An insider in EFCC revealed that the anti-corruption agency had started investigation into alleged stealing of N108.1billion of Akwa Ibom funds by Senator Akpabio in June this year – following a written petition by one Mr. Leo Ekpenyong, an Abuja based lawyer.

In the petition dated June 22, 2015, Mr. Ekpenyong had said that between January and December 2014, the ex-governor colluded with two of his personal aides to steal a huge sum of N108.1 billion from the state’s treasury. According to him, “Between January –December 2014, it is on record that the trio of Godswill Akpabio, Mr. Etekamba Umoren and Mr. Udo Isobara,made illegal but substantial withdrawals of cash from a designated state government-owned account with Zenith Bank with account number: 1010375881 amounting to N22.1 billion’’.

“It is worthy of note that reasons for such ungodly cash withdrawals against financial regulations and due process laws range between sundry use and unjustifiable expenditures by Godswill Akpabio and his numeroussurrogates and proxies. "For example, a whopping N18 billion was withdrawn fraudulently from the state FAAC account with the United Bank for Africa in trenches of N10 million and above by Mr. Isobara in a surreptitious manner to conceal their dishonest intention. "Under the period review, the petitioner added that the ex-governor also withdrew a huge sum of N18 billion from the state account under the guise of special services, reception of very important guests and sundry items.

He added, “The cumulative aggregate of these monies stolen by Godswill Akpabio from the coffers of government as pocket money is the annual budget of some states in Nigeria put together.
”Among the properties, which the petitioner claimed the ex-governor acquired through proxies include, a multi-billion naira mansion at Plot 5 Okogosi Spring Close, off Katsina-Ala Crescent, Maitama-Abuja, a multi-billion naira mansionette at Plot 28 Colorado Close, Maitama, Abuja and another multi-billion naira mansion at 22 Probyn Road, Ikoyi, Lagos.Others include a multi-billion naira property at Plot 23 Olusegun Aina Street, Parkview, Lagos; a multi-billion naira 25 storey building at Akin Adesola Street, Victoria Island, Lagos and others.

Technical Consultants Advised Amaechi Against Monorail Project After Collecting N22bn

As the Judicial Commission of Inquiry set up by the Rivers State Government to probe the sale of valued assets of the state and other matters continued its sitting on Friday, the technical consultant to the state on the monorail project, Arcus Gibbs revealed that he advised former Governor Chibuike Amaechi against continuing with the project.

Managing Director of Arcus Gibbs Nig Ltd, Wiero Viguezang, however said his company gave the advice only after collecting N22.9bn from the Rivers State Government since its services were enlisted in March 1, 2010.

Viguezang spoke when he appeared before the commission to explain the role played by his company in the monorail project being probed by the commission.

While being cross-examined by counsel to the commission, Dr. Zaccheus Adangor, Viguezang, stated that the monorail project was no longer tenable considering the shortfall in the state’s revenue and the inability of its original technical and equity partners, TSI Nig Ltd, headed by the former military administrator of Rivers State, Brig-Gen Anthony Ukpo (Rtd.), to fulfil its obligations to contribute 80 per cent of its equity holdings.

He disclosed that the state owes his company N1.1bn for its services.
He also said the company had in a letter to the Rivers State through the ministry of transport, in April, made a six-point recommendation to the Rivers State on how to unbundle the monorail project in such a way that the state government can salvage some financial benefits out of the N33.9bn so far invested in the project. The monorail project was originally estimated to cost about Euros2250m.

The technical partner had in its sixth point of recommendation suggested to the Rivers State Government to unbundle the monorail project and approach the manufacturers of the mechanical components and rail tracks in Germany and exploit the possibility of reselling components at a lower price to the manufacturers.

He said the company also advised the state government to consider the option of using the monorail facilities for other commercially viable purposes, mentioning the spaces between pillars and surrounding areas of the monorail project, stressing that the area between Azikiwe Road and the UTC axis could be put into very fruitful commercial purpose.
Viguezang also told the commission that his company and the state government had planned to unveil the monorail project last April specifically to mislead the people of Rivers State into thinking that the project, which has gulped N33.9bn, was still on course.

He admitted that his company wrote a memo to the commissioner for transport to arrange the unveiling of the project essentially for media coverage since the project was “technically uncompleted”.

According to Viguezang, “We actually wrote to the ministry of transport in January, to arrange for the governor to unveil the monorail project in April for the attention and coverage of the media based on the expectation of the people of the state.”

When asked to clarify if the unveiling was to deceive the people of Rivers State into believing that the controversial monorail project was ready, Viguezang admitted; “It was to deceive the people into believing that the monorail project was at last ready”.

The managing director, however, stressed that “apart from the media coverage and public attention that it is expected to generate, the monorail was not technically and commercially ready. Only phase 1a within phase 1 of the project was ready. So, there was no way the public would have been able to use the monorail as at April when we asked the ministry of transport to unveil the project to the media”.

Viguezang admitted that the Rivers State government enlisted services of Arcus Gibbs at the cost of N600 million from March 1, 2010 to December 1, 2010, after the memorandum of understanding (MoU) with TSI collapsed because TSI could not raise revenue to fulfil the payment of its 80 per cent equity share capital.

He stated that part of its role as the technical service provider to the Rivers State government concerning the monorail project was to evaluate and assess the activities of TSI and give an independent opinion to the Rivers State government.

Since I was born, I have never witness the kind of hypocrisy, double standard and demonisation that is currently perpetrated by Muhammadu Buhari, the APC, Alhaji Sanusi, Osinbajo and their "good governance crusaders" against the person of President Goodluck Jonathan, Allison Madekwe, and other government officials.

Alhajis Buhari and Sanusi and APC have been going about using every platform to talk about a "missing $20b", cheered by their hypocritical followers that pride themselves as good governance crusaders. They have deliberately gone blind over the fraud of CBN under Sanusi as outlined by the Financial Reporting Council of Nigeria report in February 2014.

Sanusi Indicted And Removed For Fraud
According to the report (see below) Sanusi was indicted for Gross Misconduct that bothers on fraud and financial recklessness among other offence. The FRCN subsequently advised Mr President to remove Lamido Sanusi from office for further investigation and probe after the explanation of Sanusi appeared more like a tale and outrightly illogical according to FRCN. The council indicates that the explanation provided by Sanusi is “a clear display of incompetence, nonchalance, fraud, wastefulness, and abuse of due process and deliberate efforts to misrepresent facts on the part of the leadership of the CBN.”

The council advised the President to exercise the powers conferred on him by Section 11(2)(f) of the CBN Act 2007 or invoke Section 11(2)(c) of the said Act “and cause the governor and the deputy governors to cease from holding office in the CBN.”


April 2014: VP-elect Yemi Osibanjo Filed Case To Stop Sanusi Probe
Rather than Sanusi to prove his innocence in court, he filed a case in Federal High Court, Lagos to STOP FRCN and Other Security Agencies from investigating and prosecuting him through three Senior Advocates of Nigeria, Prof. Yemi Osibanjo, Dr. Kanyinsola Ajayi and Kola Awodien.

High Court Judge John Tshoho rather than uphold the constitutional powers of FRCN to investigate probe Sanusi, he granted the prayers of Lamido Sanusi and BARRED FRCN from further investigation or probing Sanusi Lamido Sanusi. In his own words...

Despite the fact the President Jonathan commissioned PWC to audit NNPC books to ascertain the veracity or otherwise of Sanusi's claim, Buhari, APC, Sanusi and their online agents that parade themselves as good governance and anticorruption apostles have been crying blue murder but refused to comment on the FRCN report nor the APC's VP elect role in shielding Sanusi for probe.

April 26, 2015: Buhari's Display of Hypocrisy
In his usual hypocrisy, General Buahri vowed to re-visit the $20b allegation but said NOTHING about the FRCN report. In his own word... “Imagine a situation where the former CBN governor who by God ‘s grace would later become the  Emir of Kano raised an  issue of missing billions of money, not in Naira but in Dollars, $20 billion.
“What happened, instead of investigating to know whether it was true that the money was missing or not, they simply found a reason to remove him. So these are the issues we are talking about…"

Contrary to the lies of Alhaji Buhari, Sanusi wasn't removed because he raised alarm, he was removed because he was indicted by FRCN. Jonathan also never kept mute, he commissioned PWC to audit the books. Buhari was also blind to talk about prosecuting Sanusi for the CBN fraud. Perhaps the Emir is as "incorruptible" as him(Buhari)

The decision to suspend the Central Bank of Nigeria Governor, Sanusi Lamido was based on a report of the Financial Reporting Council of Nigeria dated June 7, 2013.

The report was made after a review of Sanusi’s response to the query issued to him by the President over the apex bank’s financial statement of 2012. His response was dated May 20, 2013.

According to a copy of the report obtained by our correspondent on Thursday, the council indicates that the explanation provided by the suspended CBN governor is “a clear display of incompetence, nonchalance, fraud, wastefulness, and abuse of due process and deliberate efforts to misrepresent facts on the part of the leadership of the CBN.”

The council advised the President to exercise the powers conferred on him by Section 11(2)(f) of the CBN Act 2007 or invoke Section 11(2)(c) of the said Act “and cause the governor and the deputy governors to cease from holding office in the CBN.”

The report read: The particulars of the infractions against Sanusi are:

Persistent refusal and/or negligence to comply with the Public Procurement Act in the procurement practices of the Central Bank of Nigeria.

(A) By virtue of Section 15 (1)(a) of the Public Procurement Act, the provisions of the Act are expected to comply to ‘all procurement of goods, works and services carried out by the Federal Government of Nigeria and all procurement entities.’ This definition clearly includes the Central Bank of Nigeria.

(B) It is however regrettable that the Central Bank of Nigeria, under his leadership, has refused and/or neglected to comply with the provisions of the Public Procurement Act (PPA). You will recall that one of the primary reasons for the enactment of the PPA was the need to promote transparency, competitiveness, cost of effectiveness and professionalism in the public sector procurement system.

Reminds me of how Tafa Balogun was VEHEMENTLY denying allegations leveled against him. He said he didn't have any building and no foreign account. We all know what happened next. I have NEVER seen any of these thieves own up to their looting. They ALL deny it, claiming it's a witch hunt based on political or ethnic leaning.
