Failure to do so will result in the defaulter been disqualify and the opposing or supporting side that duely declare availabily will automatically be declare as the winner. 2.) PROCEDURES 4:55 – Debaters and judges take seats, register presence, while schools post their school Anthem 5:00 – Coordinators declare the debate open 5:00pm – 5:20 - Debaters post their arguments. Within 15 minutes. Better if less than 750 words to make it easier for judges to read all, but no harm making it longer, but it must not exceed 850. 5:20 – 6:20pm - A debater takes on his opponent, attempts to puncture his opponent’s points. This a debater does by quoting, highlighting the area to puncture and countering it i.e regular way to reply on Nairaland. While this is going on the judges can take their time to go through the write ups by the debaters. And also Debaters respond to punctured areas in his earlier arguments. He may buttress further. At this time frame. 6:20 – 6:40pm – Judges post questions to debaters either based on what the debater has posted or just reasonable question within the theme. Judges should be specific as to who they are posting the questions to. E.g “Mr ...., could you expatiate what you meant by so so so? or ...., pls give examples of your claim that xxxx”. THE CBN GOVERNOR HAS EMPHASIZED ON THE NEED FOR A CASHLESS SOCIETY FOR A BETTER AND STABLE ECONOMY, DO YOU THINK IT IS NECESSARY. Recently in Nigeria, issues on the CBN cashless policy have constituted the themes and subject matters of many workshops, conferences and symposia. They have also made headlines on pages of the national dailies and periodicals and have become subjects of discussions in learned circles. The considerations ranges from the constitutionality of the policy to its economic advantage or disadvantage and criticism. Many have argued and talked about the advantages of the cashless policy, but we must know that the cashless policy is not all roses. It has much challenges as its benefit(and even more challenges). But before I continue, I would like to give honour to whom it is due. Good day, Mr. Chairman, our highly placed co-ordinators, my co-debaters and the informed audience. All protocols duly observed I am here to oppose the motion, why it is not necessary for CBN to turn our economy into a cashless society. Various issues have been raised about the viability of the policy in view of the enormous challenges confronting its effective implementation and the ability of the CBN to effectively water the storm and carry out the policy as planned. Cashless society is not all about the positives. Infact, there is some very dark and great hidden dangers associated with cashless society which could even outweigh the pros of cashless society and that's why I am considering the cashless society as unnecessary. First and foremost, I would like to define the word `cashless economy or cashless society'. A cashless society or an e-payment system is a situation where there is little or very low cash flow in a given society, thus, every other purchases and transactions will be made by electronic funds transfer, mobile payments, multi-function ATMs, internet banking and a significant increase in point of sale[POS] penetration and usage. It simply refers to the widespread application of computer technology in the financial system. Payments under this new system will range from a list of options such as cheques, wire transfers, debit and credit cards, online transactions and mobile banking. We must all know that the challenges facing the implementation of a cashless society is very enormous and when we consider all these, we would discover that the cashless society is unnecessary because of the fact that trying to solve these challenges is like adding more problems to problems. There are many challenges ranging from broadband infrastructures, tested and accredited application software, trust economy, legislation, human skill capacities, call centre backbone, consumers profile data, data protection as well as security and credible regulations that need to be put in place. If we consider the political and economic situation which our country is in, we would know that all these challenges confronting the implementation of this cashless society cannot be easily overcome say five years or even more, and if a program is faced with a lot of challenges and the challenges are not fully minimized to the bearest, the program is tantamount to failure and hence unnecessary. The reason why I am standing on the opinion that the cashless society is unnecessary is the issue of security. The issue of security is standing as a major obstacle to this cashless society implementation and its making it unnecessary. Of course, many have had unpalatable experience of ATM fraud, which is now raising serious security concerns on the planned e-payment system. The reliability of the system to prevent any act of hacking by intruders remains a major threat. The target of most malicious hackers is to steal personal information such as credit card numbers, or to conduct banking transactions without authorized permission and many more other vices. These misconducts could cause huge losses and creditability damage to victim Suffice it to say that the apprehension over security of the system is not only coming from the non-elites infact the technology savvy are wary of cyber attacks as they argue that the Nigerian cyberspace is not secured. Even, speaking at a forum on cashless society recently, Mr. Tim Akano, the Chief Executive Officer of New Horizon, warned that while considering the imperative of cashless economy for security, stakeholders should be aware that what hackers steal through cyber attacks is a thousand times more than what armed robbers steal in cash. He cited a recent incident in California[a state in the United States Of America], where two young guys under twenty-five made away with $13million in a single attack on a bank by writing software to break all security barriers to withdrawing more that certain amount on a single day. IT security experts observed that Nigeria has no cyber security emergency response program in place, noting that if the country is attacked on cyberspace today there is no way of knowing. Like for example, the story of a graduate of Federal Polytechnic Ilaro, who had distinctions in computer science and engineering, and could not find a job, he later went to learn hacking and he hacked a lot of agency sites like that of JAMB, FRSC etc. If someone can do such thing, do we think he cannot do the same to that of CBN? Even findings show that even countries such as the UK, US and other developed countries where high compliances to internationally-acceptable security standard is maintained, cases of hacking has been constantly reported. For instamce, Sony which is a policy ICT company with international reputations lost about $3.2billion which its equivalent to about #512 billion after its Play Station network and Sony Online Entertainment services were hacked. The personal data from more than 100million accounts were reportedly compromised in the security breach. This amounts more than the estimated revenue generated in Lagos state, #399.8billion in 2012 Under cashless society, monetary system, the access to your money contrary to what you may be led to believe, is never under your control rather it is absolutely in the hands of the person(s) at the database who are at will to determine what amount you can withdraw or transfer as well as the transaction charges and also when you can effectively carry out such transaction. Cashless society introduces a very terrible dimension to the issues of loss of privacy. Everything from the least to the largest monetary transactions. And we must know that in the FUNDAMENTAL HUMAN RIGHTS OF NIGERIA, there's freedom to use property as you which and as at when due, but cashless society doesnot give chance for this. The erratic nature of humanbeings can never be overlooked when it comes to electronic system of payments. We may hand over some level of control to the machines but we can never neglect the fact that human input must still be there somewhere along the line of everything to work perfectly There could be issues of password, PINS forgotten, credit/debit and ATM cards can be misplaced or even stolen. Cards can also expire or damage and replacement willnot be instant or easy, thus making it impossible for instant payment of goods/services. Computers which are programmed by humans might malfunction and produce outrageous, ambigous and inexplicable results. You might sadly find out that you owe more than you even fathom-all of a sudden. If we look at our educational system in Nigeria, we would discover that it's nothing to write home about,whereby students are not that good and conversant with the use of IT. It is believed that higher percentage of Nigerians are illiterate who may find it difficult to adapt to the system. So if the average Nigerians cannot adapt to the system, why then should we opt into it? So its unnecessary. I would conclude with the words of the President of the Institute of Software Practitioners Of Nigeria, Mr. Chris Uwage. He said:` no country in the world today. In conclusion, we must all know that the cashless society which we want to embark on has so many challenges and due to all its challenges, I think it is unnecessary if we embark on it because the loss which would be encountered would be much and even the cost of minimizing these challenges is outrageous. I would end by quoting the President of the Institute Of Software Practitioners Of Nigeria(ISPON), Mr. Chris Uwaje. He said:` No country in the world today is cashless' and care must be taken in applying and using that phrase. Any transaction is a process and it is strategically imperative that Nigeria focuses on the process of the transaction rather than the transaction output called cash. Good evening chairman, coordinators, my highly esteemed judges, co-debaters and audience CASHLESS SOCIETY SHOULD BE INTRODUCED IN NIGERIA SO AS TO HAVE A STABLE ECONOMY Over the course of history, there have been different forms of payment systems. Originally barter was quite common. Eventually various forms of money were introduced. In the mid twentieth century, charge cards and notes debuted. Ever since then, pundits have been predicting the demise of paper instruments and the emergence of a cashless society. A cashless society could be defined as one characterized by few notes and coins in circulation issued by a central bank. Within the last decade or so, our world has become rapidly more digitized, For example we now have internet purchases and social interactions made via short message service (SMS), e-mails and social networks on the internet, two important factors that have contributed to this development are the use of mobile phones and the use of the internet¤¤a part of the above mentioned digital purchases is digital payments. And when everything else is mobile, the payments have to be mobile too; we have to be able to pay for goods and services no matter where we are. Thus there is a need for an electronic wallet, an e-wallet, with which mobile payments can be made. Mobile payments are defined as payments for goods, services and bills with a mobile device such as mobile phones, smart-phones, or personal digital assistant (PDA) by taking advantage of wireless and other communication technologies. The electronic cash payment system is very convenient, even people who are ill can use it from their sick bed. The time it saves for an individual cannot be overlooked; someone who works in an office can pay his bill from his office without much stress or waste of time. In a cashless economy money is easily accessed, money is instantly available for everyone without having to be carried around while currency exchange will be largely unnecessary. ¤¤ A cashless society will be a big booster for bringing economic uniformity in the world. A cashless society will further enhance the globalization that characterizes our present time. Replacing paper cash with cashless credits or electronic money transfers will also minimize illegal drug trade, human trafficking, terrorism (will have less access to physical money) and corruption. ¤¤ A cashless society will go a long way in making our society and the earth a better place to live in. Physical money in not traceable, unaccountable, easy to hide or lose, steal, counterfeit and spend without a trace. As such, paper money has allowed all sort of criminal activities to thrive. In a cashless economy, violent crimes such as bank robberies, store hold ups, armed robberies, employee cash theft, armor car heists, kidnap for ransom and purse snatching would be significantly reduced if not entirely eliminated. A cashless society would check crime rate health problems and the environment; these in turn affect the economy of the nation. Robbery cases in the country would reduce drastically because people would carry only small amount of money or none, wherever they go or in their homes. Stealing would be discouraged because what they would get from a robber attack would be so small. People who engage in illegal businesses would also be affected. Most of these illegal businesses involve the use of cash because of lack of trust between the parties and to avoid being tracked if one party is caught. A cashless economy would discourage such illegal transactions and subsequently save the nation billions of naira that is lost to illegal activities nationwide e.g. oil bunkery. There is also the reduced risk of transferring diseases in a cashless economy. Citizens would be less likely to become ill due to contamination from bank notes and coins, as cash has been identified as disease carriers and medium of disease transmission.¤¤the environment also is not spared because the resources used for making coins, notes, polymers etc. Are gotten from our natural environment, mining, plumbing, excessive farming and the use of harmful chemicals affect our environment negatively. This indirectly affects the life standard of the people living in our country. ¤¤This cashless policy will also help reduce corruption. Paper money is untraceable but e-money can be easily traced, this will discourage our corrupt politicians from looting our money. In short, this new policy will help make life easier and more comfortable for everyone. I'll advise anyone who thinks this policy will fail to go back and do a little research on how people reacted when GSM was first spoken of in Nigeria, it was condemned by pessimists, but today we are all enjoying its presence. I am convinced that if the CBN fully introduce a cashless system in Nigeria it would be a huge success ; what we should all be talking about is how to make it successful and not how to stop it. |

I am Elliotwiz1[second speaker representing (NDU) and I'm supporting the motion: A CASHLESS SOCIETY IS NEEDED FOR A BETTER AND STABLE ECONOMY.¤¤ A cashless economy is one in which very few notes and coins are in circulation, all purchases in a cashless economy are made by credit cards, charge cards, cheques, or direct transfers from one account to another through mobile banking. The central bank of Nigeria led by it's governor Sanusi Lamido Sanusi has put forward a policy requiring that all cost withdraws and deposits be set at a daily fixed limit to enhance the progress of a cashless economy. The central bank of Nigeria's reason behind this policy is because of a lot of issues affecting the financial system, from trying to check money laundry and illicit activity, to inflation, cost of maintaining an economy predominantly cash based or just good old change which is one factor that is always constant in life. For many years developed countries like Canada, unitedkingdom, Sweden, France among others have run their economy through electronic payments without hitches. Interestingly a lot of other African countries have keyed into this system, embracing electronic system of payments while dealing with less of cash. Countries like Kenya, southafrica, Tanzania, Ghana, Namibia amongst others have become reference points in the continent in terms of electronic payments. These African nations are not very different from Nigeria, they adopted the cashless payment system fully and it worked for them. The problems that may reta rd the cashless system in Nigeria are also present in these African countries but that did not stop them. They took the bold step that has made a difference between them and other African countries. I think now is the right time for Nigeria to fully implement this cashless policy become of the numerous benefits the whole country would derive from it. In such an economy, payments would be made from a list of options such as cheques, wire transfers, debit and credit cards, online transactions and mobile banking. The advantages of a cashless economy are enormous; it helps to regulate, control and secure the financial system of our economy. This new initiative would enhance banking habit among Nigerians, especially among the rural dwellers so that they can easily transfer money to their people wherever they might be. A cashless society will also ensure transparency in business transactions. It is also envisaged that a cashless society will offer multiple payment options and give immediate notifications on all transactions on customer accounts. It will make us become better spenders; some service providers will provide services that can notify us when we go over our monthly self-appointed allowance. This would help make us better budgeters; Something that is very vital in acquiring wealth. It will also be beneficial to the banks' merchants; a cashless economy wound ensure large customer coverage, international products and services and branding; increase in customer satisfaction and personalized relationship with customers and easier documentation and transactions trading. A cashless society in Nigeria will be a successful one because it is really cost effective on our banks and also risk free. An economy were cash is utilized to the maximum will unarguably grow exponentially and this is what the CBN is aiming at. If you've eve done a research on the cost banks incur on insuring depositors money as well as cash evacuation from one point to the other then you would understand how a cashless economy would help reduce the weight of costs on banks. In a cashless society, the CBN can easily monitor money in circulation, cash malhandling will be reduced, less will be spent on minting of new naira noted; the cost of minting the naira is so high, specifically the average cost of producing a naira note you have in your hand is about #4 producing 1 billion Notes of naira will mean spending 4billion naira. So now you see why the CBN is calling for a cashless economy. He wants to reduce the cost involved in minting our naira as much as possible, another related issue is that the naira is not durable and that affects the number of notes printed yearly. On the side of customers/masses, transactions will be done at the comfort of their home electronically without fear of being attacked. You can sit in the comfort of your bedroom and with just a laptop and internet connection and effect cash transactions in seconds; something that will normally stress the hell out of you in the usually overcrowded banking halls. The use of mobile phones is very common in Nigeria. This is a factor that would ease the development of a cashless economy;This cashless, if fully initiated would also help discourage corruption ranging from the 20 naira policemen take at checkpoints to the billions our greedy politicians steal. The government will also benefit from cashless economy in the area of adequate budgeting and taxation. Paying tax, which is something that is essential for the economic growth of a country will be unavoidable because all cash transactions would be electronical. A cashless economy will also enhance effectiveness of monetary policy measures to curb inflation and stabilize the economy, in the interest of all; leading to economic growth and development that will ultimately create jobs and improve the economic well being of the country. There may be many challenges that would make it look like this policy would make things worse, but fear not, this policy will encounter those challenges at initial stage but before you know it, we shall be better for it. What we should be worried about is how to make this policy a success by enacting laws to guide online transactions and not try to stop it. |

To The NDU candidates, you guys are talking about the advantages and forgeting about the challenges, don't you know that challenges do affect the success of a program, why go into it when you know that's it's going to result into failure. first of all... Aysuccess i want to make a correction to your essay. A cashless economy doesn't mean 0percent cash flow, it means physical cash is reduced to the minimum and not totally cash less....no economy can survive without physical cash. |

Emphasis was also made on the malfunctions in the computer system. A well secured code as you know would be used for the cashless society. Take for example the master card. Before now, hacking it was as easy as getting the 16 digit pin, the Security number and expiry date. But due to advances in the digital world, an extra pin has been created which is known to just the owner of the card. And you said, hacking happens in all walks of life. If the CBN site is hacked, what is the fate of Nigerians, so you see, Nigerians would be at a big loss. So why do we need to go and venture into a thing that would bring set backs for the citizens, so you see cashless society is unnecessary. 1 Like |

Sony is not a country, secondly, its is not operating a cashless policy in its country of origin. They were hacked, and lost money, mostly due to the fact that some customers backed out, and the details, like card pins etc were hacked. The victims lost the money, and the company only in a law suit |

aysuccess....you made mention of some problems and i will respond to them one by one 1- you complained about lack of laws that guide the cyber space in Nigeria...are laws not made? Every day new laws are made so i believe that's not a problem 2-human skill capacities- i opened my mouth when i saw this, do you know how many gurus Niger have? Do you know webmaster will benefit from this? A cashless economy will provide job opportunity for so many youths. |

Aysuccess, power might be a problem in our country, but you can agree with me that virtually every company or business has a backup plan. Institutions are seen with power, both financial and business related. So the cashless system poses no problem |

aysuccess99:so many African countries have implemented this policy and it worked for them some are not even better than us yet they're having positive results, e.g in Kenya this policy boosted business in rural environment by ten percent, people won't need to pay double transport from kano to lagos because of wat they want to buy, all they have to do is send the money through the internet and their goods will be delivered |
