You apply to write at any of the British Council offices nationwide and or explore the Online version if you are self-studying. Another option would to visit accredited trainers - Philips Consulting etc and book to write an exam through them after undergoing requisite training.

Note that it might be cheaper if self-studying and siting for the exams outside the accredited trainers. All the best to you.
