It is you who have restricted the meaning of malnourished to having very thin legs and a head bigger than the body. One doesn't have to be suffering from kwashiorkor before they can be termed malnourished.

Judging from the face alone, he looks malnourished. Sorry for saying this, but have you ever seen pictures of the faces of the civil war victims that were kids? There's no difference between their facial look and Fashola's in this picture.
