africaken254: And yet you, the civilian, tried to argue with me, the man in uniform, when I told you Kenya will never be re-imbursed for the use of its naval assets in Kismayo because: 1) When Kenya incurred the expense, it was a unilateral mission and not part of AMISOM; 2) AMISOM is an AU - not UN - mission and the AU doesn't have the funds; 3) The EU and the US voluntarily fund AMISOM and can withdraw their funding anytime for whatever reason; 4) The UN only has a political mission, UNSOM, to support Somalia's nascent government and to sometimes help with airlift for AMISOM; and 5) UN approval for AMISOM =/= UN funding. 2 Likes |

frumentius:Your number 5 there is correct but also answers thequestion ...... essencial Amisom is an AU mission, but with APROVAL from the UN, and specifically, its mandated by the UN security council... So the AU and Amisom are free to do their thing, as long as its on the mandate of the mission, when KDF was joining Amisom, it negociated with both AUand UN, even after approval from AU they had to wait for the approval of UNSC , and thats when the UNSC refuse to include naval assets and fighter craft of kdf as part of Amisom... and since they refused, tge EU and US did not want to fund those resources since they are only intrested in funding Amisom and not individual entities, but since the same countries are the ones that refused kenya's request through the UNSC...we. could say they just didnt wanna fund the use of those assets period. here are exerpts from articles from 2012 when kenya was joining amisom, notice how they keep quoting UN mandate.. -----(( KDF Spokesman Colonel Oguna said Kenyan troops would retain the right to use maritime resources outside the new UN mandate if its sea borders were threatened.This is despite Wednesday’s mandate allowing them to join Amisom, which bars the use of seaborne military equipment. ---)) ----(( A report by the UN Secretary-General Ban Ki-moon reveals that Kenya will provide 4,700 troops and will be based in Sector 2, covering Middle and Lower Juba regions (Kismayu). Till now, the Kenya Defence Forces, which entered Somalia in October last year, have been secretive on the number of troops on the ground, although it is estimated Nairobi has at least 2,000 soldiers in the neighbouring country. The UN has authorised Uganda and Burundi to increase their troop levels in Somalia to reach the 12,000 mark, up from their current strength of 9,500 troops. Kenya, defence officials said, is awaiting a decision by the AU and the UN Security Councils on when the country can formally join the Somalia mission. Fidha254: Exactly what I've been saying all along. And since the AU doesn't have the funds to re-imburse Kenya and other AMISOM participating countries, they went begging to the EU and the US. Both those entities aren't funding because of the milk of human kindness, but for realpolitik self-interest. And since he who pays the piper plays the tune, there's a price to pay should the participating countries refuse either to dance, or get it into their heads that they'd prefer a taraab tune to the piper's waltz. As Burundi has just found out. Trump's team has also just asked the State Department to justify why the US continues to fund AMISOM after 10 years "with no Al-Shabaab defeat". The moral of the story: the African contribution to the AU's funds cannot continue to be funded by mainly 4 countries: Algeria, Egypt, Nigeria and South Africa. 50 countries collectively pay about $40 million (with many still in arrears) whilst the 4 pay over $250 million! Of course Gaddafi used to pay for some of them so that they'd vote for his mad schemes, but that era is gone. That's before we even ask why the AU should be funded by donors! 1 Like |

africaken254:LOLZZ.... this photo justifies my recent post in the technical thread , Su-30 series air frames don't have the stress tolerances that are required for flying terrain-hugging flight profiles. also their existing X-band multi-mode radars don’t have with low-altitude terrain avoidance mode or automatic terrain-following capability or weather-mapping mode and nor are they equipped with low-altitude navigation pods unlike the Rafales. any radar station mounted on the mountains will simply not register any blip because the rafales flying in the terrain hugging mode will be below the radar horizon and also the background ground clutter will make it extremely difficult for any radar operator to pickup the rafale , even if it shows up in the radar screen for a short time. PRESS RELEASE Re: THE RANN ACCIDENTAL AIR STRIKE The Nigerian Air Force (NAF) is saddened by today’s accidental air strike by its fighter jet at Rann in Kala Balge area of Borno State in which some innocent lives were lost. While available information is sketchy, the Theatre Commander OPERATION LAFIYA DOLE is taking appropriate steps to avail us with details of the incident. The loss occasioned by this unfortunate incident is deeply regretted. The NAF commiserates with those affected and their families and would update the public as soon as detailed facts emerge from the investigation.

Also did you notice that the EU only said they'll pay Burundian soldiers directly and not through the govt? If Nkurunziza cared about the mission or Somalia, he wouldn't have withdrawn the troops. |
