Yes the reason why they want to sign Osimhen is because their main striker wants to leave.

Milik has just one year left on his contract and doesn't want to extend. The guy has been courted by Juventus for a while now. The Chairman of Napoli has stated that they would never let any player leave without a transfer fee, so that means they must sell this season. That is why they need a replacement.

Milik had 19 goals last season. So Osimhen will have big boots to fill.
