This rubbish. How did IPOB constitute its own military? What sort of military force in the world is unarmed? To be a military or militant force, a group must be armed. As for the so called threat to election, how did they do that? By saying elections won't hold? Anybody can say elections won't hold, what matters is the actions taken to prevent elections. How can spoken words be a credible threat to elections?
Tell us any area or local Government area seized by IPOB. Even Kanu's own home town is under Nigeria.

If anyone is harassing maiming anyone, why isn't anybody reporting these things to the police?

Being in possession of weaponry or not, a threat is a threat. No country sits down and watch criminals dares it's sovereignty.
You may recall the large cache of weapons smuggled into the country in containers. Do you have any idea where it was heading to?
By saying elections would not hold, they are intimidating and/or disenfranchising intending voters, as the voters will feel insecure with such proclamations.
The Shiites have taken over some major roads in Zaria just like the Igbos took over same in some part of the SS. They both create illegal road blocks and in some cases extort, harass, maim unsuspecting citizens.
Their actions are therefore NOT acceptable. No responsible government sits and watch these unbecoming criminal attitudes in name of agitation

What you are talking about makes no sense at all. It is not possible for an unarmed group to pose a threat to a country with a standing Army, Police etc. That's why America did not agree with Nigeria on the terrorist tag placed on IPOB. Even in America where people are allowed to own guns, no group poses a threat to America. A large cache weapons came into the country, what has that got do with anything? Nobody has come out to say It is for Shiattes or IPOB. Anybody can say that elections will not hold, that is not intimidation to say elections won't hold. They never said anything about going to disrupt elections. If I like I can sit in my house and say that the coming election in Ekiti won't hold, or is it now a crime to talk?

Protesting groups taking over major roads happens in every country of the world, it is nothing new. But in civilised countries, they do not use live ammunition as a form of crowd control. I can't speak for the Shiattes up North but as an Easterner, I have never heard that IPOB set up blocks and was extorting anybody. Stories of maiming and extorting people only came up when Soldiers came with their Python dance as they wanted give a Dog a bad name to hang it. If IPOB had been extorting and maiming people in the East, it would have been big news long before Python dance.
