I suppose the apropos term would be informal, not ghetto. People in sundry classes use this form of speaking, from the very illiterate to the very literate.

Yea, tone can change a statement to a question, vice versa.
But if you wanna be politically wrong, you can let your tone determine which one it is.
In a professional setting, you're going to have to use question markers.

Unfortunately, I don't speak Russian so will never get to understand your point. But I believe it wouldn't be different from the other arguments some hold for French which I don't think is right. Thank you for explaining anywhere.

If reporters are asking questions without question markers simply mean they are making a mistake. It's as simple as that. A comment is different from a question.
Haven't you seen where the subject of a question replied; is that a question?. I mean Obama can decide not to answer such question, if it wasn't asked as a question in the first place.

I still disagree. Even in professional contexts, some folks still phrase their questions this way. It is not mostly a primary question. For example, while I was giving a talk about my research on Ray Tracing last summer, I erroneously made a statement whose contra-positive was false; one of the professors in the audience quickly interjected and asked, "So if you use bounding boxes, the algorithm running time would be polynomial in the number of pixels?"


Speaking rules are different from writing rules.
Even watching President Obama's press conferences, I have seen reporters ask questions without question markers...

A question does not necessarily have to be placed at the beginning or end of sentence.If you speak Yoruba (which I know you do), you'd know how.

In this case "Would" is acting as a question marker, presents an "uncertain" situation. Understandably, it could still stand as a statement if the question tone is removed.

If i was the one asking that question, I'd lay emphasis on "would".

PS: Most people in a professional settings don't speaks formally anymore. Well, this just shows the mutating dilemma of the English language.

cr8v: Don't agree, its almost in all languages I know. In colloquial English, if you ask, "Mum at Home?" The answer could be "Mum, at home". It depends on where you paused and the physical gesture that accompanied your response
is mum at home not mum at home.

since_1914: It is also the same in Russian language to some extent. The difference is that in pidgin English we stress the last words (syllable?) to differentiate a question from a sentence, while in Russian the stress starts with the very first word of the sentence.
