Those guys are placed on daily/weekly target which they must meet. Some of them are employed on contract basis. So they must bring in dough by fair or foul means. One hungry and tired looking guy came to my house on hot afternoon claiming that the ministry of internal revenue has a record showing that my landlord registered a business using our address and therefore he wanted to see evidence of whatever tax payment bla-bla. I called the landlord (not resident in Lagos) and he laughed, saying a company was indeed registered over 30yrs ago but he never really operated from that address for one day!
