I smell sarcasm here,but lemme indulge you.'igbho smoking' does not add or reduce ur level of intelligence.It only amplifies ur current state of mind.

For instance,if u like reading a lot,after smoking u would always wanna find a way to read cos it would increase ur concentration level and vice versa. I guess that's why criminals use it a lot.
