The scarcity of petrol worsened on Friday in Ibadan, the Oyo capital, with long queues dotting the few filling stations where the product is available. A visit round the metropolis, showed that the scarcity had also led to a hike in the price of the product. The price ranged from N120 to N150 per litre in some filling stations while it was being sold for about N500 per litre in some black market outlets. The scarcity of petrol also led to a hike in transport fares in many motor parks in Ibadan. The fare to Lagos by taxi, which used to be N1,250 is now between N1,500 and N2,000. Similarly, the same trip by bus which used to cost N800 is now between 1,300 and N1, 500 depending on final destination in Lagos.. But Mr Olakunle Ogunlana, the Operation Controller, Department of Petroleum Resources(DPR) in Ibadan, said the current scarcity was a temporary development. He said that the Minister of Finance, Mrs Ngozi Okonjo-Iweala, had given an assurance that the issue would be resolved soon. Highlights: -Rescued Women Undergoing Thorough Profiling -True Identities of some Freed Victims Yet to be ascertained -Terrorist Field Commanders Killed -Notorious Training Camps Destroyed -Nigerians being held captives are being freed by Gallant Troops -hope for the recovery of more hostage of the terrorists UPDATE on Military Operation in Sambisa: -A text of Press Briefing by Director Defence Information, Major General Chris Olukolade at Defence Headquarters, Abuja on April 30, 2015 Gentlemen of the press, As you already know, troops have commenced operations deep into the Sambisa forest after sustained aerial bombardments by the Nigerian Air Force. The main objective as you know is to decimate and clear the terrorists from the forest which is their last bastion. The well coordinated operation is already yielding results as troops in the last few days rescued 200 girls and 93, women and an additional number of hostages. Over 13 terrorists camps including the notorious Tokumbere camp in Sambisa forest have been captured. Other camps overran and destroyed by troops include, Wulari Bukar, Gangala, Anguwar Bakwai, Jigide, Kotorima, Lagura Bello, Lagina Fulani, among others. Several field commanders and foot soldiers of the terrorist group have lost their lives, some armoured personnel carriers, Bufallo vehicles mounted with Anti-Aircraft guns, a truck and several Hilux vehicles were destroyed by troops. Also recovered from the fleeing terrorists are a number of Anti-Aircraft guns, General Purpose Machine Guns (GPMG), Rocket Propelled Grenades (RPG) and several AK 47 rifles. Unfortunately though, we lost one soldier in the course of the operation while 10 others have so far been wounded. The true identity of some of the rescued women and girls are yet to be ascertained. At the moment, what is upper most and of priority is their movement to a conducive place where they are now undergoing thorough profiling to verify their true identity, where they come from, how they found themselves in the forest, etc. Additional number of persons are still being recovered from the forest. Until such comprehensive profiling is done, nobody can confirm whether they are among the Chibok girls or not. Whoever they may be, the important thing is that Nigerians held captive under very severe and inhuman condition have been freed by our gallant troops. The joy and sense of hope being expressed by many Nigerians on hearing about the rescue operation is therefore understandable. We would like to reassure them that the momentum of this operation will be sustained until that sambisa forest is comprehensively cleaned out and all Nigerians held captive within the bowels of the forest are rescued. There is great hope for the recovery of more hostage of the terrorists. Already, the dislodged and disorganized terrorists are in flight on different directions and running helter-skelter in the expansive forest. There is no longer any respite or sanctuary for them; they will be pursued and tracked down not minding the daunting challenges in the mission including hundreds of land mines and difficult terrain of the Sambisa forest. It should be noted however that the essence of this operation is not to kill everybody in sight. We encourage any of the combatants who is desirous to surrender to come out, as the forest will no more be tenable as a haven for their activities. In the same vein, innocent civilians among those in flight are also encouraged to report themselves to the troops. We will continue to treat civilians in the most professional and humane way. There is tension in the opposition All Progressives Congress as a Federal High Court in Abuja, presided over by Justice Abdu Kafarati, has given an order for accelerated hearing in a suit brought by a non-governmental organisation, Global Center for Conscious Living Against Corruption, asking for an order of mandamus to compel the Inspector General of Police to investigate allegations of forgery and perjury against the party’s presidential candidate, Gen Muhammadu Buhari. In the suit number FHC/ABJ/CS/172/2015, filed by Professor Andrew Chukwuemerie, SAN, the plaintiffs are seeking the order of the court to order police investigation into the “alleged acquisition and possession of the West African School Certificate by Gen. Muhammad Buhari at Provincial Secondary School, Katsina in view of non-production of the said School Certificate of certified true copy thereof”. One of the exhibits attached to the originating summons by the plaintiff is a copy of a letter written by the Test Department of the National Office of the West African Examinations Council in Ghana which states that Buhari’s name and records were not in its examinations archive thus suggesting that he was never a candidate for the examination set by the body. The plaintiffs contended that Buhari lied on oath and ought to be tried for perjury when he declared in an affidavit submitted to the Independent Electoral Commission that his Secondary School Certificate was with the Military Board, a claim denied by the Board. The group said the allegations of forgery and perjury were too weighty to be ignored by the police “which has a constitutional duty to investigate all allegations bordering on crime in the interest of justice and that all efforts made to make the police perform its duties have proved futile”. Meanwhile, subsequent upon an application by the plaintiffs counsel, the court gave an order for accelerated hearing and directed the Inspector-General of Police to enter his defence within seven days. Dr. Lawal also spoke, in an interview with ThisDay, on the misconceptions surrounding mental illnesses in Nigeria and the incessant strikes by medical professionals in the country. Excerpts below: - Inadequacies of Neuropsychiatric hospitals in the country On the federal government's part, I will say they have done a lot. We were previously having three neuropsychiatric hospitals in Nigeria, but today we have eight. I think going by our population, it's now up to the state governments to set up neuropsychiatric hospitals in their various states. I know some of these states have, but they are very few. If every state set up neuropsychiatric hospitals then the burden of patients not able to access treatment promptly will reduce drastically. For the state governments that can't establish any, they can have a neuropsychiatric department in their various general hospitals or health centres and then provide specialists to manage the department. Because there is no way the few psychiatric hospitals we have in the country can cater for the entire population. That is why we must bring treatment closer to the people. The number of qualified psychiatrists every year is increasing, so we should take advantage of that and increase psychiatric facilities all over the country. It's not that we have enough doctors, but let's maximise the ones we have to capacity by putting more facilities in place. With the population of persons in Nigeria who needs psychiatric attention, it is worrisome that we have only few neuropsychiatric hospitals and trained psychiatrists in the country making it difficult to meet the medical needs of the people. It is cost effective, if specialist hospitals like ours are located in every area of the country. Most times we admit people here who come from the eastern and northern parts of Nigeria. The distance itself is enough to discourage any patient. Even though we don't have enough psychiatric hospitals, but we have general hospitals all over. I would recommend that each general hospital establish a neuropsychiatric unit so that psychiatric treatment will be closer to the people than the current status. - On subsidizing neuropsychiatric treatment in the country Infrastructure and finance are also major challenges of every psychiatric hospital in the country. Financial challenge is the biggest issue of any specialist hospital. To have psychiatric illness in our country is to carry a stigma. Such a person will likely not have enough to maintain himself in terms of treatment, because majority of these patients are unemployed, or some may have lost their jobs, because of the ailment, some may have been deserted by loved ones. Even the ones employed may have low earning power. So, like in any other parts of the world, Nigeria has also subsidized treatment for psychiatric patients so that the poor can as well benefit from quality treatment. Our patients are being fed here free-of-charge while they are also given bed space free-of -charge. So what they are only payingfor is just the actual treatment. We have really subsidised treatment. In as much as people still want more subsidy such that treatment won't be much of a problem to especially the poor members of the society, I will say government has reduced cost of treatment such that patients don't pay as high as they used to. I hope you know the money paid for treatment in this hospital is not even enough to run the administrative activities of the hospital. So government is not banking on that to run the hospital. We have over 300 staff here and their salaries are not coming from the money generated through treatment. Government is paying salaries and putting up infrastructures and other facilities itself, so that we will be able to offer quality service to the public. That is also subsidy. I wonder how much patients can pay that will take care of the salaries of 300 staff in this hospital. It is not when we tell patients to pay N10,000 instead of N50,000 that we'll be said to have subsidised treatment. All other things we have done is even more subsidy. Today, we have over 500 bed space in the hospital and no patient is asked to pay for space or even feeding. This is because that area has been subsidised by 100 per cent. So, government is doing its best. Even on several occasions we end up paying medical bills for the patients that have over stayed and nobody is forth coming to pay their expenses or discharge them. - On number of psychiatric personnel in the country Though the numbers of professional psychiatrists we have now have increased compared to before, the country still needs more personnel. I am advising that more doctors specialise in psychiatry. Let it not be that we don't have enough personnel to man neuropsychiatric hospitals or neuropsychiatric units of general hospitals, when eventually we have more psychiatric centres in the country. According to statistics, about 12.5 per cent of Nigerians have one form of psychiatric disorder or another, which is about 21.2 million Nigerians. This is why we need more hands; more psychiatrists, more health workers and more health facilities, so that we will be able to cope with treatment and management of psychiatric issues in Nigeria. - On brain drain in the profession One of the major challenges we are having is that a lot of our trained psychiatrists are practising outside the country. If we have a lot of them in the country, we wouldn't say our personnel are not enough. They are out in search for greener pasture in countries where they are paid more. In as much as government is doing enough, I will advise that the profession should be made more attractive in terms of renumeration so that we won't continuouslyhave issues of brain drain. At present, we only have about 150 practicing psychiatrists in the country which is grossly inadequate. - Misconceptions and myths around psychiatric illness There are lots of myths and misconceptions surrounding psychiatric illness in Africa, especially in Nigeria. There are people who refuse to visit the hospital or bring their sick ones for treatment, because they believe psychiatric illness is a spiritual issue. Hence, they would prefer to take such patients to spiritual healing homes or faith organisations so as to get cure through spiritual means. Majority only take neuropsychiatric hospitals as their last resort. And you know when cases are not presented on time, they are often more difficult to treat. This is one of the reasons people don't present their cases to the hospital, thereby preventing such persons from getting proper medical attention. So, what I do is that when I come across such persons, I tell them to bring their sick loved ones to the hospital whilst educating them that there are drugs for the treatment of the illnesses. People should understand that psychiatric illness is also like other illnesses which require medical attention. And now we have good drugs just like the ones in developed countries. - On incessant strike action by health professionals Workers in the health sector have no reason going on strike, because of the importance of the sector. Imagine the police or military saying that unless the government gives them what they want they won't go to work. It is the same for workers in charge of electricity in the country. There are some services that must not go on strike and this is the group the medical sector belongs. Continuous strike will destroy the sector. If health professionals are on strike and someone has a road traffic accident and has a broken leg, it therefore means no hospital will attend to that person and this will encourage them to patronize traditional homes or faith healers who are unprofessional in administering these treatments. To avoid these continuous strike actions and for the health sector to move forward, there should be a working relationship between every professional in the hospital ranging from doctors, nurses, pharmacists and other health workers. The disharmony among health professionals didn't just start today. Tension between Washington and Abuja is higher than in 2011, largely over how to respond to the radical Islamist insurgent group, Boko Haram, which is steadily gaining strength in northeast Nigeria,” the report read. “The APC is stronger than its predecessors (Action Congress of Nigeria and Congress for Progressives Change) and reflects a splintering of the political classes. The government’s inability to defeat Boko Haram, the economic hardships brought on by falling oil prices, and a growing public perception that the Jonathan administration is weak have fueled support for the All Progressives Congress. Though the APC’s voter base is in the North, it enjoys support all over the country, unlike the opposition in 2011,” it continues. Abba said that he was miffed that the officers had threatened to recourse to “unapproved channels to air their perceived grievances’’. Former President Olusegun Obasanjo has set his mind on regime change “by fair or foul means” and is plotting to plunge Nigeria into crisis, presidential spokesman Reuben Abati has said. He was reacting to statements credited to Obasanjo on Saturday that President Goodluck Jonathan was plotting to win the 2015 general election by “hook or crook”. Obasanjo had endorsed Jonathan’s main challenger Muhammadu Buhari of the All Progressives Congress (APC) on Wednesday, but then seemed to backtrack on Thursday. There are insinuations that Obasanjo is not well disposed to Buhari either and would want an interim national government (ING) to be headed by him to midwife new elections in which neither Jonathan nor Buhari would be candidates. Obasanjo was believed to be the brain behind the ING set up by Ibrahim Babangida after the annulment of June 12 election in 1993, an arrangement that lasted for less then 100 days before the military took over. In his statement on Saturday, Abati (pictured) said Obasanjo was plotting with others “within and outside the country” to thwart the general election and foist an unconstitutional ING “which he hopes to head”. He said his “odious” plan to return to power through the back door “will fail woefully”. Abati said: “As we have had cause to say before, it is most regrettable indeed that a man like Chief Obasanjo, who should know better, chooses to repeatedly, wantonly, and maliciously impugn the integrity of a sitting President of his country for the primary purpose of self-promotion. “It is obvious from Chief Obasanjo’s serial vituperations against President Jonathan who is doing his best to positively transform Nigeria for the benefit of all of its people that he has willfully chosen to close his eyes to the present administration’s good works and intentions. The Osun State Election Tribunal headed by Justice Elizabeth Ipejime, Friday in Osogbo, the Osun State capital, declared Osun State Governor, Ogbeni Rauf Aregbesola of the All Progressives Congress, APC, the winner of the August 9, 2014 governorship election in the state. Governor Aregbesola had defeated his Peoples Democratic Party, PDP rival, Senator Iyiola Omisore in the keenly contested election scoring 392, 284 votes to the 292, 742 ballots that Omisore got. However, the results were contested by Omisore and his party who both opted to challenge same at the tribunal. At the time the judgment was delivered, the duo of Aregbesola and Omisore were absent in court although their party agents represented them. Top on the list; -Austin Jay Jay Okocha: Mercurial Nigerian midfielder and two-time BBC African footballer of the year. He was the one time most expensive African footballer in the world when he moved to PSG for $18m. Sadly, Okocha never got to play for any of Europe’s top clubs, much more be nominated for the FIFA player award. He also was overlooked in all CAF footballer awards. -Paul Scholes: Known for his combative style of pay in the middle of the pack for Manchester United and England, Scholes never got the headliners he deserved from the English press. Known better as a right or attacking midfielder, the Spaniard played in all position except being a goalkeeper and a defender. -Gaizka Mendieta: Versatile Spanish midfielder, with good offensive and tackling skills, capable of creating goal scoring opportunities, he spent most of his career at Valencia, becoming one of the few loyal Spanish faithfuls. He only left the Spanish club for Middlesborough in 2004 where he retired. -Gilberto Silva: the humble and hard-working type, Silva’s rank grew from being just a street footballer to a World champion in 2002 and part of the Arsenal Invincible team of 2003/2004 season. Officers of the Nigeria Police have been complaining of the dilapidated barracks they call home. Many police officers serving in the Lagos State Police Command are not happy with their living conditions which some of them say can be compared to abodes for pigs and other animals. According to some officers who spoke to the media on the condition of anonymity, most of their barracks spread across the state are not meant for human beings, not to talk of law enforcement officers with their families. Some of them say that their families stand the risk of being wiped out in the event of an epidemic because of their squalid barracks. A mobile police officer living at the Ikeja Mobile Barracks, lamented the poor and dilapidating structures, and fears some of them could collapse anytime soon. "You need to come to the barracks to see the kind of structures we live in. The buildings are dilapidated and our children stand the risk of getting injured because the slabs on the staircase falls off anytime. If there is an epidemic, we stand the risk of losing lives." Another officer residing at the Ojuelegba Police Barracks thanked God that Nigeria was able to curtail the Ebola Virus Disease that ravaged the country some months back, believing that residents of the barrack would have been infected in their large number if the disease had found its way there. "We thank God that the Ebola Disease was contained by the Nigerian government because if it had spread to our barracks, many people would have been infected. We have cried and begged the government to help us put up good structures to live in but it seems all of our cries have fallen on deaf ears. Our barrack is only fit for pigs and other animals. If an epidemic breaks out now, we will be at risk." Another mobile police officer said living in a barrack in Lagos is like living in hell. "The barracks is old and needs reconstruction. Living here has not been pleasant at all. The soak-away is bad, and it brings out foul smell. The walls are cracking, and their rods are getting weak."
