It is not uncommon to hear state governments in Nigeria tag their annual budgets in some stylish colouration and hope-driven titles. I personally do not think this affects in any significant manner the impact that accountability and implementation has on that budget. For instance Borno's current budget is tagged "Budget of Collective Renaissance" in a nation of almost failed and unrealistic hopes.

In your opinion, does tagging budgets have any impact or meaning in real terms?
