I don't understand how an unsigned state was received by investigators only to be taken back to him for signing. Why collect it initially if it wasn't signed?

I refuse to believe they don't have proof*(EFCC), for example- "monies", were paid and it moved within various banks and accounts - specifically, from a particular account under scrutiny now for unjustifiable reasons, because if not they wouldn't have invited "that one metuh to explain" now note; under what accounting heading was this monies stolen?- now, I want to believe the reason why they invite people, is to give them the opportunity to say their part of how the "monies" came to be! apc has the majority in national assembly, theyclaim to be change agent,let them change it. EFCC is now the law court that try and jail corrupt people?
