The Goodluck Jonathan administration set up a panel, otherwise known as the Oronsanye panel to come up with recommendations on how to reduce the size of the federal government.
At the conclusion of its work, the panel recommended the merging and scrapping of some federal departments and agencies. The panel further disclosed that over N800bn would be saved if it's recommendations were fully implemented.

As part of efforts to improve tertiary education and student welfare, I believe the federal government could use part of the N800bn annual savings to establish a tertiary education grants and loans program, like what obtains in the United States. In the US, tertiary education students are eligible for federal grants/loans, in addition to state grants, provided that the students (and parent(s)) meet some financial threshold.

All undergraduate students of Nigerian universities, colleges of education, and polytechnics should be eligible to apply for grants, which would cover their tuition and part of their living expenses.
The loans would be only for graduate students of the aforementioned institutions. In an ideal world, the loans should have an annual interest rate that is below 10%. Hopefully, the top, high paying jobs Masters and Doctorate degree holders are given would enable them service the loan regularly.

For both grants and loans, financial eligibility requirements could be:
- parents of applicants should not be earning N5 million or more per annum and;
- the student should be in good standing after the first semester of school.

Moreover, the state and federal governments should continue to give top priority to provided adequate, world-class infrastructure in public schools including secondary schools.

To implement the grant/loan program, the national I.D. card and NIN (National Identification Number) would be necessary to verify the identity of students; and a financial aid office would have to be set up in the schools to help in the application process.
