I have been pondering on ur post, it seems to contradict what God said abt forgiveness.

@Op, the thought for restitution is not bad. But, there are situations when it becomes practically impossible. And that's where Faith and Trust in God comes in. God actually permits souls to fall into sin at times in order to make them humble. That they may realise that their good virtues comes from God. In this case just confess toa priest do penance. David never brought back Uriah whom he killed and yet God still forgave him. St Paul never brought back St. Stephen and all those he killed. Just do penance that's all. For what you are saying is one of those cases that you can't do much about. You may devote your life to counselling students against malpractice. In that way you would have made a better restitution. Just like St . Paul who stopped persecution and started spreading what he was against namely: the gospel.

This is the symptom of expo addiction. You are struggling with guilty conscience, but too bad it offends your heart that someone it strong enough to purge him/her self of the stain.
Though I am not in a position to tell the fellow to return or keep the certificate, I rather think that this move has challenged the millions of Nigerians who have been living stolen lives that they are carrying a hunch back. This will also tell us that most of us have no moral justification to complain about the corruption in Nigeria, cus we are the architects of them all. Lecturer are complaining of corruption in govt, who passed the culture of "money for hand first" to this generation of Nigeria.
