spiSeyi:True that It was the introduction of Aguiyi Ironsi's unpopular unitary system of government via the Unification Decree 33 in 1966 (after the Kaduna Nzeogwu-led military coup) that led to Aguiyi Ironsi's military government moving a lot of Ibo workers from the Old Eastern Region to work in the Civil Service of the Old Northern Region and the Old Western Region. In a multi-ethnic society such as Nigeria, it was wrong for Ironsi to have moved Ibo workers to the Old North and Western Regions from the Eastern Region thereby depriving folks of those areas from being employed according to history and geopolitical Analysts. This made a lot of ethnic groups especially in the North of Nigeria and the Niger Delta according to Chief Harold Dappa-Biriye to complain about the nepotism of Ibos. Chief Harold Dappa-Biriye (who was an indigene of Bonny Island and the father of modern Ijaw nationalism) granted a 2-page interview in 1999 in the Guardian newspaper while he was in Port Harcourt, Rivers State and he talked about this same aspect of Ibos trying to deliberately dominate all parts of Nigeria in the 1960s through Aguiyi Ironsi's Unification Decree 33 and that it led to fears among especially the ethnic minorities such as the Ijaws and others in Nigeria and the North of Nigeria. He further accused the Ibo politicians of the 1960s of sponsoring the Nzeogwu-led coup plotters who he refered to as school boys because they displayed a great deal of in experience. Chief Harold Dappa-Biriye bluntly said in that interview that the Yorubas were far ahead of the Ibos in education and development and the Ibos got up and we're trying to RIVAL the Yorubas in every position which culminated in the Unification Decree 33. This highly irresponsible Decree 33 is one of the major reasons why the Northern-led counter military coup of the middle part of 1966 took place with General Yakubu Gowon becoming the new Head of State of Nigeria from 1966 to 1975. I still have scanned copies of that explosive Guardian interview that Chief Harold Dappa-Biriye granted in my archives. If I find the Guardian article, I'll upload it here.
