Discrimination against HIV/AIDS patients to attract jail term—Aondoakaa

ABUJA—The Federal Government yesterday said that it is planning to criminalize discrimination against persons with HIV/AIDS viruses in the country.

The Attorney-General of the Federation, Chief Michael Kaase Andoakaa (SAN) who dropped the hint yesterday said that a legislation is in the pipeline recommending one year jail term or one million fine for anybody that is convicted of discriminating against anybody with HIV\AIDS viruses.

He spoke yesterday in Abuja during the closing ceremony of the 44th Ordinary Session of the African Commission on Human and Peoples’ Rights hosted by the Nigerian Government.

His words: “It is my joy to announce to you that last Wednesday while this session was on in Abuja , the Federal Executive Council (FEC) had approved a legislation making discriminations against persons with HIV \AIDs an offence punishable with one million fine or one year jail term.

“We have already sent a bill to the National Assembly to that effect. It is an executive bill,” he said.

Speaking on the session which was came to an end yesterday, Andoakaa (SAN) said: “as a nation, we are determined to provide added impetus in strengthening the hands of this administration in its crusade to entrench respect for the rule of law as the cornerstone of our democratic governance

“In this respect, let me assure you that Nigeria will continue to respect its international human rights obligations and to support institutions such as the African Commission on Human and Peoples Rights who hold the mandate to advance the cause of human rights on our continent,” he said.

There’re people with HIV in National Assembly – Osotimehin

A ministerial nominee from Ogun State, Prof. Babatunde Osotimehin, on Wednesday jolted members of the National Assembly, when he declared that people living with HIV/AIDS were within the complex.

Osotimehin made the disclosure while fielding questions from Senators during his screening before the Senate.

He said “Even in this hallowed ground of the National Assembly, there are people living with the virus and they may not know it. They don’t know it because they have not gone for tests.”

Osotimehin, the Director-General of the National Agency for the Control of AIDS, said three million Nigerians were living with the virus. Of this number, he said 500,000 were eligible for treatment while only about 250,000 were currently undergoing treatment.

He said Nigeria had a current prevalence of four per cent. He, however, said various measures put in place since 1999 had began to yield the desired result because awareness was now more.

Earlier, Senator George Akume, said “The issue of HIV is a very sensitive and serious one. It is a scourge but it looks like we have dwelt so much on the preventive aspect of this rather than curative.

“Prof Osotimehin, have you made any attempt to integrate even your orthodox approach to handling this scourge; Integrating the traditional approach into the overall orthodox approach in managing Aids in Nigeria?

“Is it that we are closed to getting a cure? I am talking about cure; because only very few of us can abstain.”

The NACA D-G responded that “The question about traditional approach to the management of AIDS, I think that until; we have verifiable claims we would not be able to do that. There are many herbs that have potency for various things in our system.

“Indeed when you look at the drugs that we use today, most of them were derived from herbs but there is a need to process them, there is a need to be sure that what we are giving them is appropriate.”

The nominee from Borno State , Dr. Shettima Mustafa (69) was grilled on issues ranging from his age, experience, to what he had to offer the nation.

He said his age and experience should count because he had acquired the requisite knowledge and experience to move the country forward.

Mustafa said his experience from the past added to what he saw today, put him in a better position to project into the future.

Nigerian politicians are extremely retarded. It is unbelievable that many of them are schooled abroad and trained abroad and dare not do or say d things they do here.

Mothers' prayers'll change militant youths, says Bayelsa First Lady

The Wife of the Bayelsa State Governor, Mrs. Alanyingi Sylva says youths in the Niger Delta who engage in violent activities can be touched and rehabilitated with consistent prayers by mothers in the region and a bit of accommodation from all stakeholders.

Mrs. Sylva expressed this view at Government House, Calabar while fielding questions from journalists during a joint press interview with the wife of the Cross River State Governor, Mrs. Obioma Imoke.

Mrs. Sylva, who had visited her Cross River State counterpart, remarked that as a mother, she is reluctant to brand the youths as militants, emphasizing that most of them are misguided and aggrieved youths who unfortunately, have chosen to express their frustrations and grievances in an unwholesome manner.

She maintained that several consultative and prayer meetings have been held and enjoined mothers in the Niger Delta to continually pray for peace in the areas as the loss of a child is always devastating for mothers.

The wife of the governor however commended the state government for constructively engaging the youths of the state through the institution of various scholarship schemes through which youths have been sponsored to India, Norway and the United States to study various courses.

The wife of the governor therefore urged youths of the area, especially those in Bayelsa State to always employ dialogue to resolve their differences with government, stressing that violent agitations will always negate the development of the state.

On how she balances the roles of mother and wife and the demands of the position, Mrs. Sylva attributed it to the concern, she has for the problems affecting women, especially their health.

Mrs. Sylva disclosed that though it has not been easy, her passion and the Grace of God has kept her going adding that the enthusiasm of the women for her health programmes has been rewarding.

Such programmes according to her include the Breast and Cervical Cancer Awareness and Screening programme for women, the Bayelsa Stay Alive Initiative for Women and Youths and the Free Eye Care Programme for children in the state.

Others are the Bayelsa Women Economic Empowerment Programme and the Workshop for Traditional Birth Attendants to reduce Maternal and Child Mortality rate as well as the workshop for the prevention and control of HIV/AIDS for members of the state chapter of the National Women Coalitions on HIV/AIDS (NAWOCA). She maintained that the first step to empowering women is to safeguard their health and promised to keep up the tempo.

Also fielding questions the Wife of the Cross River State Governor Mrs. Obioma Imoke also said that projects aimed at uplifting the living standard of women through empowerment programmes would have a direct effect on the country as empowering women translates to empowering a nation.

She remarked that her projects are aimed at assisting women to add value to whatever they are engaged in as financially independent mothers can take better care of their children thereby contributing to the development of the society.

On sustainability of their projects Mrs. Imoke said the projects are independently run and would be easy to maintain and sustain through the magnanimity of like minded philanthropic organizations and individuals.
