No I didn't overstay

Hello guys,
My student visa application was recently rejected and I have applied for an administrative review.
The Eco's comment was contradictory. The officer had assumed that I am restarting the course again and have overlooked certain facts.

Summary:
I applied to West London College for a BBA degree. Previously I was studying the same in a Canadian University in India. After doing a year in there, I applied for Heriot Watt for the same degree as the university was happy to take me into the second year. Usually the Undergraduation program in UK is for 3 years and Canada is 4 years. In order to save a year, I made the decision. I was previously in the UK(2009) to do diploma course in Business administration, however I couldnt complete as there were some serious problems in my family during the second semester of my course. And after 2 years, I joined the canadian university and rest is explained above. I have attached a copy of my filled administrative review application for your reference.
