Since the 1960's these civils wars and post election unrests   are mostly related to  presidential palace.
zaire, congo (brazzaville),Rwanda,Tchad,Algeria, Nigeria, sudan ,Ivory coast, Central african Republic, Angola, etc.Millions of lives have been lost for the glory of such or such,while we all know once in office those for who people are dying  sometimes do not deliver,even worse some are crooked and hypocript robbers more concern with  the volume of the president's shadowy budget.
So here comes the question: what can africans do to stop this calamity? what to do with power greedy  men in uniform?
1) Cut  the president's paycheck ( exemple less than $3000 /month) to make this position less attractive?
2) Elect a less powerful prime minister who has to be changed every two 3 years?
3) Fire all men from the army and let only  women in?
4)what about foreign negative influence ?
5) Hire an outsider CEO  as big corparates do and let him /her run the country under a contract?
