WIRED CYBER CAFE
Majorly,all you need do is to get your pc's and put them all on a LAN. You can then share your internet connection from the server computer and manage internet access from the server computer. You can later consider getting a cafe timer and generate tickets!

WIRELESS CYBER CAFE
In this case, all you need do is to have your laptop with wireless card. Then you can install CuteHotspot(what I use) and read the manual for how to configure access, generate login page, generate tickets, buy, sell and transfer time and so on!
