Sir, that statement is not talking about God, but we human beings. God has a perfect will (what he purposely desire) and a permissive will (our desire that he just accept as his will, due to our stiff head). So what the man of God was saying is that we should accept God's will (perfect), not giving our will to God to accept (permissive). Thanks.
