23 - witness protection
36 - whistle blower

Witnesses are identified via investigation and may seek for identity to be protected.

Whistle blower is an insider within a key establishment often statutory that brings to public without consent an anomaly within the system. Eg the guy who exposed Ekitigate.[quote]

Remember a supposed whistleblower may ne requested to testify about a case thus becoming a witness. A whistleblower most times becomes a witness. Why should the two bills be different? A protection facility serves the same purpose for a witness, a whistleblower or even an asylum seeker. The duplication is unnecessary

Yesterday the strangest thing happened when the Nigerian Senate passed a record 46 bills into law in just 10 minutes.

The bills were introduced by the Chairman, Senate Committee on Rules and Business, Senator Ita Enang and all 46 of them had been recently passed by the lower House of Representatives.

The Senate’s decision to pass the bills was predicated on the fact that the life of the current assembly is expected to expire in a few days time and that enough resources had already been expended in processing the bills, hence there was the need to pass them and forward same to the President for his assent.

According to Enang, the “bills by this resolution are hereby read and deemed read a third time and passed, to be transmitted to the President for assent in accordance with the Acts (Authentication) Act, and the Constitution of the Federal Republic of Nigeria, 1999.

“That the votes and proceedings containing all bills be produced for adoption, as passed by the House.”

Not everyone accepted the fast track.

Some senators led by Senator Domingo Obende, Edo State, and George Sekibo, Rivers State, opposed the passage of the bills in less than ten minutes.

They should also enact laws that will govern the rules of law and a standard independent judicial system that's above everyone. However, I don't see them passing bill that requires capital punishment for corrupt government officials.

To me there is nothing extra-ordinary in what they did, only that it may bring up an argument that why not have a unicameral legislature. If those bills were not passed like that, it means the 8th National Assembly will start all over and that will be a waste of time and resources.

It also brings to the fore that the primary responsibility is to make laws for the good governance of the country. Probes and inquiries into money matters should be left in the hands of the police, ICPC and EFCC

If there's going to be a "Whistle Blower Protection Bill (No.36), May we start with Governor Fayose, pls.

APC lawmakers should please leave this man alone for blowing the loudest whistle during election campaign. *frowns*. Let the past be in the past. Protect him. Yes. Thank you. This impeachment ish should be ended, already.

APC, let's practice what we preach.

The 1999 constitution is a document supervised by northern Nigeria soldiers. It was rushed to legit the lopsided and undue 19 states and Abuja in the once one region north of Nigeria, but only 17 states in the once three regions south. With three senators from each state, the north this possess near veto power on Nigeria's political process.

Without first restructuring Nigeria's polity for equitable representation between north and south of Nigeria, any amendment on the constitution is like brick layers atop a house shaking on its foundation and trying to amend the house.
. Brilliant point there

The young people and youths need to realize that we can vote for young senators Nd governors only if we choose not to let these old men and women who are rusted and tired rule over and thramp over our right to be creative and be heard. Imagine if there was a 35 year old president with 27 year old ministers. Don't you think we would pass bills to help develop technology and innovation for human resource which is not natural but mentally and interllectual. Most of all these bills don't really help in meaningful growth in any sector. More than 5 bills are in the fct(abuja),another above 5 has to do with banks and the rest which to me are irrelevant with exception to a few like the metallurgical industry act, women and children hospital.

Office of financial Ombudsman, Whistle blower protection act, witness protection act, Federal Audit commision, Treasury act,

And others, seem to hint at measures to better handle corruption... Maybe even the Nigerians in Diaspora commission could posibly be an attempt to reign in escaped embezzlers who take NG money to diaspora to hide and enjoy it... Reminds of the big issue under Buhari 1984 or so, regime when he got in international trouble for kidnapping a nigerian embezzler fugutive who was oater discovered by UK customs and released back into UK.... They used a network of "Nigerians in Diaspora" to track the wanted man down to face charges of embezzlement in Nigeria.

Just my wild guess here as I keep my eyes open for Buhari measures to handle corruption there... shocked
