Under a clueless government of the past administration, it ended being a waste of money and time. GEJ was so scared of the NASS that he couldn't make it a SOVEREIGN NATIONAL CONFERENCE. Of course the effort put-in by all the elder- state-men has ended in the trash can. If it had been made a sovereign conference, then it automatically stands as law till this day.
