I assess people by my personal observations rather than what people say about the person. I am not in the position to assess his 1983\85 administration, but i would be able to do that after his term (s). Irrespective of our affiliations, we should be bold to commend good work and constructively critize when necessary. Buhari 3 hearty cheers to you.
I missed Yaradua Musa, many people never new about the word 'Amnesty ' until he gave it to the militants.

The presidential amnesty office has commenced the payment of outstanding stipends to ex-militants who are beneficiaries of the amnesty programme.
This is in line with the directive of President Muhammadu Buhari, who appointed a coordinator for the programme late July. Buhari named Tarila Boroh as amnesty coordinator and special adviser on Niger Delta on July 28.

On assumption of office, Boroh set up a seven-man committee to undertake a verification exercise of claims ahead of the payments.

However, on Friday, the Central Bank of Nigeria (CBN) started with the May stipend of N65,000 per beneficiary. “The outstanding stipends will be paid in batches. We have commenced payment with the outstanding May 2015 stipends.

That of June and July will be paid afterwards,” Daniel Alabrah, amnesty’s head of media and communication, said. “The outstanding allowances and school/training fees of beneficiaries will be cleared at the end of the ongoing verification exercise of genuine claims.

“Hopefully, the other payments will commence soon once the verification team concludes its exercise.
” Boroh commended Buhari for approving the payment. “Mr. President has by his approval demonstrated his commitment to strengthening of the amnesty programme,” Alabrah quoted him as saying. “It is heartwarming that he graciously approved funds so as to quickly resolve the issues that have affected the smooth running of the programme.

“Now beneficiaries whose training or studies have been affected can look forward to resuming their studies sooner than later. We are committed to a quick resolution of all outstanding issues, including the training fees.”

Oh really cheesy while one appreciates these gestures from the president, one can't also discount the fact that it took the threat of violence to get the govt to address these issues.
That said, Kudos To Buhari, hope he continues with this trend of inclusive governance

Was there any time the president indicated he was not going to pay?
So, when was the threat made?
A president who clearly said he was going to invest heavily in the amnesty program in his inaugural speech needs no threat from anyone.

Easiest way to have your way in Nigeria seems to be to threaten violence, it took the threat to restart hostilities for the govt to do the right thing.
However this current process is unsustainable, paying guys off to abstain from violence.

A president who clearly said he was going to invest heavily in the amnesty program in his inaugural speech needs no threat from anyone.
When he took over in May, no payments were made for months and students being trained abroad were being harassed by their host institutions, it was very easy to then deduce after then that the govt intended to end the program.
However after the tension associated with the proposed MEND Meeting, there was a rash of actions to address their grievances, a new head was appointed for the Amnesty Office and funds were released for payment......one doesn't need to be a rocket scientist to guess what triggered the govt's change of mind.
It's not bad anyway, at least it shows the govt is listening.

Don't mind them. Odi people would never pray for their enemy to see the wrath of a sitting Nigerian President. Who is Tompolo when we are talking about the C-in-C. I pray for peace in the Niger Delta because if some people incite violence there, the innocent would be the worst hit
