If you are going to allow e-voting, pass a Bill to allow it. Don't limit it, say with the use of card reader because a better technology might be there...

The wording of the process has to allow inec a full hand to implement a better technology for future elections.

What should be advocated should be to allow voters vote from the comfort of their homes through a very secure means. Anything that do away with polling booths and units should be encouraged.

Voters intimidating will be greatly reduced on election day as voters wouldn't need to turn up to a particular location where thugs will come with guns so as not to allow them vote especially in stronghold of the other contender.

This is Nigeria, just 2 gunshots in the polling area and everybody will run away with the police in front of the melee, voting from home can be done as in Big Brother Africa

nothing wrong with the clause you say? Do you know that is a loophole the politicians will exploit? Little wonder our constitution is nothing to write home about,to a level even the whites are exploiting. The case of P&ID comes to mind.

It cant be BVN.

It is supposed to be NIN.

My oiipinion is that electronic voting should be prohibited but the result should be sent both Electronically and physically (result sheet).

Collation officers will just arrived Abuja with result sheets while comparison with electronic result is confirmed if accurately accepted if not rejected.

That could however bring a stalemate when a state result is manipulated and doesn't tally.

I love ur idea but am sure power would still change hand should we go Dat way

am sure the online result would never tally with the hard copy hence causing mayhem around the country, after getting to court of law the story would still remain dat... I eehn! actually the electronic machines are faulty bla bla bla!! no b Nigeria again??

Say what you know, there are one thousand and one electoral reforms that will reduce election rigging to at least barest minimum such that rigging will become useless, but the problem is, will the stupid politicians agree to allow such reforms come into existence

If Nigerian government is serious with ending all these election brigandage and higihigihaga, all they need to do is pass full electronic voting into law.

Invite experts to submit proposals; we have cloud storage or even blockchain technology system used in bitcoin management, it can be employed to avoid hacking.

Almost every Nigerian above 18 years now have a BVN, make it compulsory that you cannot vote as a Nigerian without BVN. Have a centralized voting centers across local government areas like ATM hubs where people can go on election day to vote and go with their finger print to ensure they cannot sell their vote even if they decide to sell their BVN, their finger prints (maybe two fingers) cannot be sold. Install a camera at the voting machine center and let the camera be programmed not to allow anybody vote once 2 faces are captured, and then let INEC polling officers have a secret pass code they can use to allow disabled or aged people to be assisted to vote only by the INEC polling officer.

Each electronic voting center will be programmed to allow only the number of disabled people who must indicate during voters registration to be assisted, once that number of disabled people is reached, the system will never allow two person to be at the electronic voting boot to cast their vote, it will give a voice prompt; please go back, only 1 person allowed to vote at a time!

I have a full transcript of how electronic voting can be done in Nigeria and even how Nigerian leadership can be transformed to put Nigeria on the roadmap to greatness
How many electoral reforms have you witnessed in this political dispensation. Introduction of Card Reader was praised to be the perfect method to eradicate rigging of any form. I ask you, what is the relevance of card reader now?

showbest:
The Senate has begun a fresh electoral reform which has mandated the Independent National Electoral Commission (INEC) to adopt the much-awaited electronic voting method for future polls.
The lawmakers also compelled INEC to operate an electronic database into which all results in an election should be transmitted. A bill to amend the Electoral Act 2010 through which the reform would be achieved has already been published in an official gazette and debate on its general principles may begin on the floor of the Senate during the week.

A copy of the bill exclusively obtained by The Guardian also stipulates that data of accredited voters must be transmitted to the central data base upon the conclusion of the accreditation of voters which would be done through the use of the card reader.

“At the end of accreditation of voters, the presiding officer shall transmit the voter accreditation data by secure mobile electronic communication to the central database of the commission kept at the national headquarters of the commission.

“Any presiding officer who contravenes this provision shall be liable, on conviction, to a minimum of imprisonment of at least five years without an option of fine,” the bill also stipulates.

It prevents INEC from shutting down the central data base until all petitions arising from the elections are determined by a tribunal or court.

“In respect of data of accreditation of voters, including polling unit results, for an election, the commission shall not shut down its central database kept at its national headquarters until all election petitions and appeals pertaining to that election are heard and determined by a tribunal or court.”

On the specific provisions for the adoption of the central database, the bill, which is being sponsored by the Deputy President of the Senate, Ovie Omo-Agege and Abubakar Kyari (APC, Borno State), seeks amendment of section 65 of the Electoral Act 2010 by introducing a “National Electronic Register of Election Results.”

It states: “The commission shall compile, maintain and update on a continuous basis, a register of election results to be known as the National Electronic Register of Election Results which shall be a database of election results from each polling unit, including collated results of each election conducted by the commission.

“National Electronic Register of Election Results shall be kept by the commission at its national headquarters and any person or political party may obtain from the commission, on payment of reasonable fees as may be determined by the commission, a certified true copy of any election result kept in the National Electronic Register of Election Results for the federation, a state, local government, area council, ward or polling unit, as the case may be and the certified true copy may be in printed or electronic format.”

On electronic voting, the Electoral Reform Bill seeks amendment of section 52 (2) of the 2010 Electoral Act and introduced a new provision stating that “the commission may adopt electronic voting or any other method of voting in any election it conducts as it may deem fit.”

It was learned that many lawmakers are not comfortable with the additional clause which permits INEC to use any other method it deems fit and may delete that option during the consideration of the bill.

The current law completely prohibits the use of electronic voting as it states: “The use of the electronic voting machine, for the time being, is prohibited.”

The reform bill has also slashed the nomination fees charged by political parties. Presidential aspirants are to pay not more than N10 million while governorship aspirants are to pay N5million.

Specifically, the bill states: “For the purpose of nomination of candidates for election, the total fees, charges, dues and any payment howsoever named imposed by a political party on an aspirant shall not exceed: N150,000 for a ward councillorship aspirant in the FCT; N250,000 for an area councilchairmanship aspirant in the FCT; N500,000 for a house of assembly aspirant; N1,000,000 for a House of Representatives aspirant; N2,000,000 for a senatorial aspirant; N5,000,000 for a Governorship aspirant; and N10,000,000 for a presidential aspirant.”

The Bukola Saraki-led National Assembly had attempted the electoral reform but failed to get the presidential approval at the end. The bill sought to strengthen internal democracy, reduce the cost of politics, widen political participation and the conduct of free fair and credible elections through technological innovations and an electronic database.

However, there were concerns raised over the enforceability of some of its provisions.

President Muhammadu Buhari, in refusing to sign that bill, had said: “I am declining assent to the bill principally because I am concerned that passing a new electoral bill this far into the electoral process for the 2019 general elections, which commenced under the 2015 Electoral Act, could create some uncertainty about the applicable legislation to govern the process.

“Any real or apparent change to the rules this close to the election may provide an opportunity for disruption and confusion in respect of which law governs the electoral process.”

Now we are talking, unlike Saraki that wants an electoral reform and overhaul few days to the election

if this bill get signed, we have ample time to implement it and even test run it accross the country

..

How. Many times did Saraki sent the bill to the president before the last time that was close to the election ?

Please don't go kill yourself for Saraki matter of wwhich, he may decides to go back to APC and also decided to go back to PDP again until he get what he wants , yet the PDP and APC will still welcome him and celebrate him all time , but for you , you will just be here killing yourself with stupid hate that doesn't favour you and doesn't exist among the political actors...because of people like you supporting APC and PDP blindly , it make it difficult for me to believe that we will ever get things right one day in Nigeria, you always supports everything about a particular party you belongs, even they r getting it wrong, Tell me why the politicians will NOT capitalise on you people gullibility to move from one party to the other in order to steal your destiny generation

this is the way to go but this is still my suggestions :
lets go electronic voting with our NIN (National Identity Numbers) as a check against manipulations
with it u can vote with ur phones
those without phones will vote on an INEC stationed machines with their numbers

the NIN numbers will serve as a check against double voting and rigging

this will totally eliminate thuggery, ballot snatching, killings, reduce court cases . court cases will even be easier to decide without much complications
it will enhance good governance because the elected official will know that u will be voted out if u dont perform and the citizens will be the better for it
it will no longer be a game of who is the best killer and federal might

Your voter's ID is also specific to you alone.

Voters ID has too many loop holes..people were registering underage kids in some areas..this can never happen with BVN....After u register voters card....before election starts and U relocate to another place, u can’t vote anymore unless U go back to that location...this is not fair at all. In addition, On the day of election many pples card don’t get accredited...

But The BVn platform have proven to be valid and secure over time...
u walk into any bank in this country irrespective of the bank that registered u, the validation never fails..
In 2014 when they introduced it, so many ghost workers operating different accounts with different names collecting different salaries from different ministeries...were exposed cos they couldn’t fake the finger print in two places...
Till tomorrow they ddnt have access to the remaining account with names different from their original name...
...if there’s anything the government got right..it’s that BVN platform and it’s time to integrate it will all our ID card system, including passport & drivers license...and voting system...

It’s the best way to curb under age voting, stop intimidation and voting centers and the repetitive violence....
