So it's a progression.

We have narrow gauge train lines that are not good for high speed rail services. You replace them with standard gauge tracks.

We had trains that were lying idle at the trains stations and workshops. You re-activate them.

We have the Ebute-Metta rail workshop (where the Peugeot J5 train engine was built in the early 1990s). Train coaches and engines have been maintained there in the past, but it has been starved of funds in recent years. You increase funding to the workshop. You sign an agreement with General Electric to upgrade and modernise the workshop.

You craft a bill to allow private companies to run train services. Although the National Assembly is slow to pass the bill, you approve private train services at the Apapa Port, the Lagos Rail Transit Scheme and the Abuja Metro.

You rehabilitate the rail line at the port so that goods can be moved directly from the port to various destinations across the country. (Think of the relief for commuters around Apapa who won't have to contend with those terrible trailer trucks).

People see that you are serious, so:

General Electric establishes a plant to manufacture and assemble modern train engines, coaches and power plants.

China gives you a loan to complete the new Abuja line (link to the National Line) and the Abuja Metro.

Companies book trains to freight their goods (this brings in much needed revenue) eg wheat, petroleum products, mattresses, etc.

We are making progress.

GEJ along with the management of the NRC are taking PRUDENT FINANCIAL baby steps in REVIVING the moribund rail sector after decades of neglect by rehabilitating old, abandoned locomotives and coaches.

That is very good management of funds to produce reliable results unlike Governor Babatunde Raji Fashola, SAN who is spending Lagosians' money to buy old Toronto trains that are to be decommissioned for safety reasons.

Governor Babatunde Fashola is negotiating to buy 260 used train coaches, which are being phased out by the Toronto Transit Commission (TTC) due to safety concerns. shocked

Toronto is a major city in Canada, and the TTC operates the train transit system there.

The used train coaches being ordered, the H-5 and H-6 models, were manufactured between 1976 and 1989, and are meant for the Lagos light-rail project.

Work is already on-going on the new above-ground Lagos light-rail system along the Orile-Badagry axis. The rail system is designed to carry 1.5 million people a day, and meant to reduce traffic congestion.

Fashola visited Toronto earlier this year to inspect the TTC trains. A Canadian publication, NOW Magazine, in a recent edition, quoted a TTC spokesperson, Brad Ross, as saying: I can confirm that the TTC is in discussion with a third party that wants to purchase trains for Lagos, adding that over a period of time, they will be taken out of service and then transported over to Nigeria.

According to the publication, TTC's old H-5 and H-6 models will soon be decommissioned as the Commission rolls out its new fleet of Rockets trains. shocked

Lest we forget, Alhaji Lateef Jakande, the real ACTION governor started the metro system construction in 1983 before General Buhari overthrew our democratic goverment by COUP D'ETAT and locked up even progressive governors like Jakande, Ambrose Alli etc in prison while keeping his fulani brother, president Shehu Shagari in comfortable house arrest in Ikoyi.

Meanwhile some people nor go let us hear word dey talk sey Fashola is the best thing after sliced bread and should be promoted to president.

vivacious vivi: This may slowly put some Logistics companies (dealing in long-distance freight) out of business.
Good move all the same.

The logistics companies do not have to go out of business.
There is an English word called ADAPTATION.
They can adapt their business model to the new realities of haulage by rail and buy/rent freight coaches that will be pulled by the trains from point A to point B instaed of using the road and trailers.
Quite simple, really.

Call it scrap metal if you wish, there are tons of metro authorities using (constantly maintaining) such types of "scrap metal" including the famous U.S. known Amtrak. Other then the NE corridor line, all other line representing more than 70% traffic uses that "scrap metal". NY subway used the same good ole "scrap metal", their aged flee was more than 40 years old until few years ago when they replaced a good portion of it. I can go on and on, but you're welcome to call it any name you wish, if it moves people and goods, and makes revenue, it may not be the best, but it's affordable for the poor.

You want to compare other countries maintenance culture to Nigeria's Look the London Underground before they were upgraded recently they were using fleets from the late 60s to early 70s. Arik that was commissioned in 2008/09 have you seen their planes? I would ask again with our maintenance culture how many years do we expect to get out of those scrap metals?

The same train tracks the british constructed is what NRC is still using.In common Spain,they have trains that can go 160Km/Hr.I just wondered, Nigeria came to being officially in 1914,almost 100 years, we are not progressing but retrogressing.Nigeria of 1960 is far better off than Nigeria of 2014. What a shame. Nigeria's best brains run out of Nigeria. In Saudi-Arabia alone there are over 5000 Nigerian specialist doctors. Add,US,Canada,Europe etc. Many best brains that get can't get out of Nigeria,have their dreams buried forever.

THE Federal Government may have achieved some milestones in its efforts to turn around the nation’s transport sector, going by a 61-page document presented recently to the Federal Executive Council.

The development is expected to be further facilitated by a major part of the $1.1 billion (N160 billion) low interest loan recently secured by the government from China.

Specifically, the rail sector in particular and inter-modal transport scheme would be given priority under the programme.

 The 61-page document stated that the rehabilitation of over 90 per cent of the entire existing narrow gauge lines throughout the country is ongoing and at various stages of completion. 

  The rehabilitation, according to it, is the first segment of the 25-year railway strategic vision.

 [b] The document revealed that the contract for the rehabilitation of Apapa port railway network and signal works, made up of double track of 1.5 kilometre each, was executed by the Nigerian Ports Authority (NPA) with a sum of N860.7 million and completed last November. 

   Also, the main Western line of Lagos-Kano, comprising 1,124 kilometres, is now completed, while the 1,657 Eastern line, that is Port Harcourt-Maiduguri, is expected to be completed before the end of this year.

 The rehabilitation of mainline from Ebute Metta junction to Apapa local station by the Nigerian Railway Corporation (NRC) is now completed, while the sidings are in the process of being rehabilitated.

 Other rehabilitation/upgrading works that are either completed or ongoing include 488-kilometre Lagos-Jebba gauge line awarded to China Civil Engineering Construction Corporation (CCECC) Nigeria Limited at a sum of N12.3 billion, which is now 100 per cent completed; 636-kilometre Jebba-Kano, awarded to Costain West Africa Limited for N12.2 billion (98 per cent); 1,657-kilometre Port Harcourt-Maiduguri, awarded at N5.6 billion to Ansaldo A3 and O Limited (25 per cent); 463-kilometre Port Harcourt-Makurdi, awarded to Eser Contracting West Africa at N19.9 (42 per cent) and 554-kilometre Makurdi-Kaduna, awarded at N24.5 billion to CGGC (32 per cent).

 Others include 640-kilometre Kuru-Maiduguri track lines, awarded to Lingo at N23.7  (15 per cent); 221-kilometre Zaria-Kaura Namoda, awarded to Duluidas at N3.2 (41 per cent) and supervision of all the 3,002 railway track rehabilitation projects awarded to Roughton International at N1.5 billion (63 per cent).

  Within the period under review, the administration procured 25 new locomotives from General Electric and refurbished 366 coaches and wagons. 

   Twenty oil tank wagons were procured January last year; five railroad emergency vehicles in March, and 60 tons overhead workshop cranes in November.

  Three rail inspection vehicles were expected last March, whereas four new locomotives are expected to be delivered next month; two sets of diesel multiple unit capacity of 540 passengers each by December and six modern air-conditioned coaches with capacity of 68 seaters each, also in December.

  The scheme also saw an investment incentive memorandum of understanding signed between General Electric and the Federal Government for upgrading and development of a multi-modal locomotives assembly facility in the country to handle an initial target assembly of 200 locomotives, over 10 years, under a special country to company relationship.

   Jonathan, as part of the sector revamp programme, granted approval for the remodeling and redevelopment of major railway stations to incorporate modern commercial outlets under public private partnership arrangement. 

   The stations to benefit from the remodeling programme are Iddo terminal station, Ebute Metta junction station, Ilorin station, Kaduna junction station, Kano station, Port Harcourt station, Enugu station, Jos station and Gombe station.

  Under modernisation programme, 274-kilometre Itakpe-Ajaokuta – Warri, awarded at a sum of N33.1 billion to Julius Berger Plc and TEAM Nig Ltd as consultant, is 77 per cent completed with track work done. 

 A sum of N23.7 billion has already been paid for the product. Also, the 1,342.50-kilometre Lagos – Kano original contract awarded to CCECC Nigeria Limited with TEAM Nigeria Limited as consultant at $8.3 billion is segmented.

  Under the segmentation, 187-kilometre Abuja-Kaduna is ongoing and 65 per cent completed. It was awarded at a sum of $874 million including consultancy fee of $24.6 million. The 180-kilometre Lagos -Ibadan was awarded at $1.530 billion.

 However, the 200-kilometre Ibadan-Ilorin, 270-kilometre Ilorin-Minna, 145-kilometre Minna to Abuja and 360-kilometre Minna-Kano standard gauge lines are yet to be awarded.

  But, the Jonathan-led administration has commissioned consultants to conduct feasibility studies in respect of new standard gauge rail lines. 

  The reports of the studies, which will consist of outline business case, are to be made available to potential investors for consideration.

  The lines for which the feasibility studies are to be undertaken are 300-kilometre Lagos-Benin rail line, high speed 615-kilometre Lagos-Abuja, 533 kilometre Ajaokuta to Otukpo, 520-kilometre Zaria-Benin Koni, 500-kilometre Benin-Aba, 280-kilometre Eganyi-Abuja and 673-kilometre Benin-Obudu cattle ranch.

  Studies for Port Harcourt-Maiduguri, Ikom-Maiduguri, Kano-Ngala, Kano-Jibya and Illela-Makera are to commence this year[/b].

What do u know than argue aimlessly. NS, Deutche Bahn, NMBS etc have old trains on their tracks. U want government to buy high speed train so that u can pay 4000 naira from Lagos to Kano?, TGV from Amsterdam to Paris, a journey of about one and half hour cost €110, can everyone afford such fare in Nigeria?.

NO GOVERNMENT ESTABLISH A VENTURE FOR FREE, AND NIGERIA IS NOT AN EXCEPTION.

That cheap and free mentality in Nigeria must change.
