakhilome would be more beneficial than paying the combination of Tuface, Tiwa Savage, Wizkid, Davido, and Burna Boy.

The earlier would require JUST transparency, the later would amount to waste of money.

4. Stay in the field for feedback. Measure the impact of strategy daily.

5. Then go enact a bill, empower the health sector.

6. Ensure they screen the vaccine bottles randomly for double checks. Then deploy!

There is no cure for Covid19 (according to WHO) but there is a cure for the crises awaiting any attempt to vaccinate everyone. And that cure is absolute transparency, nothing like 'need-to-know', the distasteful excuse our government media handlers give us privately for underreporting facts.

If they open up every secret, the public will largely be convinced.

DSTV is under image crisis in Nigeria for too many times. Even in the green chambers, they are being seen as defrauding Nigerians. Why do they repeatedly get named each time Nigerians - largely sympathetic to foreigners - get agitated with foreign businesses? What are they doing wrongly? How do they remedy things?



Who Owns DStv?
South African company MultiChoice owns DStv - an acronym for Digital Satellite Television. MultiChoice, according to their website, has been in Nigeria since 1993. The website mentions a Nigerian Businessman and lawyer, Adewunmi Ogunsanya (SAN) as the Nigerian who singlehandedly brought them into Nigeria. What this means is that anytime DSTv has a crisis in Nigeria, a Nigerian business is in crisis.

They started by employing 30 Nigerians but have grown to 1000 and indirectly providing jobs for other thousand Nigerians. Quoting them; "...for great local content, our business's economic impact runs to hundreds of billions of naira".

Why Nigerians Became Hostile To DSTv
In the ideal sense, FDI should not be seen by the host community as foreign. When your business gets seen as native, you have little to no PR crisis at all. DSTv image crisis in Nigeria has had a lot to do with general perception of them as a South African business. And many factors have contributed to this.

1. Their content is heavily South African. A number of the free channels show South African content to their users everywhere. And the Nigerian experience is in distinct contrast with South African society.

2. The organization also made no effort to brand the firm for the Nigerian society. Everything meets the eye as South African. In the average Nigerian mind, DSTv and MultiChoice for that matter is subconsciously a South African service.

'Although it is meeting our needs tremendously, it is also taking our money overwhelmingly'. That is the commonest mindset in Nigeria.
Dstv crises in Nigeria

Are Nigerians Usually Hostile To Foreign Business?
Nigerians are largely welcoming to foreign investment. Hence, FDI is not a problem in itself. The problems begin when Nigerians begin to perceive sleight or mistreatment. They will love your service if it meets their needs, but if they ever get the impression that you are treating them any less than someone else, there will be trouble.

This was the situation with Shell and the Ogoni community, Mobil with the Akwa Ibom host community of Ibeno. But not so with NLNG - where Shell holds a 25.6% share, NNPC holds 49%, Total holds 15%, and Eni 10.4%. In fact, NNPC does not receive the kind of communal backlash that Exxon Mobil and Shell receive.

Frequent, gruesome xenophobic attacks in South Africa have increased hostility against DSTv in Nigeria. Unfortunately, these South African companies in Nigeria do very well. Their businesses are thoroughly run and performing excellently Nigeria - though they are few. The economic and political environment encourages their success too. On the contrary, Nigerian businesses in South Africa complain bitterly of heightened political and environmental hostility.

The word goes back home about the sick imbalance and hostility is deepened. An explanation for such imbalance is a large topic of its own. It goes from a terrible economic posture by Nigerian leadership to the sheer size of migration away from home.
PR Solution They Need
Public Relations is known for its capacity to change Hostility to Sympathy. In this case, Nigerians would be running en masse to defend DSTv each time there is an imminent attack on their assets in Nigeria.

Is this happening? Can it happen? Yes, it can. If not, how come Protea hotel - a popular South African brand itself - has never been vandalized during reprisal xenophobic attacks? It must be because they are not known for mistreating their Nigerian stakeholders - like MTN, PEP and DSTv are famous for doing.
A Look At DSTv PR Strategies
Sponsoring projects in Lagos and Abuja are far from sufficient. Hosting the Nigerian edition of the Big Brother show to stroke Nigerians' appetite for explicit content is not enough PR if that's the intention. Most of DSTv's image laundering efforts are further down the inverted pyramid. What should be at the top is their corporate mentality towards Nigerians.

An example of a warped mindset is in their failure or refusal to adopt a friendly billing system. How is it that they offer Pay-as-you-use services in other African countries (according to the Lawmaker in the video), but in Nigeria, they run a monthly fixed charge? Isn't it clear that the former benefits their users while the latter favours their pockets?

According to a recent consumer petition against MultiChoice in Nigeria, 40% of the company's consumers in Africa are Nigerian. That is a mammoth crowd to earn from - easy to see why the greed.
What They Fail At
If you are considered a visitor in Nigeria - or any other foreign land - ensure to treat the environment and natives right. Start with how you see them. Make it about their solution and not about your greed.

There is a need to redesign DSTv's process of assessing the Nigerian market. Their entire Marketing Information System is faulty. This is me being modest. I chose not to accuse their directors of outright bigotry or exploitative tendencies towards the Nigerian market. Let's assume that they truly respect the Nigerian market but were poorly informed.

But if they do not get their acts together, serious competition will emerge someday. If Nigerian entrepreneurs are too weak, another FDI will touch down and GOTv will not come to the rescue this time. If DSTv loses even half their Nigerian market, that would be 20% of their African users. Leave the cost of that for their directors to calculate.

DSTv should rejig their policy. Start at the centre of your corporate existence. It is clear that your philosophy is the 'product' one, not the 'marketing' one. Swap that. Make your business about Nigerians and you can kiss imminent woes goodbye before anything is ripe.

The majority of financial institutions did not reduce their broadcast and offline marketing budgets over the last 12 months, according to the Digital Banking Report. As in 2017, 34% of financial institutions allocated 50% or more of their media budgets to traditional media. As was the case last year, there was a lack of commitment to digital channels, with only 15% of organizations committing more than 50% of their budgets to online media, compared to 14% in 2017.

Similarly, virtually no bank or credit union committed more than 40% of their budget to mobile marketing, with only 2% of organizations committing over 50% of their marketing budget to mobile. In fact, the spending curve for mobile was almost exactly as it was for 2017.

However, on the other end of the spectrum, many of the most progressive financial institutions are successfully using digital marketing to align with consumer lifestyles, using new marketing technologies and advanced analytics to target consumers and personalize experiences.

Mintel research finds, for example, that Chase targets Millennials by running banner ads on such niche websites as ThePointsGuy.com. Similarly, Wells Fargo had the lowest total marketing spend, but increased its digital spend starting Q4 2017 to emphasize its “commitment to re-establish trust with stakeholders.”

It certainly takes more than just these to buy any parcel of land anywhere and not run into issues. It involves more research, investigation and evaluation than the casual or inexperienced can imagine. While there are more than 11 considerations to make when buying land, this article will serve as a guide to the decisions you need to make in this regard.

Budget
This is the first thing to consider when buying land. It does not matter if you already have a particular location in mind as preference; if you do not have the right budget for, you could be borrowing soon. It is important to research on the cost of buying a land; all the costs including legal fees, agency fee, cost of putting up a fence, cost of getting all the required documents from the Government and more. Have these in mind before setting out to talk to sellers.

Location
Here is the next key factor to consider when buying a land. Consider what you are buying land for and consider the resale value before even buying. Also, do not buy a land you cannot build on, notwithstanding what you are buying it for. In considering location, always think about the growth potential of the area it is at. Some real estate writers would tell you that any location that is within 30 minutes drive from the city centre will be part of the city in 5-10 years, typical of Nigeria’s demographic growth. Before you purchase a piece of land, be sure to research zoning regulations for both your property and the surrounding area. Avoid going against city regulations; you could run into horrible consequences.

There are restrictions by the Federal Government relating to building near Federal assets. State and Local governments also have theirs; buyers must find out all these and adhere strictly. A good real estate firm can advise in this regard.

Accessibility
When buying land, make sure the area is easily accessible. This could be tricky, though. Consider this; the more inaccessible the land is, the cheaper it should sell for. It would take an experienced real estate investor to tell what the seller cannot see about the land they are selling at low cost. As long as buyer can drive to within 1 mile of the actual property on sale, it could be wise to buy.

Where the property is surrounded by other property, you’d be talking of bringing in city or council attention to help establish your right of way. You would not want to stay in a polluted or flooded area. If possible, buy in rainy seasons. But even if you don’t, look around. Do the residents sand-fill their compounds? If you are buying in the tropical areas, do you find grasses growing in the middle of the road? Also, check many more times; are there factories operating in the area? You would have to live with noise and air pollution. If it is close to a busy road, the fumes and vehicular noise will be a constant. But especially with global warming worsening, you might want to steer clear of water paths to avoid being a victim of flash floods and gully erosions. That is one other to look out for. Be sure there is no burrow pit or ravine nearby; it could affect you in future.

Size of the land
Make sure to confirm the exact size of the land. Hire your own surveyor, spend that little bit more money for this. If you are buying directly from communal owners, go with a surveyor the first time you are seeing the place.

Hire a land planner
It’s a good idea to hire a land planner before buying any portion of land. The land planner will make sure that there are no possible flaws that may later become an issue. He checks things like soil type, water, vegetation, wetlands, slope and access which will determine whether structures can be erected thereon or not.

Lifestyle
Also, you need to consider the lifestyle of the people living in the area. Let’s take it that you want to buy for residential purpose. You need to cross check if the lifestyle of those living in that area suits yours. You need to consider if your family will be affected adversely or not. Although this sounds unnecessary, but it is very important. Do they have loud religious events around there? Do they entertain social activities you consider discomfiting? Is there a local betting shop, a beer joint, a bush meat joint around? You can be sure you have a potential criminal observation nearby.

Legal Documents to Consider When Buying Land
When buying land you must check to be very sure that it is properly registered. You could think the only document to check for is the C of O (Certificate of Occupancy) but this is not necessarily so. That document is only valid for 100 years, in Nigeria. If you buy a property in any of the earliest Nigerian cities and the C of O was obtained 90 years ago, you are buying a property that the Government could reclaim in 10 years. You would have to reapply for it.

Check for Survey Plan, Deed of gift, Deed of Assignment, Excision, Gazette and others. This will help you to know if the land is under government acquisition or free. You will also know what the land can be used for with the help of these documents. Notwithstanding, you can still buy a land and register it yourself, but make sure you are buying it from the actual owner.

Actual Price Of Land
Land without any title would never be priced same as one with title. Registering the land having surveyed it, carrying out checks at the Surveyor General’s, fencing and all of that constitute adding value to the property.

A client family was involved in a property ownership litigation in 2014 and lost the case. A lower court had given permission to build on the land in a judgment that had favoured them, hence by the time this higher court ruled against them, they had erected some property on the land. The disagreeing parties decided to sell the land to the loser and by this time, the price of the land was determined by the property on it. They bought it first for N600,000 and had to buy it a second time for N4,000,000. When you add value to land, the price is affected. Consider these when negotiating.

It gives the Government ownership of all land within Nigeria.
