[b]Lagos — The ancient city of Badagry in Lagos State may soon shed its current toga of neglect and come into national reckoning as one-stop tourism destination. This very popular city is undoubtedly blessed with an array of tourism potential not properly harnessed or explored for the advantage of the people. With intimidating cultural artifacts, such as the Palace of the Akran of Badagry and its mini-ethnographic museum, the early missionaries cemetery, the District Officer's office and residence, the first storey building in Nigeria constructed by the Anglican missionaries, relics of slave chains in the mini-museum of slave trade, cannons of war, the Vlekte Slave Market, the Slave Port established for the shipment of slaves before the l6th Century, a serene waterfront at Marina and a beautiful beach known as Sultan among other natural endowments, Badagry is supposed to be a tourist delight anytime any day. But from all indications, it has fallen short of that categorisation.

However, a total transformation and exploration of the tourism potentialities that are abound in the city may just be around the corner if the plans of a company of Africa Americans in the Diaspora, specifically in the United States of America, is anything to go by.

The Motherland Group (TMG) LLC in District Heights, Maryland, USA, is coming up with a project tagged 'The Badagry Historical Resort Development Project'. The project will consist of the following: Badagry slave route, slave memorial, African History Museum, life size replica of a slave ship, amphitheatre, pavilion, music pavilion, golf course, condominiums, hotel, casinos, soccer field, tennis courts, basketball courts, shops and restaurants, drinking well, harbor, medical facility, fire and police stations.

Besides, there will be the world's only Jackson's Memorabilia Display to be located in (The Jackson Music Pavilion) in the African History Museum. Marlon Jackson of the world famous Jackson Five/Jacksons is planning to bring some of his memorabilia to be on display in The Jacksons Music Pavilion. This music pavilion will be the first of its kind, dating from the beginning of music, capturing the true essence of African music.

"This will be an adventurous ride giving you an historical overview of African music. From hologram images, concert footage, a state of the art recording facility, to robotic figures displaying the rhythmic beats from 300 years ago where music began leading up to the biggest African group in the world, The Jackson Five/Jacksons," the TMG said.

But the project is not going to be a solo run. According to TMG, it will require collaboration with stakeholders particularly the Federal, state and local governments as well as private concerns.

To the group, tourism is a potential developmental tool that if well used could bring the Nigerian poor into the economic mainstream and put Nigeria on the top of tourism chart in Africa, surpassing even South Africa.

On completion, the Badagry Historical Resort Development Project, asserted TMC, can make Nigeria realise 151,724 direct and indirect jobs creation by the end of the fifth year of operation. In addition, the country can also expect a minimum of 1,400,000 tourists the first year of operation and a minimum of 4,400,000 tourists during the fifth year of operation.

"Research studies have found that in 2007, 6.6 million tourists visited South Africa. Yet, during that same time period, less than 300,000 tourists visited Nigeria. The TMG core objective is to position Nigeria strategically for becoming a major world player in the African tourism industry. Revenue projections indicate a minimum of $407,000,000.00 in revenues spent by tourists the first year at The Badagry Historical Resort. During the fifth year, as much as $1,354,760,000.00 is projected to be spent by tourists. Nigeria can begin to receive its fair share of the millions and millions of African tourism dollars," it explained.

And apart from the economic gains and millions of dollars that can easily flow into the country, the TMG maintained that the project is equally a celebration of Nigeria's lesser-known past: its slavery deportation - the documented passport of human capital that became Nigeria's contribution to the physical development and economic fortunes of Brazil, Europe, The Caribbean, and even the United States of America. It added that it will be a better way to historically redeem Nigerian descendents of slaves in the Diaspora if Nigerian people can build up their country in tribute.

The TMG is an international business investment and development corporation with members of the Board of Directors well known all over the world for professionally promoting major humanitarian efforts. Thus, The Badagry Historical Resort Development Project represents an international collaboration of TMG with investors and business developers in the private, public and government sectors. Through partnerships, the TMG methodically uses infrastructure development as a means of bringing the poor into the economic mainstream.

Some of the men behind it include: Gary L. Loster, currently the chairman of the organisation, is also the Chairman/CEO of G.L. Loster and Associates; Chairman, Board of Directors to The International Consortium of Global Alliances Inc; Board member of Infrastructure Financial Services among other scores of high level portfolios in USA and abroad.

He was also the Mayor of the city of Saginaw, MI, in November 1993 and served for an unprecedented four consecutive terms.

Another is Jack C. Sims, currently the president of Motherland Beckons Investments, is the Vice President and Chairperson Trade of the World Conference of Mayors and former President, Maryland Black Mayors Association. He is the founder and former Chairman /CEO and Managing Director of The Atrium Group, USA, and also the Chief Alliance Partner of United for The World Event Group (UWEG) Las Vegas. Besides, he also occupies other highly rated positions.

Alfred Dixon, the Senior Vice Presidents of Business Development for Motherland Beckons Investments is the President of Multi-State Contracting Corporation, a company that specialises in building, designing and construction, among others. He is the planner/grant coordinator for the New Hanover County Planning Department, Kenansville, New York City, and was a Mayor of Greenevers, North Carolina, among other top positions.


Marllon Jackson Snr is a celebrity entertainer and President/COO, MBC Network. A brother in the Jackson Five family, Mallon is, among others, noted for his participation in Japan's NIPPON 24-hour television, raising funds for worldwide hunger and playing an intricate part in 'Hands Across America' , which raised over $40million to feed, clothe and shelter America's homeless.

These men of repute are of strong belief that an undertaking of the magnitude of The Badagry Historical Resort Development Project will certainly enhance the quality of life for millions of people throughout Nigeria.

The wide expanse of land sits quietly, tucked between the Lagos Lagoon and the Atlantic Ocean in Gberefu village, Badagry. It is, without a doubt, a perfect milieu for its proposed use: a film city. Located off the Badagry coast, on a sandy stretch of land that had, ages ago, served as a route for local slaves on their forced voyage to the Americas, the whole environment is a perfect blend of history and culture.

This Friday morning, imposing coconut trees greet you as you alight from the speed boat to commence the 15-minute walk from the jetty to the ocean. From the distance, you glimpse one or two houses in the village, their thatched roofs jutting out of the bushes. On the narrow path to the Atlantic is a well described by the people as a relic of an infamous past. It is believed that captured slaves were forced to drink water from the well, after which they promptly experienced an absolute loss of memory.

Along the beach, a cluster of shanties awaits you, apparently domiciled by members of the Christian sects that daily crowd the seashore for some religious rites. And facing the ocean, obviously engrossed in a heated supplication with some supernatural being, some of the devotees in white outfits carry on with their spiritual endeavour, hardly bothered by the trespassing newshound.

But underneath this facade of a serene ambience, some turbulence silently brews. These days in Badagry, many indigenes are angry that their prized possession, the land for the proposed film city which is jointly owned by a number of families in the town, is about being taken away from them by the government without adequate compensation.

Yet, to think that the people are unhappy with the authorities over the purpose for which the land is being acquired would be an erroneous perception. According to a youth leader in the area, the people of Badagry are enthralled that such a big project is coming their way. The Lagos state government is said to be spearheading the project in conjunction with some private investors. But the community's uneasiness stems from the growing belief that the people of Gberefu and other land owners might be short-changed by some government officials in the payment of compensation. They also fear that the land might lose its intended use. According to them, the land might eventually be sand-filled and turned into an expensive sea-side estate for the rich and top officials of the government.

A young man, Bayo (last name withheld), confides in Daily Sun that that line of thought is gradually gaining ground in the area.

When, months into the administration of Governor Babatunde Raji Fashola, the Lagos State government decided to set a film city project in a peaceful, beautiful part of the state, Gberefu village in Badagry was seen by the government as the ideal place. A committee on the Lagos Film City and Energy City projects was set up, and in January this year, the committee held a meeting with those considered as stakeholders in the film project.

At the VIP Chalet in Badagry between January 16 and 17, 2008, members of that committee, led by the state deputy governor, Mrs Sarah Sosan, held a meeting with community leaders, political leaders, traditional rulers and youth leaders in Badagry. Following that initial meeting, executive secretary of Badagry Local Government Area, Honourable Michael Zanni also set up a community liaison committee to act as the link between the community and the government on the project. In the five-man committee, which has Prince Yomi Ajose as chairman, is High Chief Menu Toyon 11, Mobee of Badagry Kingdom (representing the Akran of Badagry on the panel), Chief N.A.M Sanni, Numeton 1, Baale of Gberefu , Mr Willie Kudofokeh, chairman of the Community Development Council in Badagry, and Mr Uthman Suenu who serves as Secretary.

Daily Sun learnt that members of the committee subsequently held meetings with the traditional rulers, community leaders and members of the Technical Committee set up by the state government on compensation.

Members of the committee and the council's executive secretary, Michael Zanni, were said to have also met with residents of Gberefu, particularly those residing on the site for the proposed film city project to formally inform them of government's plans for their land. On February 7, this year, the committee held a meeting with the ancestral land owners of the proposed film city. On March 8, Zanni was said to have held another meeting with youths of Badagry to seek their understanding and support for the project. Ajose, chairman of the liaison committee, was equally said to have sought the cooperation of the youths.

A copy of the liaison committee's report obtained by Daily Sun and signed by all five members, notes that members of the Gberefu community are making some demands of the state government. According to the document, these include:

1. That the state government should make a reasonable portion of land available to the community for both the ancestral land owners and the villagers. They pleaded with the state government not to acquire the entire land at Gberefu without considering the local dwellers.

2. That the purpose for which the land was acquired should not be altered. The community demanded for a document assuring them on this demand from the state government.

3. That those displaced be provided with adequate and decent accommodation.

4. That compensation in form of equity in the business on a reasonable percentage be negotiated for the ancestral land owners. They emphasized that the state government should protect the interest of the community on the above issue.

5. That employment opportunity be guaranteed for the professionals, semi-skilled and unskilled indigenes of Badagry Local Government.

6. That the Lagos State Government should retain the name Gberefu, the traditional ruler, Numeton 1, Baale of Gberefu, his palace and traditional place of worship as a monument and legacy for posterity.

7. That modern facilities, including schools, roads, electricity, hospitals and water, etc, be provided for the people of Gberefu.

The committee, in its recommendations, suggested that the demands of the community on the Gberefu project be met by the state government, even as it stressed that matters concerning compensation and welfare packages “be transparent to the entire community and only a legitimate and recognized principal of each family be identified and publicized before any benefit is provided”.
